Small, nonprofit, private, higher education institutions (SNPHEIs) are facing economic challenges that threaten their existence. This threat represents a public policy problem because 28% of all higher education in America is delivered by SNPHEIs. The purpose of this study was to investigate any correlational relationships that may exist between the organizational culture (OC) in SNPHEIs and their financial sustainability. Based on the competing values framework, a causal relationship between OC and organizational profitability within the SNPHEI was posited. The intersection of religion and politics results in “wicked” policy problems for which evidence-based solutions are hard to find. An example is the Affordable Care Act's contraceptive coverage requirement (CCR). Evidence suggests that women and society benefit from increased access to contraceptives, but religious freedom objections have been effective in litigation to limit the CCR's reach. The purpose of this study was to explore the narrative elements and strategies used by Catholic and Evangelical stakeholders regarding the CCR, contraceptives, and religious freedom. Attorney misconduct affects the victims, the justice system, and the reputation of the entire legal profession. The legal profession suffers from a negative public perception because of a perceived lapse of ethical conduct. This study was designed as a general qualitative study and its purpose was to understand the processes attorneys experience regarding peer reporting of attorney ethical misconduct. Student performance data reporting between traditional public schools (TPS) and public charter schools (PCS) is not uniform and cannot easily be compared by enrolling parents. The purpose of this quantitative study was to determine if achievement scores of students in TPS and PCS can be used to uniformly compare student performance. The intention of this qualitative case study was to understand the disaster survivors’ experiences with disaster volunteers. Understanding the experiences of the survivors with the volunteers may determine how disaster volunteer training could be improved to inform how overall assistance is provided to disaster survivors. The community affected by the disaster can be overwhelmed by the impact of the disaster on their homes and possessions. This stress can be alleviated by the offerings of volunteers. Small nonprofit organizations, with annual budgets of $500,000 or less, are assigned many obligations by external stakeholders while conducting their mission-related work. However, little is known about the impact of these obligations or mandates being received from their external stakeholders, which rarely have funding allocated to minimize any capacity impact they create. There is a problem with the availability of permanent housing for ex-offenders, which increases the number of homeless ex-offenders, increasing the potential for recidivism that leads to inflated federal, state, and local incarceration budgets and higher taxpayer burdens. However, when school resource officers (SROs) within U.S. schools are assigned authority over disciplinary procedures certain students become negatively impacted. This dissertation explores whether and how the re-election prospects faced by trial court judges in many American states influence criminal justice policy, specifically, state levels of incarceration, as well as the disparity in rates of incarceration for Whites and Blacks. Do states where trial court judges must worry about facing reelection tend to encourage judicial behavior that results in higher incarceration rates? And are levels of incarceration and racial disparities in the states influenced by the proportion of the state publics who want more punitive policies? Policymakers find they must now combat misinformation spread by a variety of entities. The Housing Choice Voucher Program (HCVP) is a public-private partnership between a landlord, voucher holder, and a Public Housing Authority (PHA). However, this public-private partnership appears to be a two-sided partnership instead of a three-way partnership as the HCVP was designed. Over 110,000 landlords have withdrawn from the HCVP since 2009, which has negatively affected housing choices for voucher holders. This phenomenon of landlords leaving the HCVP is a catastrophe problem for the rental housing crisis that is a part of the larger affordable housing crisis. Cross-sector partnerships that combine the perspectives and needs of public, private, and nonprofit sectors have been used to address public policy challenges. Research has shown that trust and reputation among partners play an important role in the performance of partnerships. Trust has been positively associated with the reduction of transaction costs of partnerships, and therefore, this study used a Transaction Cost Economics (TCE) approach as the theoretical framework.

The significance of credentials has heightened considerably in recent decades with numerous federal and state policy initiatives aimed at increasing credential attainment. Various public workforce programs support these efforts, including the federal Workforce Investment Act (WIA), which provided training to job-seekers from 1998 through 2015. Scholars point to human capital theory to explain how education investments yield economic gains. Screening, signaling, and credentialist theories provide a framework for examining the ways that credentials are used in labor markets. Digital piracy has received significant attention in criminological research but almost no studies have explored illegal uploading and how it may differ from illegal downloading. It is important to examine what theories can explain illegal uploading behaviors and their related factors to develop more effective policies to address digital piracy. This dissertation examined whether Akers’ (1998) social learning theory could explain engagement in digital piracy, both illegal downloading and uploading behavior. Mandates and regulations from the National Collegiate Athletic Association (NCAA) have caused extreme reforms to take effect in the NCAA's education system. However, little is known about how these reforms have impacted student-athletes participating in college athletics. The purpose of this qualitative phenomenological study was to explore how Division II football players from public colleges and universities view their ability to balance their education and athletics to create a well-rounded college life. Many conservatives oppose much of the administrative state. But many also oppose much of our private enforcement regime. This raises the questions of whether conservatives believe the marketplace should be policed at all, and if so, who exactly should do that policing? In this Essay, based on my new book, The Conservative Case for Class Actions, I take a deep dive into conservative principles to try to answer these questions. This is in large part due to a lack of resources. A few ruling individuals from party organizations overpowered Indonesia's post-authoritarian, representative democracy. The legislative process of the 2017 Election Act was the case study employed to examine this assumption. The underlying thinking was that there was a contest between “wealth power” (oligarchy) and “participation power” (democracy). The power of wealth controls the party and government institutions. This research leverages data on Kentucky students, educators, schools, and school districts from 2009 to 2018, with a focus on the rural, isolated Appalachian region. Many counties in the region have long struggled with poverty, low rates of labor force participation, lower educational attainment, and dependence on public transfers (Ziliak, 2019).
