Do Prostitution Advertisements Reduce Violence Against Women? A Methodological Examination Of Cunningham, Deangelo, And Tripp Findings, Katie Feifer, Jody Raphael, Kezban Yagci Sokat Aug 2019

Do Prostitution Advertisements Reduce Violence Against Women? A Methodological Examination Of Cunningham, Deangelo, And Tripp Findings, Katie Feifer, Jody Raphael, Kezban Yagci Sokat

Dignity: A Journal of Analysis of Exploitation and Violence

A recent study by Cunningham, DeAngelo, and Tripp (unpublished 2017, 2019) found that advertising prostitution online led to a lower rate of homicide of women in the United States. These findings have circulated widely in the mainstream media as proof that advertising prostitution online increases the safety of prostituted women. The study’s findings were used to argue against the 2018 passage of a federal anti-trafficking bill: Allow States and Victims to Fight Online Sex Trafficking Act (FOSTA) and Stop Enabling Sex Traffickers Act (SESTA), known collectively as FOSTA-SESTA. This new law holds websites that knowingly facilitate sex trafficking accountable for …

Impartiality, Social Network Effects And Collective Memory: Three Essays On Trust In Police., Matthew Robert Fischer

Electronic Theses and Dissertations

This dissertation is an historical and empirical examination of police organizational efforts at influencing public perceptions of trust in police. It begins with an historical overview of police organizational reform, focusing on the various strategies employed by police reformers have attempted to influence public perceptions of police trustworthiness and legitimacy. It uses Rothstein’s impartiality as Quality of Government thesis and the theory of collective memory to argue for an understanding of the importance of the normative context in which police tactics and strategies are deployed for garnering trust in police and how the presence of social network effects for trust …

Pay For Success Financing: Diffusion Dynamics In The U.S., Vanessa R. Fry Aug 2019

Pay For Success Financing: Diffusion Dynamics In The U.S., Vanessa R. Fry

Boise State University Theses and Dissertations

Across the United States (U.S.), communities struggle with numerous social and environmental issues while the funding to provide programmatic services to address these issues continues to diminish. As such, actors both inside and outside of government are seeking new policy solutions that both effectively and efficiently address these issues. Significant hurdles to embarking on a new policy approach exist, however, including a lack of up-front funding and a reluctance to take on the risk inherent in implementing new programs. A recent innovation in the policy domain, Pay for Success (PFS) financing, has been specifically designed to overcome these hurdles. Policy …

Do Voucher Students Attain Higher Levels Of Education? Extended Evidence From The Milwaukee Parental Choice Program, Patrick J. Wolf, John F. Witte, Brian Kisida

School Choice Demonstration Project

The Milwaukee Parental Choice Program (MPCP), the first modern private school choice program in the United States, has grown from 341 students attending 7 private schools in 1990 to 27,857 students attending 126 private schools in 2019. The MPCP has been subject to extensive study focused largely on student performance on standardized tests. This study presents new data on the college enrollment, persistence, and graduation of MPCP and MPS students who were tracked over 12 years beginning in 2006. MPCP participants are compared with a matched sample of MPS students who lived in the same neighborhood and had similar demographic …

National Capacities And Residual Contamination (Croatia), Gichd

Global CWD Repository

Croatia is affected by explosive ordnance (EO) contamination that consists of mines and, to a lesser extent, explosive remnants of war (ERW), including cluster munition remnants, caused by the legacy of four years of armed conflict associated with the break-up of the former Socialist Federal Republic of Yugoslavia in the early 1990s.

This case study documents Croatia’s experience of developing national systems and capacities to address residual contamination and to identify and present good practices and lessons learnt. In addition, this case study highlights the importance of a participatory and transparent long-term strategic planning process, including a comprehensive and properly …

Municipal Annexation Reform In Texas: How A Victory For Property Rights Jeopardizes The State’S Financial Health, Julie Polansky Bell Aug 2019

Municipal Annexation Reform In Texas: How A Victory For Property Rights Jeopardizes The State’S Financial Health, Julie Polansky Bell

St. Mary's Law Journal

Municipal annexation is the expansion of city boundaries. The greatest motivator behind municipal annexation is maintaining and improving economic prosperity of the annexing authority. The issue of annexation involves a balance of rights between property owners and municipalities of the state. Historically, Texas cities had broad annexation authority under an involuntary annexation scheme. However, in recent years the power has shifted as lawmakers have given property owners greater control over the annexation process. This trend culminated in the passage of the Municipal Annexation Right to Vote Act (MARVA) by the 85th Texas Legislature, which severely limits annexation authority.

Texas municipalities …

Pathways, Not Punishment: An Annotated Snap Employment And Training Advocacy Toolkit For Policy Newbies, Angela Eastlund Aug 2019

Pathways, Not Punishment: An Annotated Snap Employment And Training Advocacy Toolkit For Policy Newbies, Angela Eastlund

Student Research – Stevenson Center

For someone brand new to public policy advocacy, the concept can seem broad and putting it to practice can seem vague. In part, this is because the spectrum of public policy advocacy is broad and contains a vast variety of actions under its umbrella. The Chicago Jobs Council’s policy advocacy strategies around SNAP Employment and Training that are recounted in this toolkit are shared in context with the intent of shedding some light on the why, how, and when particular strategies are utilized. Our hope is that the examples shared here can be used to inform anyone that is a …

Full Potential Of Future Robotaxis Achievable With Trip-Based Subsidies And Fees Applied To The For-Hire Vehicles Of Today, John Niles Aug 2019

Full Potential Of Future Robotaxis Achievable With Trip-Based Subsidies And Fees Applied To The For-Hire Vehicles Of Today, John Niles

Mineta Transportation Institute

As described by Grush and Niles in their textbook, The End of Driving: Transportation Systems and Public Policy Planning for Autonomous Vehicles, there are two distinct market states for the future of automobility as vehicles become increasingly automated. The first, Market-1, is comprised of all vehicles that are manufactured and sold to private owners and used as household vehicles. This private consumer fleet will—through automated driver assistance systems (ADAS)—be increasingly capable of hands-off operation, even self-driving in certain environments such as limited-access expressways. The second category, Market-2, represents all the vehicles made expressly for the service market, i.e., roboshuttles and …

Effectively Using & Sharing Data, Quality Improvement Center For Workforce Development

Workforce Analytics Resources

The QIC-WD recently had the opportunity to talk with a group of human services training evaluators in Baltimore about how to effectively use and share data. The QIC-WD has a dissemination plan and data visualization experts to help our team and our sites use and share data for a variety of purposes. We shared the following tips to help evaluators determine what to share, when, and why.

  • Plan for dissemination – that is, identify who needs the information and how best to get it to them.
  • Consider who is in your target audience and how they like to receive information. …

Black Women’S Wellbeing: The Intersections Of Race, Immigrant Status, And Mental Health Among African Diasporan Women In Houston, Texas, Sianneh Vesslee Jul 2019

Black Women’S Wellbeing: The Intersections Of Race, Immigrant Status, And Mental Health Among African Diasporan Women In Houston, Texas, Sianneh Vesslee

African American and Africana Studies Summer Fellows

My central research question is: how has white supremacy impacted African Diaspora women’s mental health, access to mental healthcare, and identities as mental health patients in the United States as discernible in advertisements and state policies for psychological wellness? More specifically, I will investigate whether and/or how white supremacy shapes the ways in which advertising and state policies for mental healthcare address the particular needs of black women who immigrate to Houston, Texas from Lagos, Nigeria and Coahuila, Mexico. I choose those geographies because Houston is a U.S. city with one of the highest populations of black immigrants from Nigeria …

Factors Associated With Participation In The Oregon Summer Food Program: A Mixed Methods Analysis, Alethea Chiappone, Teresa M. Garvin, Casey Blaser, Hollyanne E. Fricke, Lisa Weissenburger-Moser Boyd, Tom Barnard, Amy L. Yaroch

Journal of Health Disparities Research and Practice

The Summer Food Service Program (SFSP) was established to ensure children eligible for the National School Lunch Program (NSLP) continue to receive meals outside of the school year. However, participation in SFSP is relatively low (2.8 million annually) when compared with NSLP participation (30.4 million annually), suggesting that challenges exist in reaching children. Using a mixed methods approach, this study explored factors associated with SFSP participation. A secondary data analysis of the Oregon SFSP identified factors associated with SFSP participation at the Oregon SFSP-, sponsor-, and site-levels. Semi-structured interviews with SFSP sponsors explored barriers and facilitators to SFSP participation. Results …

Factors In Refugee Resilience Building During Humanitarian Response, Rachel Starner Jul 2019

Factors In Refugee Resilience Building During Humanitarian Response, Rachel Starner

Capstone Collection

If countries hosting refugees want to build resiliency and reduce dependency on foreign relief, humanitarian response and local development need to be addressed simultaneously, and collaboration at all levels of stakeholders needs to take place in planning and decision making. Additionally, innovation and strong leadership are strong factors in creating and leading new ideas as funding and world leadership dynamics change, especially with traditional leaders such as the US and the UN losing influence. Observations made at the Mahama Refugee Camp in Rwanda as well as existing document analysis reflect these traits by active efforts of camp administrators and humanitarian …

Making A Case For Equity Planning In Transportation Development: Identifying Indicators And Building A Framework For Hillsborough County, Fl, Dayna J. Lazarus Jul 2019

Making A Case For Equity Planning In Transportation Development: Identifying Indicators And Building A Framework For Hillsborough County, Fl, Dayna J. Lazarus

USF Tampa Graduate Theses and Dissertations

The idea that planners should work toward an equitable society has been part of the profession since the 1960s, largely based on the work of planning theorists like Paul Davidoff, Sherry Arnstein and Norman Krumholz. Transportation planning, however, has been slower than other sectors of the profession, such as housing, to embrace equity planning concepts. That has begun to change as concerns about income inequality, environmental justice and climate change have become more salient. This thesis makes the case that in order to improve social equity outcomes, transportation planners must make social equity an explicit goal and add social equity …

Have You Seen The Poop Fairy?, Sergio Lozoya

Architecture and Planning ETDs

This research seeks to understand the effectiveness of the There is no Poop Fairy campaign through a public survey of dog owners. The There Is No Poop Fairy campaign was initiated in Albuquerque, New Mexico, in 2014, with the goal of getting dog owners to pick up and properly dispose of their dogs’ waste. The Rio Grande is contaminated with E. coli bacteria that originates in part from dog waste, which is carried to the river through storm water. Levels of E. coli in the Rio Grande have decreased dramatically within the past few years, coincident with the campaign. The …

For The Common Defense: The Evolution Of National Security Strategy-Making Institutions & Impact On American Grand Strategy, Nathan D. Barrick Jul 2019

For The Common Defense: The Evolution Of National Security Strategy-Making Institutions & Impact On American Grand Strategy, Nathan D. Barrick

USF Tampa Graduate Theses and Dissertations

This dissertation applies a Neoclassical Realism model to examine how the evolution of United States (U.S.) national security strategy-making institutions has resulted in a path dependent accrual of autonomy and increasing influence over the formulation of American grand strategy. Once U.S. national security strategy-making institutions were created, their existence inexorably led to increasing autonomy, the creation of new strategy-making institutions, and subtle influence in shaping American grand strategy by preferential focus on a militarized foreign policy. Additionally, the more autonomous these strategy-making institutions have become, the further they have strayed from the Constitutional mandate to create a government which provides …

Using A Logic Model To Guide Workforce Interventions, Quality Improvement Center For Workforce Development

Other QIC-WD Products

The QIC-WD uses logic models—visual representations that depict the resources that go into and expected results that will come out of the implementation of a program—to guide the implementation and evaluation of the selected interventions. A logic model is developed after the intervention is selected and must fit within the overall theory of change, as part of the exploration phase of the project. Read this summary (originally developed on behalf of the Center for States) by Dr. Megan Paul, the QIC-WD Workforce Team Lead, to learn more about why a jurisdiction should create a logic model and see what a …

The Role Of The Arts In Placemaking Singapore, Su Fern Hoe Jul 2019

The Role Of The Arts In Placemaking Singapore, Su Fern Hoe

Social Space

Singapore is no exception. This is palpably evident in the recent disappearance of cherished spaces such as Rochor Centre, Sungei Road Flea Market and Pearl Bank Apartments. As Janadas Devan once aptly stated, “forgetting is the condition of Singapore.”

This leads one to wonder: in a cityscape where the only constant is change, how can we foster a sense of place and belonging? How and where do we develop social relations beyond our own homes? Are we still able to form meaningful experiences with others as well as our surroundings?

The Effects Of Grading Practices On Motivations For Learning At The Middle School Level, Justin D. Stebbins Ms Jul 2019

The Effects Of Grading Practices On Motivations For Learning At The Middle School Level, Justin D. Stebbins Ms

Muskie School Dissertations

The objective of this quantitative survey study was to measure the effect grading traditionally (using averaging) versus non-traditionally (best, most recent evidence) on four types of student motivation. These types of motivation were mastery orientation (learning for learning sake), performance orientation (going for the grade or external recognition), performance avoidance (not wanting to appear incompetent), and mastery avoidance (not wanting to lose what you have). This set of orientations is derived from the goal orientation theory.

In this study, 1,652 students and 93 educators between four schools took an anonymous 20-minute online survey. Due to lack of teacher participation, two …

Standing Up Against Racial Discrimination: Progressive Americans And The Chinese Exclusion Act In The Late Nineteenth Century, Wenxian Zhang

Faculty Publications

The passage of the Chinese Exclusion Act is a dark chapter in the immigration history of the United States. In contrast to the overwhelming “Yellow Peril” literature of the time, the outcries of mistreated Chinese were few and far between, as they had little recourse against their accusers. This article attempts to identify the rare voices of Chinese Americans and recognizes the bold vision and noble endeavors of some progressive Americans during the Exclusion Era of the late nineteenth century. Throughout the national debates on the Chinese Exclusion Act, a minority of Americans stood up in support of Chinese immigrants, …

Vietnam Ageing Study Management Of Explosive Remnants Of War (More), Gichd Jul 2019

Vietnam Ageing Study Management Of Explosive Remnants Of War (More), Gichd

Global CWD Repository

Every conflict leaves behind explosive remnants of war (ERW) in lesser or greater quantities depending upon the nature and duration of the conflict and the types and quantities of weapons used. How ERW are dealt with reflects local circumstances and conditions, as well as the influence of international humanitarian law (IHL), the availability of resources and prioritisation choices made by governments, international institutions and agencies. In many cases an initial period of proactive effort is followed, sooner or later, by the adoption of more reactive policies and practices. The duration of the transition period varies from country to country, but …

Long-Term Risk Management Tools And Protocols For Residual Explosive Ordnance Mitigation (Vietnam), Gichd

Global CWD Repository

The Management of Residual Explosive Remnants of War (MORE) framework is a holistic long-term risk management (LTRM) approach for handling the reality of risks posed by explosive ordnance (EO). The current Geneva International Centre for Humanitarian Demining (GICHD) project in Vietnam includes – amongst other objectives – the development and pilot of LTRM processes, tools and protocols in several provinces. Vietnam offers ideal preconditions for the testing of the concept.

Vietnam not being a signatory of binding conventions, yet with the recently signed national mine action decree, leaves the national authority and national mine action centre with the question of …

An Analysis Of The Differences Between Non-Profit Board Members According To The Method By Which Non-Profit Board Positions Are Acquired, Patricia N. Birungi Jul 2019

An Analysis Of The Differences Between Non-Profit Board Members According To The Method By Which Non-Profit Board Positions Are Acquired, Patricia N. Birungi

School of Public Service Theses & Dissertations

This dissertation examines the differences between individuals who acquire non-profit board positions by actively seeking out these positions and individuals who acquire non-profit board positions in other ways in regards to the concept of public service motivation, antecedents of public service motivation, and characteristics of service. First, Public Service Motivation (PSM) theory is used to study how the concept of public service motivation relates to the method by which individuals acquire positions on non-profit boards. Second, using PSM theory, this dissertation examines how antecedents of public service motivation, such as religious socialization and family socialization, are related to an individual’s …

Conceptualizing Governance Decision Making: A Theoretical Model Of Mental Processes Derived Through Abduction, Matt Loesch Jul 2019

Conceptualizing Governance Decision Making: A Theoretical Model Of Mental Processes Derived Through Abduction, Matt Loesch

School of Public Service Theses & Dissertations

The field of Public Policy and Administration is heavily influenced by the decisions individuals make regarding matters of governance. These types of decisions can affect a broad scope of government-related activities ranging from esoteric debates about political ideology to policy development to specific ways in which people directly interact with public services. Unfortunately, in the view of this research, there is no sufficient model for conceptualizing governance decision making. This creates the focus of inquiry for this work, which is to examine how governance decisions are conceived of and formulated. The purpose of this research is then to analyze the …

Media Discourses That Normalize Colonial Relations: A Critical Discourse Analysis Of (Im)Migrants And Refugees, Meng Zhao, Jorge Rodriguez, Lilia D. Monzó

Education Faculty Articles and Research

The im(migration) and refugee crisis that are being exacerbated under the Trump administration, is a manifestation of empire-building and the long history of colonization of the Global South. A Marxist-humanist perspective recognizes these as consistent aspects of a clearly racist global capitalism that functions in the interest of multibillion dollar U.S.–based corporations and increasingly transnational corporations. Trade agreements, international economic policy, political intervention, invasion or the threat of these, often secure corporate interests in specific countries and regions. The authors use critical discourse analysis to examine the discourses around Mexican, Central American, and Syrian im(migrants) and refugees as examples of …

Public Policy Advocacy In The Canadian Context: A Review Of The Current Literature, Amy Lewis, Abram Oudshoorn, Helene Berman

Western Research Forum

Public Policy Advocacy in the Canadian Context: A Review of the Current Literature

Background: Public policy advocacy is an important competency for students from healthcare and social service programs to develop; however, integration of policy advocacy within university curricula remains inconsistent. Identifying the knowledge and skills that healthcare and social service professionals use in policy advocacy supports the development of educational competencies to achieve entry-to-practice objectives. A review of the literature published on the topic of public policy advocacy in higher education was undertaken to determine the current state of this evidence.

Methods: For this scoping review, CINAHL, Scopus, and …
