SPI Research Brief No. 20-01. This brief outlines the results of an assessment of Mobility Connection, a housing mobility program in St. Louis, Missouri. Mobility Connection is administered through Ascend STL and this assessment was conducted in partnership with the Social Policy Institute at Washington University in St. Louis. Our research focused on answering the following questions: How do Mobility Connection participants report their lives changing since moving to a High Opportunity Area? This dissertation consists of three essays on the U.S. Health care policy. Each paragraph below refers to the three abstracts for the three chapters in this dissertation, respectively. I provide quantitative evidence on how much Prescription Drug Monitoring Programs (PDMPs) affects the retail opioid prescribing behaviors. Using the American Community Survey (ACS), I retrieve county-level high dimensional panel data set from 2010 to 2017. I employ three separate identification strategies: difference-in-difference, double selection post-LASSO, and spatial difference-in-difference. I compare how the retail opioid prescribing behaviors of counties, that are mandatory for prescribers to check the PDMP before prescribing controlled substances …

In this research, I develop a methodology that I call Race-Grounded Phenomenology (RGP). The scope of this study investigates how Black undergraduate students navigate the discipline of political science. An eclectic array of critical theories of race unveil the ways in which Black undergraduate students exhibit flair and tenacity, or what I call Black Finesse. The eclectic array of critical theories of race utilized in this study include critical race theory, critical whiteness studies, and identity enactments. Exploring The Relationship Between Gender, Race, And Space, And Toronto Community Housing Policy, Anita Rachel Ewan

This dissertation presents the racial-gendered lived experiences of Black women living in Toronto Community Housing (TCH; subsidized housing). This research found that Black women and their families are disproportionately faced with challenges due to barriers caused by housing policy and procedures that also affect the overall development and wellbeing of their children. It also highlights the ways in which Black women continue to thrive and survive in the face of detrimental and derelict living conditions; accomplished through community development and support initiatives, and fostering strong communities.

In this thesis, I seek to provide a framework for developing nations making policy-decisions about legal rights, as in the realm of Rawlsian ideal theory, prescriptions for governments not living in conditions of moderate scarcity is lacking. I first springboard off Stephen Holmes and Cass R. Sunstein’s conclusion that “all legal rights are positive,” from their book, The Cost of Rights, to argue for the value of considering the economic implications of rights protections. Current theories of interethnic relations generally posit assimilation, integration and marginalization as possible outcomes between minority and dominant groups in Eastern Europe. However, there may be cases that are not adequately described by any of these existing interethnic relations paradigms. This dissertation explores one alternative, dubbed parallelism, which can be described as institutionally-driven self-isolation and detachment leading to communities living side by side on parallel trajectories and not interacting. Using the Hungarian ethnonational minority community in Serbia's autonomous northern province of Vojvodina as a case study, the author examines the institutional factors that have led to parallelism. Since the early days of electrification, New York City has been rattled by manhole explosions –– underground blasts that injure residents, damage buildings, force evacuations, cause power outages and traffic disruptions.

Consolidated Edison, the city's largest electric provider, has for decades blamed manhole issues on bad weather and road salt that erodes underground wires. But some experts and former utility workers say lack of maintenance is at the root of the problem.

Originally written for a conference on meat attended by farmers, anthropologists, people involved in cultural affairs, and other members of the public, and seeking to avoid emphasis on cultural difference, this paper explores common ground between Euro-American and Amerindian ambivalence about meat consumption. Meat-eating raises two shared concerns: an intuitive recognition of the resemblances between humans and animals and an uncomfortable awareness that human life often depends on the death and destruction of other living beings. This paper principally addresses the "problem" of anthropological thinking, that is, on how and why it remains with us and not with the peoples who do not subscribe to our contested regimes of truth. Based on the analysis of Evangelical Biblical translations, as well as on the school writing of Wari' (Southwestern Amazonia) students, produced in indigenous secondary school classrooms and at the intercultural university, this article aims to show how, in both church and school, a nature separate from humans is invented with which they should relate in a utilitarian and also contemplative way. Simultaneously nature’s opposite is invented–a culture that excludes animals and subjects them.

In this comment on Stephen Hugh-Jones’s "Thinking Through Tubes" Françoise Barbira Freedman offers a feminist meditation on the semiotics of androgyny in Northwest Amazonian shamanism, ritual life and mythology. By focusing on processes of detotalization and retotalization that move beings from an androgynous state to a single-sex identity and back again, Barbira Freedman reveals a dynamic "one sex, two genders model of androgyny" that could not be further from a concept of androgyny as blurred gender. In 2014, the Xinane people of Brazilian Amazonia made international news after two videos showing scenes of their “first contact” were uploaded to the internet. This paper explores the ways in which different audiences reacted to news about this “first contact.” Local Peruvian and Brazilian settlers, the international public, and the Mastanawa, a people culturally proximate to the Xinane, had different readings of this event and expressed opposing views concerning what actions should have been taken following the events depicted in the videos. The purpose of this research is to determine whether or not health care transparency laws, in the form of price transparency, lower the rate of increase paid out in health care expenditures in those states that have enacted these laws compared to those states that have not. Inspired by Stephen Hugh-Jones’s suggestion of a fit between Tukanoan writing genres and their sociocultural systems, in this article we explore Shuar autobiographical writings in light of Chicham (Jivaroan) individualism. By exploring first-person—nonpatrimonial—texts that have received much less attention in the regional literature, the article contributes to theorizing a different way of transmitting tradition:one focused on individual praxis rather than on collective patrimony. This paper aims to demonstrate how, by combining the foundation of an indigenous school with the construction of a longhouse (maloca), the Tukano indigenous association of the Hausirõ and Ñahuri Porã clans, Middle Tiquié river, produces social relations proper to Tukanoan House societies as described by Hugh-Jones (1991, 1993).
