This Tool Kit provides state and local policymakers with a range of resources and analyses for use during broadband planning. The Tool Kit focuses on the array of grant and other funding opportunities available to states and localities as a result of the Infrastructure Investment & Jobs Act, as well as other pandemic-era stimulus programs. However, the Tool Kit is also useful for broadband planning outside of these specific funding programs. Indeed, the Tool Kit offers foundational planning resources that can be used now and in the future by officials, ISPs, and other stakeholders in the broadband space.

This paper studies the impact of urban density, city government efficiency, and medical resources on COVID-19 infection and death outcomes in China. We adopt a simultaneous spatial dynamic panel data model to account for (i) the simultaneity of infection and death outcomes, (ii) the spatial pattern of the transmission, (iii) the inter-temporal dynamics of the disease, and (iv) the unobserved city- and time-specific effects. We find that, while population density increases the level of infections, government efficiency significantly mitigates the negative impact of urban density. Ten percent of the global population live in extreme poverty under $1.90 a day. To combat chronic multidimensional poverty, the Bangladesh Rural Advancement Committee (BRAC)created the Graduation Approach, which consists of a Big Push effect implemented through a series of interventions including asset transfer, mentoring, saving groups and a series of service provisions, to push ultra-poor households to exit poverty sustainably. Implemented so far in over 50 countries, the model has shown positive results even after ten years of the first interventions. Work-family conflict is defined as “a form of interrole conflict in which the role pressures from the work and family domains are mutually incompatible in some respect” (Greenhaus & Beutell, 1985, p. 77). Public-private partnerships (PPP) may increase healthcare quality but lack longitudinal evidence for success. The Queen ‘Mamohato Memorial Hospital (QMMH) in Lesotho is one of Africa’s first healthcare PPPs. We compare data from 2012 and 2018 on capacity, utilization, quality, and outcomes to understand if early documented successes have been sustained using the same measures over time. In this observational study using administrative and clinical data, we assessed beds, admissions, average length of stay (ALOS), outpatient visits, and patient outcomes. President Ronald Reagan did not enjoy firing employees, due in part to his own father struggling to maintain employment. When the 1981 PATCO strike occurred, several obstacles arose which tested Reagan’s ability to act. The Professional Air Traffic Controller’s Organization (PATCO) had publicly supported Reagan during his 1980 presidential campaign when other unions did not. Though the growth of the gig economy has coincided with increased economic precarity in the new economy, we know less about the extent to which gig work (compared with other self-employment arrangements and non-gig work) may fuel economic insecurity among American households. We fill this gap in the literature drawing on a sample of 4,756 workers from a unique national survey capturing economic hardships among non-standard workers like app-and platform-based gig and other self-employed workers during the COVID-19 pandemic. For the last twenty years, nearly every flagship university in the U.S. has been decreasing its share of in-state students and enrolling more students from out of state, a phenomenon I call the “Great Student Swap.” Using data from the Integrated Postsecondary Education Data System (IPEDS), I examine every “flagship” public university by comparing incoming first year students from 2002 through 2018 (those who would have graduated in the spring 2022 assuming the traditional four-year timeframe for completion). While previous research documents direct benefits of preschool for those who attend, less is known about how targeted expansions of public preschool to low-income households affects children’s early educational experiences, preschool attendance patterns, and school readiness in a broader community. This study uses administrative data from Virginia of first-time kindergarteners from 2011 to 2019 (about 630,000 students) and a discrete increase in targeted public pre-K (VPI+) to better understand the effects of expanding means-tested public preschool on patterns of prekindergarten participation and school readiness throughout the community. The decline of sisters actively engaged in ministry, due both to their rising median age and a decades-long decline in their overall numbers, called for a reconsideration and likely revision of the CSPA existing theory of change.
