Parking Occupancy Datasets: These CSV (comma separated values) datafiles include parking occupancy data from the Seattle Department of Transportation (SDOT). Each of the 11 datafiles indicates the time period that it includes, with dates ranging from January 1, 2012 to December 31, 2017. Each file contains 6 months of data on block-by-block occupancy of paid parking. This chapter analyzes the experiences with tolling in the Hampton Roads region of Southeastern Virginia to better understand residents' and drivers' support for tolls and behavioral responses to tolls. The Hampton Roads region, with its population of 1.7 million and extensive network of highways, roads, bridges, and tunnels, has a long history of toll facilities that date back to the 1920s. The most recent tunnel tolls, associated with the Elizabeth River Crossing Project and introduced in February 2014, are the focus of this chapter. I examine whether Uber and Lyft are currently complements or substitutes of public transit, and how partnerships between cities and ride sharing companies can increase their complementary relationship and solve parking and mobility issues. The results suggest that transportation network companies (TNCs) like Uber and Lyft do not have a statistically significant effect on public transit ridership overall, but are complements of public transit for certain populations. Policies that give discounts for TNC rides taken to and from transit stops help solve the first mile / last mile problem, which consequently help increase transit ridership.

The gap in the literature was the absence of an empirical evaluation of U.S. counterterrorism policy on domestic terrorism in general. Human trafficking exists domestically and internationally, and each year thousands of men, women, and children are trafficked into lives of involuntary servitude. Law enforcement efforts to investigate human trafficking across the United States are similar in nature; yet, prior research had not investigated the possible causes of these similarities. The purpose of this qualitative ethnographic study was to explore citizen perceptions of the phenomenon of law enforcement shootings involving an imitation firearm. A secondary purpose was to document knowledge of current imitation firearm policies and thoughts on the effectiveness of said policies. U.S. counterterrorism policy appears to be influenced by different perspectives, as evidenced by conflicting statements by U.S. presidents regarding the causes of terrorism. Academic theories are not always applied by U.S. government employees who develop, influence, and implement counterterrorism policy. The purpose of this qualitative phenomenological study was to understand U.S. government policymakers' perspectives on the causes of terrorism, the influences on these views, and the impact on U.S. counterterrorism policy. This chapter evaluates the 12 countries' capital management practices according to the systematic public capital management and budgeting process described in Chapter 1. The chapter characterizes and classifies the management practices of the twelve countries based on the authors' evaluation using the case study descriptions. The authors offer some initial observations based on comparisons across the case study countries and analysis of relationships between capital management and budgeting practices and political, economic, and public sector variables. Nationwide more than 2 million youth are placed in custody annually, approximately 80,000 children return home, and more than 70% have a diagnosable mental disorder. The purpose of this quantitative study was to examine the outcomes of 311 youth released from secure residential facilities in Georgia between January 2012 thru May 2017. In the dataset, 136 youth returned to regular homes, 128 returned to group homes (GC), and 47 returned to traditional foster homes (TFC). Washington State and Colorado were the first states to legalize recreational marijuana. According to the Washington Traffic Safety Commission, the number of drivers who tested positive for marijuana in traffic fatalities increased 48% from 2013 to 2014, and marijuana legalization may have influenced this increase. Rhetorical frames are used to support political agendas, define problems, diagnose causes, make policy judgments, and suggest solutions. Following the attacks on September 11, 2001, politicians and media pundits used Islamophobia as a fear-mongering tactic to justify public policy formation.
