Despite psilocybin still being a Schedule I substance in the Federal Controlled Substance Act (OHA, 2022), Oregon voters passed Measure 109 in 2020, now codified into law as ORS457A, which allowed for the opening of psilocybin clinics for eligible clients. The passing of Measure 109 allowed for an adult-use model to be created, which is different from a therapeutic-use model. Advocates and Measure 109 framers employed the terms "harm reduction" and "mental health support" in order to secure the passing of Measure 109, but there is no specific definition of therapeutic harm reduction within M109 and ORS475A. Development planning ideally requires accurate information to translate distant solutions, where actions and impacts are separated by significant delays. However, the attention theory suggests that the attention of planners is constrained by familiarity bias, shaped by organizational procedures and communication channels. This study argues that planners are less likely to prioritize distant solutions due to a stronger sense of perceived self-efficacy. Climate disasters pose fiscal challenges for local governments by increasing recovery costs and demand for property tax relief. Homeowners with or without property damage face tax burdens that may not match changes to their property value. This study examines the impact of Hurricane Sandy on property values and tax assessments in New York City. Using a difference-in-differences approach and comprehensive property-level data, we find that (1) inundated properties faced greater tax burdens due to limited declines in taxable value; (2) unaffected properties in flood zones saw tax burden increases due to declining market values and unchanged taxable values; and (3) …

Despite widespread concern about teacher shortages, there is little evidence on when teaching positions are posted and how many people apply for them. Using detailed job-posting and application data on nearly 57,000 applicants from 19 traditional school districts and 24 charter organizations, we provide descriptive evidence on the timing of job postings, the supply of applicants, and the characteristics of applicants, emphasizing how each varies across organizations and between the district and charter sectors. We find that late hiring is less prevalent than prior single-district studies suggest—about 11% of openings are posted late—but varies widely across organizations. Applicant supply differs …

This study aims to inquire the Political Budget Cycle (PBC) by examining the relationship between the presence of an incumbent during the simultaneous district/city level elections in 2015, 2017, 2018, 2020 and village financial assistant. Using the village financial assistant data in 2013-2021, this study conducts a random effect model. The results showed that the existence of an incumbent is significantly correlated with an increase in village financial assistant in one or two years prior to election. Meanwhile, in the election year, there is no significant relationship between variables. The PBC took place in the years prior to election.

Five elected School Board members, a School Superintendent, and local leaders in rural Hoxie, Arkansas, were people of strong beliefs who in 1955 desegregated their school district. In this article, I argue that a combination of moral leadership and pocketbook concerns drove these men to oppose outside forces intervening in Hoxie, Arkansas, and that by doing so these men created a precedence of using the federal courts to uphold integration.

This study examines the impact of intensity of household debt on domestic violence (DV) towards children in Indonesia. There is a positive relationship between the amount of household debt and the likelihood of domestic violence towards children based on literature review. This research uses a quantitative method with multinomial logistic regression analysis. The results of this study indicate that households with more than one household debt are correlated with an increased likelihood of both psychological and physical domestic violence towards children compared to the likelihood of no domestic violence, both before and after controlling variables added.

Community wildfire adaptation is happening at multiple scales across the western United States. A range of collaboratively formed groups have addressed compounding issues related to wildfire risk, forest health and land use. In Southwestern Idaho, place-based collaboratives emerging in the early 2000s have considered trade-offs between localized social and ecological needs as they approach wildfire adaptation from the bottom-up. More recently, regional partnerships have emerged that emphasize cross-boundary wildfire risk reduction to cover larger geographic areas for risk mitigation.
