As the global financial crisis raged in October 2008, its severe impact on global credit markets impelled governments to enact stabilization measures to calm and protect their domestic economies. The Republic of Finland, though not directly affected, designed preemptive interventions to mitigate disruption to its financial system. Among them was the Guarantee Scheme for Bank Funding in Finland (the Guarantee Scheme), announced on October 22, 2008, and implemented on February 12, 2009, which aimed to support banks and mortgage institutions with their short- and medium-term financing needs. The loan bills temporary credit facility was first implemented in May 2008, before the Global Financial Crisis had truly hit Denmark. It continued to be utilized as part of a broader effort to increase interbank lending after the collapse of Lehman Brothers in September 2008. The objective of the loan bills scheme was to facilitate lending among financial institutions. Each week, loan bills could be pledged as collateral for a seven-day loan from Denmark’s central bank, Danmarks Nationalbank. One banking institution could borrow from another institution by issuing a loan bill, and the institution buying the bill could raise liquidity …

The Eurozone struggled during the escalation of the sovereign debt crisis in 2010. In order to aid malfunctioning securities markets, restore liquidity, and enable proper functioning of the monetary policy transmission mechanism, the European Central Bank (ECB) instituted the Securities Markets Programme (SMP) on May 9, 2010. This program enabled Eurosystem central banks to purchase securities from entities in Greece, Ireland, Portugal, Italy, and Spain. The program ended on September 6, 2012, and evaluations of its effectiveness are mixed.

The announcement of the three-year Long-Term Refinancing Operations (LTROs) by the European Central Bank (ECB) on December 8, 2011, signaled the beginning of the largest ECB market liquidity programs to date. Continued and increasing liquidity-related pressures in the form of ballooning financial market credit default swap (CDS) spreads, Euro-area volatility, and interbank lending rates prompted a much more forceful ECB response than what had been done previously. The LTROs, using a repurchase (repo) agreement auction mechanism, allowed any Eurozone financial institution to tap essentially unlimited funding at a fixed rate of just 1%. In mid-September 2008, prime money market mutual funds (MMMFs) began experiencing run-like redemption requests sparked by one fund that had “broken the buck” because of large exposure to Lehman Brothers commercial paper (CP). As a result, MMMFs, which are significant investors in CP, became reluctant to hold CP. Within a week, outstanding CP had been reduced by roughly $300 billion. The CP market experienced severe shortening of maturities and increased rates, making it difficult for issuers to place new paper. The virulence of the Global Financial Crisis of 2007–09 (GFC) was explained in large part by the increased reliance of the global financial system on market-based funding and the lack of preexisting tools to address a disruption in that type of system. This paper surveys market liquidity programs (MLPs), which we define as government interventions in which the key motivation is to stabilize liquidity in a specific wholesale funding market that is under stress. Most of the MLPs surveyed in this paper were launched during and after the GFC, but two pre-GFC MLPs are included. A subsequent survey on MLPs …

The 1963 murder of President John F. Kennedy led to a reconsideration of the 1947 Presidential Succession Act, which mandated that the Speaker of the US House of Representatives was next in line to the vice president and the Senate president pro tempore was next in line to the Speaker. The new president, Lyndon B. Johnson, was only fifty-five when he took the oath of office on November 22, 1963, but he had a well-known heart condition that would end his life nine years later. The United States has a literacy problem; in fact, it has an education problem in general. Piecemeal reforms that differ wildly from state to state, and even county to county, have had varying levels of success from none to showing real potential. Nevada is not exempt from this literacy problem. In 2015, only 47.57% of the students taking the state mandated third grade exams were deemed proficient on the English Language Arts portion of the exam. - In the 10 years since the entry into force of the Convention on Cluster Munitions (CCM) in 2020, a total of more than 766 square kilometres of cluster munition-contaminated area has been cleared. During survey, clearance, and spot task operations nearly one million unexploded submunitions have been destroyed. Countless lives and limbs have undoubtedly been saved as a direct result, as well as the broader contribution to development.

First, this paper constructs the background on search warrants, including the legal precedent, policy environment, and stakeholders involved. Second, and most importantly, it will analyze the outcomes, impacts, and, particularly, the disproportionate minority impact of each section of Breonna’s Law. - In 2019, a global total of more than 131 square kilometers was cleared of anti-personnel mines, with more than 96% of recorded clearance occurring in States Parties to the APMBC. However, this total is a marked decrease on output in 2018 of more than 155 square kilometers, and was the lowest recorded clearance globally for more than ten years. The true total area of clearance is probably considerably greater, but data recording and reporting problems prevent accurate reporting of a higher figure, in addition to a lack of transparency by several States not party.

We have used value sensitive design as a method to develop an agent-based model of values in humanitarian logistics for refugees. Schwartz’s theory of universal values is implemented in the model in such a way that agents can make value trade-offs, which are operationalized into a measure of refugee wellbeing and a measure of public opinion about how the refugee logistics is being handled. By trying out different ‘value scenarios’, stakeholders who are responsible for, or involved in refugee logistics can have insights into the effects of various value choices. As it has been written, the history of humanitarian intervention is all too Whiggish and all too white. By conceptualising humanitarian intervention in the way that they do, orthodox histories should be seen as entangled in debates about the origins of human rights but also, perhaps more crucially, debates about the various formations and reinventions of human rights. Alternative codifications of rights reveal the historical possibility of a Southern practice of what we would almost certainly call ‘humanitarian intervention’. Latinos are one of the fastest growing ethnic groups in Massachusetts. Between 1980 and 2017, the Massachusetts Latino population increased by 475%, with many new arrivals coming from Central and South America. In Massachusetts, the top ten Latino subgroups by population size are: Puerto Ricans, Dominicans, Brazilians, Salvadorans, Guatemalans, Mexicans, Colombians, Cubans, Ecuadorans, and Hondurans. These varied national origins reflect the diversity of the state’s Latino community and its breadth of strengths and needs. The Gastón Institute’s 2020 Latinos in Massachusetts series focuses on the ten largest Latino populations located throughout the state. In order of size, these Latino populations are Puerto Ricans, Dominicans, Brazilians, Salvadorans, Guatemalans, Mexicans, Colombians, Cubans, Hondurans, and Ecuadorians. This report analyzes Public Use Microdata Sample (PUMS) data from the 2017 American Community Survey (ACS) conducted by the U.S. Census Bureau. Our descriptive analysis uses both household- and individual-level data to estimate population size and percentages and to compare Ecuadorians to Other Latinos and Non-Latinos in the state.

The Gastón Institute has a long track record of conducting collaborative mixed-methods research in Chelsea, especially with Latino immigrants from Central and South America. This study advances land use, transportation planning, and public finance research by identifying: a) the various land use, zoning, and value capture-related barriers to the construction of transit-oriented developments (TODs); and b) the major strategies that are commonly used or could be used to address these barriers. The value capture (VC) tools include joint development projects, tax increment financing, special assessments, lease/sale of land or air rights, and impact fees. The research finds that while a large proportion of jurisdictions across the US have TODs, land use, zoning, and VC-related barriers often impede their construction. Most transit agencies are not …

Several national studies have been conducted over the past few years (e.g. Hooyman, & Uniitzer, 2011; Lin, Lin, & Zhang, 2016) to project the number of social workers that will be needed by the year 2030. Staff from the Louisiana Department of Children and Family Services, Child Welfare Division (CWD), like many other child welfare professionals from across the country, have been heavily affected by the COVID-19 pandemic. The “seat belt defense” has been hotly litigated over the decades in numerous jurisdictions across the United States. It is an affirmative defense that, when allowed, reduces a plaintiff’s recovery for personal injuries resulting from an automobile collision where the defendant can establish that those injuries would have been less severe or avoided entirely had the plaintiff been wearing an available seat belt. This is an unsettled legal issue in Arkansas, despite the growing number of cases in which the seat belt defense is raised as an issue. Telework is a type of alternative work arrangement in which employees perform some or all of their job duties at an approved location other than their official worksite. Other labels for telework include telecommuting, remote work, mobile work, virtual work, distance work, distributed work, work from/at home, and flexplace, though definitions can vary (e.g., Allen, Golden, & Shockley, 2015).
