This paper applies public policy concepts such as agenda setting, resource allocation, lobbying, and campaign rhetoric to the field of homeland security. The analysis examines the allocation of resources among the U.S. federal government’s five broad homeland security priorities during the fiscal years of 2012-2017. An overemphasis on border security has led to a disproportionate allocation of resources among these various priorities. The uneven distribution is the summation of electoral ambitions, campaign contributions, and corporate lobbying. This analysis highlights the negative consequences that are a direct result of an unbalanced allotment, cumulating in a slow and uncoordinated federal response to …

The U.S. has incorporated environmental policies into its all free trade agreements since it negotiated the North American Free Trade Agreement (NAFTA) in the early 1990s. The inclusion of environmental policies represented a major shift in trade policy but the environmental policies have not drastically changed in subsequent trade agreements over the past 25 years despite the continued involvement of environmental constituencies and policymakers. The punctuated equilibrium model provides the analytical framework for understanding the factors that gave rise to the drastic policy shift under NAFTA as well as the subsequent policy stasis, in order to inform future policymaking efforts. …

The last 8 years have seen a dramatic increase in the flow of Central American apprehensions by the U.S. Border Patrol. Explanations for this surge in apprehensions have been split between two leading hypotheses. Most academic scholars, immigrant advocates, progressive media outlets, and human rights organizations identify poverty and violence (the Poverty and Violence Hypothesis) in Central America as the primary triggers responsible. In contrast, while most government officials, conservative think tanks, and the agencies that work in the immigration and border enforcement realm admit poverty and violence may underlie some decisions to migrate, they instead blame lax U.S. immigration …

Post the global financial crisis of 2008, the National Aeronautical and Space Administration (NASA) sought to expand the space economy through a public policy of commercialization. This has brought major changes to the composition of space mission funding strategies, now repositioned as public private partnerships (P3s). Formed to fund space missions with private finance in lieu of public funding, P3s are investment and risk-sharing vehicles evaluated by financial intermediary institutions, insurers, and at times, the courts in the case where there is foreign direct investment (FDI) agreement. Progressives, The Covid Pandemic, And The Laboratories Of Democracy: Is The Left Saying “Goodbye” To Cooperative Federalism?, William R. Bowen

Events surrounding the COVID pandemic draw into question the progressive commitment to cooperative federalism. This is evidenced by their espousing the virtues of the tenth amendment, “states rights,” and ample use of the expression the “laboratories of democracy.” These references signal a possible move toward a view of federalism that champions state innovation and initiative irrespective of direction from Washington. This paper will explore the apparent retreat of progressives from their commitments to cooperative federalism, specifically, whether these references signal a tactical shift for short-term political gains or a more fundamental shift in progressive ideology.

The social market economy was developed in Germany during the interwar period amidst political and economic turmoil. With clear demarcation lines differentiating it from socialism and laissez-faire capitalism, the social market economy became a formula for peace and prosperity for post WWII Germany. Since then, the success of the social market economy has inspired many other countries to adopt its principles. The American approach to legal hermeneutics emerged from the covenant theology of the Puritans. American civil religion understands the Constitution to be based in natural laws: a secularized conception of God-given rights. To change the text would collapse the epistemological framework of the nation. When a nation sees its constitution as a sacred text, then the answer to contemporary problems cannot be to change that text; rather, it must be to return to the text with an even more fundamentalist hermeneutic. Social Security, the United States’ largest federal entitlement program, provides old-age and disability protection to over 64 million Americans. However, rigorous evaluations indicate that the program will reach insolvency by 2035. This means that there are projected cash-flow shortfalls through which tax revenue alone will soon be insufficient in covering the annual program cost. Researchers suggest that the exhaustion of the Social Security trust funds is explained by (a) demographic shifts that depress the worker-to-beneficiary ratio and (b) financing imbalances caused by program deficits. An after-action review (AAR) is “a systematic technique that turns a recent event into a learning opportunity through a combination of task feedback, reflection, and discussion” (Keiser & Arthur, 2020, p. 2). The process has been used in various fields, leading to a variety of labels, including after-event review, debrief, guided team self-correction, and reflexivity (e.g., Chen et al., 2018; Couper et al., 2013; Ellis & Davidi, 2005; Smith-Jentsch et al., 2008). The United States is losing the competition for global power to China, especially on the African continent. This thesis aims to analyze opportunities for the United States to take advantage of China’s withdrawal from Ethiopia in order to develop relations with the quickly growing country and influence the country toward democratization. This author found that while democracy is not likely, through increasing relations with Ethiopia’s prime minister, the United States has an opportunity to push for increased individual freedoms for Ethiopians. The author relied on open-source information and strategic analytic techniques often employed by the U.S. intelligence community.

This thesis examines the impact of China’s family planning policies on women’s attitudes towards family culture and the implications on China today. The family planning policies began in the 1970s as an emergency measure intended to create a short-term voluntary small-family culture by decreasing fertility rates. My research, comprised primarily of primary and secondary qualitative sources, discusses the development and implementation of the policies, the economic reforms beginning in the 1980s, and their joint effects on fertility rates, sex ratio at birth, women’s liberation, and changes in family culture, particularly in rural areas. Wage Theft, Economic Conditions, And Market Power: The Case Of H-1b Workers, Peter Norlander, Jed Devaro

This study explores what determines employers’ violations of the wage contracts of workers on H-1B temporary work visas, which occur when firms pay those workers below the promised prevailing or “market” wage. A theoretical framework is proposed that predicts more violations during economic downturns, fewer violations when firms have more labor-market power, and more violations by subcontractor firms. Empirical analysis is based on a firm-level matched dataset of wage and hour violations and the firms that sponsor H-1Bs. Higher labor market power, measured by the Herfindahl-Hirschman Index, is associated with fewer violations. Higher unemployment rates and subcontractor firms are associated …

The Middle East and North African region continues to face significant water security challenges. The purpose of this dissertation is to gain a deeper understanding of water elites’ perceptions of water security in the MENA region. It is not meant to generalize the findings. Instead, the intention for the research is to identify, explain, and analyze by national elites' contrasting perceptions in Jordan, Iraq, Egypt, and Tunisia.

In 2015, UMass Boston’s Center for Women in Politics and Public Policy released the first-ever publication exploring the elected leadership of women of color in the Commonwealth of Massachusetts largely to make known the contributions of female electeds of color across the Commonwealth. The publication also aimed to delve into what hinders and what facilitates the elected leadership of women of color. This 2021 updated publication contains profiles of the 174 women of color who have been elected to key policymaking positions and offers quantitative analysis to better understand office-holding patterns.

In this study, I examine how the "Vision Zero" traffic safety plan has been implemented in the cities of San Francisco and San Jose and, employing qualitative interviews, I explore the perceptions of local elected officials and community leaders of local advocacy groups to understand their emergent appraisals of how effectively the policy is working, as well as assess the political implications and impact of the initiative.
