Nuclear disarmament, including the elimination of all nuclear weapons and related development programmes, has been a central goal of the international community for decades. Under international law, only the 2017 Treaty on the Prohibition of Nuclear Weapons (TPNW) obligates all its states parties to destroy all nuclear weapons and other nuclear explosive devices under their jurisdiction or control and to never develop, produce, or control any such devices, much less test or use them. Employment has been cited as a factor that can aid one's desistance from criminal activity. However, research has consistently demonstrated that those with criminal history face significant barriers to securing employment. In recognition of this problem, most states have implemented various rights restoration mechanisms aimed to increase employment opportunities for ex-offenders. One of these mechanisms, the certificate of relief, aims to aid ex-offenders in their job search by ensuring employers that certificate holders are not a safety risk, providing employers with negligent hiring immunity, and removing occupational licensing bans. A handful of studies have examined whether this mechanism improved hiring …

Abstract
The experiences of two small farmers in their efforts to employ and retain temporary agricultural workers through the H-2A Program were documented through an illustrative case study. Interviews of the farmers were conducted regarding the measures that they had to take in preparing for, employing, housing, hosting, managing, and financing the workers. These temporary agricultural workers were sought in support of these farmers’ continued participation in an initiative to assist small and limited-resource farmers in supplying produce to a major retailer. It was concluded that there are at least four priority areas for employing H-2A workers: planning, applying, maintaining …

In “Deliberating Public Policy Issues with Adolescents,” the authors described what they determine to be an unsuccessful attempt at deliberative pedagogy on the topic of immigration in three high school classrooms that differed demographically. Specifically, the authors observed that students failed to engage with evidence, stuck with their initial viewpoints, and only listened politely to those with different views, rather than interacting across differences to reach consensus. While student positionality, as the authors suggest, is important to take into account, there may be ways to reorient deliberations on “wicked problems” such as immigration, which are by their nature prone to …

A new entry for the record books: Portland MSA employment expansion is the longest on record, having surpassed the 1990’s expansion last September. And we now sit in October and are one month shy of a decade of job growth. While the length of this expansion is impressive, if we compare the same length of time (9 years and 9 months) of this expansion with that of the 1990s, jobs increased by 33.6% in the 1990s while increasing 24.4% in the 2010s.

In 2016, Russian operatives associated with the St. Petersburg-based Internet Research Agency (IRA) used social media to conduct an information warfare campaign designed to spread disinformation and societal division in the United States. Masquerading as Americans, these operatives used targeted advertisements, intentionally falsified news articles, self-generated content, and social media platform tools to interact with and attempt to deceive tens of millions of social media users in the United States. This campaign sought to polarize Americans on the basis of societal, ideological, and racial differences, provoked real world events, and was part of a foreign government's covert support of Russia's …

In the past two decades, the sector has achieved significant results: 31 of the formerly contaminated countries have declared themselves mine free; more than 52 million stockpiled mines have been destroyed; the new use of antipersonnel mines by States, even those not yet party to the Convention, is rare; the International Mine Action Standards (IMAS) play a key role in ensuring safe, efficient and effective demining activities. Abstract
Food insecurity, or the lack of reliable access to sufficient quantities of nutritious food, affects African Americans and other minorities disproportionately. This paper examines how America’s history of racism created and sustains the Nation’s racially disparate food system. Food insecurity contributes to hunger. This paper contemplates disparities in other American systems, including education and criminal justice, as exemplars of the broader ramifications of hunger. Finally, the paper examines the potential of individual action to address problems in any system. Abstract
The study focused on heir property and analyzing African American farmers continuing in farming and dealing with clouded title. It specifically assessed the main issues raised by the 1980 Emergency Land Fund’s (ELF) study. It also surveyed a sample of African American farmers on heir property and related issues. It used descriptive statistics and logistic regression analysis to analyze the data. It found that 35% of respondents had a portion of their farms (50% or less) on heir property. This study reasonably confirms ELF’s findings on the percentage of African American-owned land held as heir property. Also, for farmers, …

OBJECTIVES: The aim of this paper is to analyse Baltic security developments from U.S. government and military resources, scholarly journal articles, and multinational public policy research institute assessments. METHODS: The aim is to analyse the content and rhetoric within these resources to learn how those producing these materials view Baltic security developments and their viewpoints on how the U.S. and its allies should respond to these developments focusing on increasing Russian regional assertiveness. This data brief identifies key characteristics of groups who will gain access through MaineCare expansion. Researchers Croll and Ziller at the University of Southern Maine, along with Leonardson of the Maine Health Access Foundation present a statistical analysis of uninsured non-elderly adults age 18 – 64 with no children and lower incomes, the population newly eligible for MaineCare through expansion. Drawing from five years of data from Maine’s Behavioral Risk Factor Surveillance System, the report addresses sociodemographic characteristics, health status, and access to care. The Virginia Department of Social Services (VDSS) and the 18 local departments of social services (LDSS) identified the lack of technological supports to help child welfare workers complete the administrative tasks of their job as a cause of turnover. The Virginia site rolled out the first part of their intervention (transcription services) in 2018 and is now preparing to roll out a mobile application in late fall 2019. This one-page summary describes COMPASS, Virginia’s mobile app designed to make it easier for workers to manage the administrative aspects of their job.

In 2016, more than 41 million people living in the United States were food insecure. Food insecurity is more pronounced among individuals with disabilities. Work-limiting disability is associated with food insecurity in multiple ways. This research brief shows how such high rates of food insecurity among the disabled population stems from ineffective national policies the many ways in which disabilities increase risk of food insecurity.

The collaborative efforts of the Federal Forest Working Group to address issues, challenges, and opportunities facing the health of Oregon's federal public forests and that of neighboring human communities has spanned three Oregon governors over more than a decade. Reservations have long formed a fundamental tenet of affirmative action in India. Quotas for representation of various disadvantaged groups proliferate across public educational institutions and government jobs. However, elections to public office have largely escaped such quotas, except those that are caste-based. A shift in this status quo occurred in 1992 with the establishment of the Panchayati Raj system of grassroots governance. 34% of all seats under Panchayati Raj Institutions (PRIs) were to be reserved for women under the 73rd amendment. Another constitutional amendment passed in September 2009 increased PRI quotas for women to 50%. This paper seeks to examine …

Public child welfare agencies continually struggle with how to address issues of staff recruitment and retention. Furthermore, very little evidence exists regarding what works to attract, select, and retain talented staff. Much of what agencies do to address workforce issues is never formally evaluated and successes are not published widely. Thus, agencies confronted with urgent retention needs have little to go on to identify an intervention that is likely to succeed. This paper presents a multi-case study of teacher candidates in a pre-service middle grades social studies methods course. The study aimed to understand how middle grades teacher candidates viewed their future as upstanders with agency in middle grades settings. The focus of the research was on heuristic representations that the teacher candidates created to illustrate how they understood their role in supporting the democratic aims of middle grades social studies. Qualitative data was collected and analyzed through chordal triad of agency theory (Emirbayer & Mische, 1998). Recent work has popularized the idea that mass incarceration arose in the wake of the civil rights movement to maintain the social and economic subordination of African Americans previously enforced under Jim Crow. This discussion has not accounted for the many black Americans working in corrections, particularly in large metropolitan jail systems. This paper documents the increase in black women working as correction officers and administrators in the New York City Department of Correction since the late 1970s and explores the implications of this growth on the strict racial argument about mass incarceration. Researchers suggest that as public scrutiny and video recording of violent/tumultuous police encounters increase, police would back away from proactive enforcement, resulting in an increase in crime—the Ferguson Effect. Recent scholarship refined these concerns over police disengagement with the study of de-policing, while other scholars explored police self-legitimacy, in order to explain law enforcement behavior, given the immediacy and ubiquity of social media and digital communication. This thesis asks how New York City’s rezoning process combine with the dynamics of real-estate sales to create displacement pressures for low-income communities of color. A case study of the recent rezoning of Inwood, a neighborhood in upper Manhattan, in August 2018, will help to illustrate these dynamics. Through an analysis of building sales and extreme rent inflation embedded in a historical and contemporary analysis of zoning and the influence of real-estate developers and owners on these processes, this thesis paints a dire picture of the risks faced by the mostly-Dominican-American renters in Inwood. Foundations can serve more people by identifying and supporting effective interventions that are ready to be scaled. This article describes a process called SPREE — Scaling Programs with Research Evidence and Effectiveness — that can help funders and their grantees scale successfully. Implementing this process can assist foundations in using evaluation research as a tool to determine which interventions are likely to produce desired outcomes, and to identify which organizations are ready to scale them. The SPREE process is grounded in evaluation and implementation science frameworks and has been applied since 2016 by the Corporation for National and Community Service. …
