Reclaiming Indiana: The Politics Of Crisis Amid The Failures Of Liberal Capitalist Modernity, Chris Grove

This ethnography examines grassroots political responses to the economic crisis that began in 2008, foremost in the US Midwest, which arguably laid the groundwork both for the election of President Donald Trump and presidential candidacy of Senator Bernie Sanders. President Obama launched his $787 billion stimulus plan in Elkhart, Indiana, in early 2009. At the height of the crisis, unemployment skyrocketed from four to 20 percent in Elkhart, and it became central to struggles over the political direction of the US. With few safety nets, Elkhart residents struggled to meet their basic needs, creating conditions for political organizing on both …

Building For Culture: How Municipal Ownership Of Cultural Facilities Influences Annual Arts Funding In American Cities, Adam M. Sachs

This thesis explores how local government support for arts and culture varies across 24 American cities. It has proven to be challenging for researchers to accurately measure municipal arts support. Research on cultural policy has also often focused on the federal level, despite total city expenditures far exceeding national or state government support. This thesis attempts to take an accurate pulse of city expenditures in 2017 and correlates those spending levels to the variation in city ownership of arts facilities. Rooted in the historical perspectives of the ‘new institutionalism’ and path-dependency, this paper argues that past decisions about taking ownership …

The UMETRICS database (Universities: Measuring the Effects of Research on Innovation, Competitiveness, and Science) contains rich information on grants from sponsored federal and non-federal research for 32 universities over a 15-year period. It is hosted at IRIS (Institute for Research on Innovation and Science, University of Michigan) and serves as a rich source of university administrative data; however, it does not contain information on research fields. Categorizing grants data by research field can help to measure results of investment in research and science and provide evidence for the data-driven policy-making; yet administrative data often lacks this type of categorization. This Fact Sheet analyzes indicators of demographic and economic change in Las Vegas neighborhoods and suburbs, provided by “American Neighborhood Change in the 21st Century,” a study published by the Institute on Metropolitan Opportunity (IMO) at the Minnesota Law School. Researchers reviewed data from the 2000 U.S. Census and the 2016 American Community Survey (ACS) for the top 50 largest metros in the U.S. The study reports levels of neighborhood change, including economic growth, poverty concentration, gentrification, and low-income displacement. Data pertaining to the Las Vegas metropolitan region are synthesized to measure indicators of economic viability and housing availability.

This article explores findings from an evaluation of the Assessment for Learning Project, a grantee engagement strategy led by the Center for Innovation in Education focused on creating a learning community founded in continuous reflection and safety for risk-taking. Increasingly, philanthropies are also attending to their own organizational needs for learning in order to inform strategy, shape future work, and measure effectiveness.
This article shares the lessons of the Aligned Partners Project, a three-year study of a foundation-funded interorganizational collaboration to align the work of three technical assistance organizations to meet the needs of one school district. In 2014, the Medical College of Wisconsin’s Advancing a Healthier Wisconsin Endowment made a significant shift in focus to supporting adaptive rather than programmatic solutions to address critical health issues, and adopted a new approach that emphasized engagement with key stakeholders, recognizing the importance of contribution over attribution and requiring a long-term perspective on outcomes.
The endowment identified three new “changemaker” roles for itself, alongside new funding mechanisms and a set of conditions where positive change could be supported to influence health. This article discusses the benefits and drawbacks of a limited-life foundation’s philanthropy practice. The strengths, including a sharpened strategic focus and sense of urgency, and the challenges, such as ensuring impact and dealing with grantee dependency, are also relevant when closing a program. Drawing on reflections from the director general of the MAVA Foundation and learnings from foundations that have recently closed, this article also discusses how to prepare for the end date of a limited-life foundation. In this article, we create a capital markets-based indicator to trigger when a discussion about changing portfolio payout rates may be appropriate. Although the payout rate is often a calendar agenda item for foundations and endowments, volatility in capital markets may cause a deluge of ad hoc payout discussions that may decrease the effectiveness of investment committees.
Recent market performance provides a poor foundation for decisions related to a sustainable payout. The most sustainable portion of the investment return is the portfolio yield. We construct a metric using equity and bond market yields as a quantitative leading indicator of when …

Disamenity Or A Signal Of Competence? The Empirical Political Economy Of Local Road Maintenance, Benjamin Blemings, Margaret Bock

Empirical results find different conclusions than theoretical evidence of how electorates perceive road work. This paper uses a geographically smaller unit of analysis than prior work, political alignment, local election cycles, and difference-in-differences. It finds political distortions in invasive road maintenance timing and rules out maintenance seasonality. Spatial discontinuity plots leveraging ward boundary cutoffs confirm the shift. Results identify new public distortions to road maintenance, local election cycles, which are widespread and frequent. The estimates are used to calculate financial costs of local elections on road maintenance. Local elections have cost medium-large U.S. cities over $185.5 million from 1960- 2020.

Psychological safety is the belief that one’s workplace is safe for interpersonal risk taking (Edmondson, 1999; Kahn, 1990). This Fact Sheet presents changes in indicators of economic health for the State of Nevada using data provided by the Brookings Institution’s Metro Monitor analysis. Looking beyond gross domestic product (GDP) and job growth, researchers at Brookings’ Metropolitan Policy Program measure various indicators of economic well-being across 192 metropolitan statistical areas (MSAs) for a 1-year period (from 2017-2018) and a 10-year period (from 2008-2018). Metro areas are classified by size: midsized metros (with populations between 250,000 and 500,000), large metros (with populations between 500,000 and 1 million), and very large metros (with populations over 1 million). This Fact Sheet presents the number of both documented and undocumented immigrants in Nevada, synthesizing data provided by New American Economy (NAE), a bipartisan research non-profit organization. To estimate the total number of immigrants in the U.S. and across each of the 50 states, researchers reviewed various data sources including the U.S. Census, the American Community Survey, the Center for Migration Studies, and the United States Citizenship and Immigration Services (USCIS).
