As the United States northern neighbor, Canada serves as a NATO ally and a strategic partner with Washington through the North American Aerospace Defense Command (NORAD). Canadian forces have fought honorably and bravely in concert with American forces in many wars. Canada's government, however, has been less consistent in promoting a credible vision of Canadian national security policy and geopolitical interests in its defense white papers. These documents have often contained idealistic rhetoric about adhering to a rules-based international order and defending freedom. The Antecedents Of Local Government Service Delivery Under Crisis Conditions: The Case Of Khon Kaen Province, Thailand, Sirisak Laochankham

The aim of this research is to understand local service delivery in Thailand's post-2006 national political crisis. The researcher collected qualitative data in four municipalities in Khon Kaen Province. The analytical framework covered five moderating variables: political institutions, civic engagement, political leadership, governance, and political economy. The results were mixed. Local service delivery suffered from weakening electoral mechanisms, suspended local autonomy, weakened civic participation and policy networks, insecure local administrators, worsened central-local trust, and the detrimental effect on local economies. However, there were opportunities for improved, or maintained, local service delivery through the lessening of administrative procedures, a fast-track mechanism …

The 311 non-emergency service system differs from traditional public service delivery in the unique emphasis on citizen participation and extensive use of data and technology. It is a policy community involves a diversity of actors, embraces the reactions among them, and cultivates necessary information, knowledge, and interests. Extreme urban heat is a powerful environmental stressor which poses a significant threat to human health and well-being. Exacerbated by the urban heat island phenomenon, heat events are expected to become more intense and frequent as climate change progresses, though we have limited understanding of the impact of such events on vulnerable populations at a neighborhood or census block group level. This paper contributes to creative entrepreneurship studies through exploring ‘liminal entrepreneuring’, i.e., the organization-creation entrepreneurial practices and narratives of individuals living in precarious conditions. Drawing on a processual approach to entrepreneurship and Turner’s liminality concept, we study the transition from un(der)employment to entrepreneurship of 50 nascent necessity entrepreneurs (NNEs) in Spain, the United Kingdom, and Ireland. The paper asks how these agents develop creative entrepreneuring practices in their efforts to overcome their condition of ‘necessity’. The analysis shows how, in their everyday liminal entrepreneuring, NNEs disassemble their identities and social positions, experiment with new relationships and alternative visions of themselves, …

Belmont is a primarily residential community of around 25,000 residents with a small commercial district. Public transit access to downtown Boston and neighboring Cambridge offers Belmont residents access to services, employment, and recreational activities outside of the town’s boundaries. With 22% of its population age 60 and older, Belmont is expecting to see an increase in the number of older residents in the coming years. Commissioned by the Belmont Council on Aging (COA), this report will serve to help the COA and Town to better understand Belmont’s current assets, potentials, and challenges and to plan for changing community needs.

The Town of Dedham was first settled in 1635 and became the county seat of Norfolk County in 1793. Dedham is situated southwest of Boston and the Town shares a border with Needham, Westwood, and Canton. Dedham encompasses over 10 square miles and has a population of over 25,000 residents, about one-quarter of which are age 60 and older1 (American Community Survey, 2016).

The absence of official platforms and institutions such as museums and visual arts spaces; while the artistic amateur scene was flourishing, there were no museums or national galleries where collections of the best local and regional artworks could be found, appreciated and studied by artists and citizens. This cultural desert was the result of the government’s attention to bread and butter issues. School Choice Demonstration Project
School choice skeptics frequently claim that public charter schools perform no better than traditional public schools (TPS) on standardized test scores. Although a few individual studies of public charter schools have supported that claim, the most comprehensive research reports conclude that, though results vary across states and charter school networks, on average public charter schools have a positive effect on student achievement. Charter school performance appears to be especially strong in cities. Moreover, none of the studies of the relative effectiveness of public charter schools have explicitly considered the funding differences that exist across the two public school sectors. All …

Workplace-based Employee Financial Wellness Programs (EFWPs) aim to strengthen employees’ financial well-being through services such as financial coaching, payroll advances and short-term installment loans, credit counseling, debt management, and online financial management tools. Although EFWPs are a fast-growing part of employee benefit packages, offerings vary widely in service type and delivery method across em-ployers, and little research has assessed their efficacy and reach.1 Our prior research2 indicates significant differences among employees, includ-ing by race/ethnicity3, regarding their awareness, utilization, and self-reported benefits from EFWP services. Innovation is vital to employing resources in times when the complexity and the demand for public goods and services strain organizational capacities. While innovation in the private sector is the subject of intense academic interest, the study of this phenomenon in the public sector pales in comparison. This is troubling because innovation is an important tool for overcoming resource limitations that plague the public sector. Objective
The goal of the present study was to use a methodology that accurately and reliably describes the availability, price and quality of healthy foods at both the store and community levels using the Nutrition Environment Measures Survey in Stores (NEMS-S), to propose a spatial methodology for integrating these store and community data into measures for defining objective food access.
Setting
Two hundred and sixty-five retail food stores in and within 2 miles (3·2 km) of Flint, Michigan, USA, were mapped using ArcGIS mapping software.

Backlash Or A Positive Response? Public Opinion Of Lgb Issues After Obergefell V. Hodges., Emily Kazyak, Mathew Stange

Following Obergefell v. Hodges, same-sex marriage remains controversial and anti-LGBT state legislation has been passed, which raises questions about whether the Supreme Court’s ruling may have created a backlash. We use data from two waves of a general population survey of Nebraskans conducted before and after the decision to answer three questions. First, we test three theories of how the Court decision influenced public opinion. We find that support for same-sex marriage was significantly higher following the ruling, suggesting that there was not a backlash to it. Second, we assess whether people perceive that the court accurately reflects the public’s …

Described as “universal prepayment,” the national health insurance (or single-payer) model of universal health coverage is increasingly promoted by international actors as a means of raising revenue for health care and improving social risk protection in low- and middle-income countries. Likewise, in the United States, the recent failed efforts to repeal and replace the Affordable Care Act have renewed debate about where to go next with health reform and arguably opened the door for a singlepayer, Medicare-for-All plan, an alternative once considered politically infeasible. Border Enforcement And Civil Rights Along The Texas-Mexico Border, Esther Reyes

Over the past two decades, spending on enforcement along the southwestern border of the United States has expanded dramatically. The annual budget of the U.S. Border Patrol, increased from $400 million in fiscal year 1994 to $3.8 billion in fiscal year 2017. During this period, the number of Border Patrol agents stationed along the U.S.Mexico border grew by nearly 450 percent, from 3,747 to over 16,605 agents. Meanwhile, apprehensions of unauthorized migrants along the U.S.-Mexico border declined from 979,101 in 1994 to 303,916 in 2017.
These expansions and the accompanying declines in immigrant populations and apprehensions have raised concerns about …
