The New York State renewable portfolio standard program failed to reach its successive targets and did not meet estimated percentage capacity in all program years. The purpose of this quantitative study was to examine the relationship between 6 predictors variables (policy standard and objective, resources and incentive, inter-organizational communication and enforcement activities, characteristics of the implementing agencies,economic,social, and political conditions and disposition of implementers) and implementation performance. Pressman and Wildavsky Implementation theory provided the framework for the study. A problem exists within the Canadian healthcare system as many patients experience longer lengths of stay (LOS) in acute care (AC) and complex care (CC) beds within hospitals because of a lack of long term care (LTC) facilities. The purpose of this study was to evaluate the extra days patients wait for placement and assess the benefits of increasing the number of LTC beds. Prisoners sentenced to a life term in California’s state prisons are being found suitable for parole at record-high rates. Although macro-level policy guides California’s prisoner rehabilitation process, a specific policy does not exist to guide the rehabilitation of the lifer population. Research shows a compelling relationship between public safety resulting from reduced recidivism and an inmate’s participation in rehabilitative programming during incarceration. The federal government created the Chemical Facility Anti-Terrorism Standards (CFATS) program in 2007 to keep terrorists from weaponizing hazardous chemicals. The CFATS program did this by targeting high-risk chemical facilities and adding additional regulations, but this has added an additional burden on the Local Emergency Planning Committee (LEPC) that could negatively impact their capacity to prepare and collaborate to prevent chemical disasters. Homelessness is experienced by veterans at a higher percentage than nonveterans. Veterans represent eight percent of the homeless population (U.S. Department of Housing and Urban Development, 2019). Also, the mortality rate of younger homeless veterans is higher than non-homeless veterans (Schinka et al., 2018). This dissertation examines Nobel Prize Laureate Hayek's ominous warning that economic liberty in the U.S. is at risk, due to regulations, of becoming an unplanned administrative state. Regardless of disability, oral healthcare traverses all disability diagnoses and can be a significant factor in quality of life (Deckler, 2011; Griffin et al., 2007; Norwood & Slayton, 2013). The recent U.S. Supreme Court ruling in Bostock v. Clayton County is a landmark piece of case law that offers fundamental rights to LGBT persons. Asian Americans continue to be an untapped force within American politics. Despite their status as the fastest-growing racial or ethnic group in the United States they have had surprisingly low political participation rates.[1] But 2020 represented a watershed moment. Campaign outreach and voter participation increased, and Asian Americans assumed new prominence on the national stage. This thesis examines the failure of the United States government to mitigate global climate change and the COVID-19 pandemic by comparing poor public reactions and governmental administration between the two threats. Using developmental constructs to serve as a framework for assessing public reactions to climate change and pandemics, this thesis implements a content analysis study of American news media from 2000 to 2020; it identifies the rhetoric embedded in communications that has directed the US public’s focus of attention and shaped public opinion on these issues.
