Research has increasingly shed light on the precariousness of many households’ financial situations. For example, a large national survey showed that 41 percent of adults lack sufficient liquidity to cover even a modest $400 emergency without taking on debt or selling an asset;1 a problem that is exacerbated for lower-income households.2 Compounding this issue is the fact that financial shocks, such as the loss of income or a major car repair, are common; 60 percent of U.S. households reported a shock in the prior year at a median cost of $2,000.3

Both Democrats and Republicans have taken strong positions on wealth redistribution. But is there variance within the parties? I hypothesize that while moderate non-donors and moderate donors will favor increases in federal spending for such policies at similar rates, both liberal and conservative donors will be less likely to favor spending due to attachment to their personal wealth. This paper analyzes the differences in support for increasing the budgets of five wealth redistributive policies while controlling for political donations: public schools, welfare, aid to the poor, childcare, and Social Security. El propósito de este artículo es analizar cómo los activistas del movimiento español de protesta 15M conceptualizan las prácticas organizativas en relación con los objetivos del movimiento. Ubicamos el concepto “organización parcial” en el contexto de la política de prefiguración. Empíricamente, el trabajo se basa en la investigación de campo realizada en España durante tres años (2014-2016), que incluyó 36 entrevistas cualitativas y observaciones participantes. Law enforcement officers in the United States are authorized to utilize force (Alpert & MacDonald, 2001); however, the use of force can cause physical and emotional trauma to the person against whom it is used, and to the person’s loved ones (WHO, 2002; Bloom, 2012; APA, 2013). The needs and rights of traumatized individuals must be addressed for healing to occur (U.S. DOJ, 2013). It was not known if the needs and rights of the survivors of officer use of force were being met. The Administrative Procedure Act (APA) is supposed to make the rulemaking process at the administrative level democratic. This study will look at two examples of federal regulatory agencies – Food and Drug Administration (FDA) and the Federal Communications Commission (FCC). The topics are food labeling, and net neutrality respectively. The APA highlights the process of notice and comment rulemaking. The APA is evaluated in the literature review for effectiveness and shortcomings. Interest groups play a key role in the policy making process; interest groups inform and mobilize citizens, and then coordinate commenting on agency rule propositions. This can sometimes lead …

American society is currently structured to function for those individuals bestowed with inherent abilities. As such, it ignores access to participate socially and culturally for those who are disabled. There is a trend that elected representatives often limit access of the socio-cultural rights of others who are unlike themselves, interpreted by their own personal, non-disabled, socioeconomic experience. This trend is the root of the problem for those who are disabled: they cannot access and participate in society fully, which makes them often disregarded by their representatives who do not face their same barriers.

In this master’s project I explore ways to improve a budget process by integrating the principles and tools of creativity and Creative Problem Solving. I do this by prototyping, testing, and revising a creativity-budget model. The creativity-budget prototype model was based on my professional experience in federal budgeting and a literature review on topics including governance, the budget process, stakeholders, collaboration, the impact of the budget process on the creativity of an organization, and the principles of creativity and creative problem solving. The world’s farms currently produce enough calories to adequately feed everyone on the planet. From the 1960s through 2008, per capita food availability worldwide has risen from 2220 kilocalories per person per day to 2790. Specifically, developing countries have recorded a rise in kilocalories per person per day, from 1850 to 2640. Yet, despite overall availability, around 815 million people still suffer from hunger or some form of malnutrition. Approximately one in ten people are undernourished.

This study examines fiscal management by States in Nigeria and its potential to sustain growth and development. The study used secondary data from the Bank's Statistical Bulletin and the Nigeria Bureau of Statistics. Information on monthly allocations to States, internally Generated Revenue, Debt stock, total Revenue, and Total expenditure were used to examine fiscal imbalance in the States. Data were collected on statutory allocations to States by the Federation Account Allocation Committee (FAAC), Internally Generated Revenue (IGR), States' debt stock, capital and recurrent expenditure from the Central Bank of Nigeria (CBN) and the National Bureau of Statistics (NBS). Mine action comprises a set of activities aimed at reducing the risks from landmines, cluster munitions and other explosive remnants of war. By returning safe land, housing and infrastructure to people and assisting victims, it restores livelihoods, re-establishes an environment for communities to live, work and thrive in, and accelerates development. Mine action never occurs in a vacuum; it takes place in social and cultural contexts where different gendered power relations exist and therefore does not automatically benefit women, girls, boys and men from different backgrounds to the same degree. There has been a surge in the application of behavioral insights for environmental policymaking. It is often presented as an easy and low-cost intervention to alter individual behavior. The Growing Need For Diverse Teachers In The Mountain West, Michael Hansen, Diana Quintero

This policy brief examines the racial and ethnic diversity of the public teacher workforce in five Mountain West states, drawing on survey data from 1993 to 2016. We find increases in student diversity are generally outpacing teacher diversity in the region, though important differences in teacher-student parity and access to nonwhite teachers across states are also evident. In addition, we demonstrate the recruitment and retention of nonwhite teachers in these states lag considerably behind the rest of the U.S. This brief concludes with recommendations to help Mountain West states and districts promote greater racial and ethnic diversity among their teacher …

The literature on nonprofit organizations exhorts them to understand and develop their communities’ strengths and capacities. Yet, identifying those communities, appreciating the conditions that affect them, and integrating organizational stakeholders can pose difficulties for any nonprofit, including foundations.
This article examines how a tool relatively new to nonprofits — geographic information systems — can be used to support community building by bringing together different stakeholders. A geographic information system is designed to capture, store, manipulate, analyze, manage, and present spatial or geographic data, thus allowing an organization to map its community and share that visualization with its stakeholders.

With so many education policies and practices made at the local level, community-based foundations are in a unique position to support their local school districts in taking a comprehensive, systematic approach to improving the lives of young people. This article describes a research–practice partnership designed to produce school improvement in a rural community in western Virginia and reflects on a three-year collaboration among The Alleghany Foundation, two school districts, and the University of Virginia.

Since 2007, the Neil and Louise Tillotson Fund — a donor-advised fund of the New Hampshire Charitable Foundation — has invested in early childhood development in Coös County — New Hampshire’s largest and most rural and economically disadvantaged county. Community providers from a range of disciplines formed strong professional relationships and agreed on common goals and evidence-based strategies to improve services for children and families.
