As the desired destination for millions of people fleeing unrest in the Middle East and war in Ukraine, the EU has developed its own social, political, and humanitarian crisis. Lacking policy commonality across its member states on how to accept and manage the mass waves of migrants, the EU continues to struggle with implementing a common immigration policy. Contracting out and performance management have been universally adopted in public sector organizations, based on theoretical arguments that they would improve the efficiency and quality of public services. However, this broad adoption was carried out despite minimal empirical evidence that these interventions improve public service outcomes in practice. Traditionally, few studies have attempted to quantitatively link performance management and contracting out interventions to improvements in organizational performance and public service quality. Content moderation plays an increasingly important role in the creation and dissemination of expression, thought, and knowledge. And yet, throughout the social media ecosystem, nonnormative and LGBTQ+ sexual expression is disproportionately taken down, restricted, and banned. The current sociolegal literature, which focuses on content moderation as a whole and sees echoes of formal law in the evolution of its values and mechanics, insufficiently captures the ways in which those principles and practices are not only discriminatory, but also resemble structures of power that have long been used to police queer sexual behavior in public spaces.

The high-level objective is to advance our understanding of how very recent recurrent flooding has impacted residents within the City of Portsmouth, and then forecast these impacts under projections of sea level rise. While this research draws upon data for the City of Portsmouth, the findings may be generalized to the broader Hampton Roads region.

This thesis examined the influence of social and structural communication variables on the perceived social connectedness of people experiencing homelessness in the Northwest Arkansas (NWA) and Joplin, Missouri areas. This study employed the ecological perspective of communication infrastructure theory (CIT; Ball-Rokeach et al., 2001) and a communication perspective which envisions communicative interaction as constitutive of social experience. Using survey data from 166 participants, this study examined 11 research questions and hypotheses drawn from extant literature on homelessness, social connectedness, and CIT. ANOVAs, t-tests, and hierarchical multiple regression analyses revealed a complex relationship between individuals and the communicative environment. This study …

Building on theory and research in financial capability, this study enhances a financial capability model by integrating psychological self-sufficiency (PSS) theory as part of the financial literacy component. Using PSS, a concept from workforce development literature, this study investigates the extent to which an empowerment-based PSS process in targeting financial goals is associated with financial literacy. Path analyses were conducted using a sample of 187 low-income individuals from a large social service agency in Chicago. Findings suggest that perceived financial barriers and financial hope—the two targets of PSS interventions—are associated with financial attitude and behavior, controlling for other demographic variables. …

A recent evaluation of the Western New York Impact Investment Fund adds to the proof-of-concept literature regarding “doing good and doing well” while pointing to experience-based best practices in philanthropic impact investing. Born of a collaboration between regional and national philanthropies, the fund brings together corporate, individual, and philanthropic investors to deliver an inclusive impact investment mechanism. Founded in 2017, the fund evolved from concept to operating entity, focusing on mitigating capital gaps, longterm economic decline, and wealth divides.

A guarantee instrument is a credit enhancement tool that can enable philanthropies to unlock millions or billions of dollars for societal impact. The Community Investment Guarantee Pool, created in 2019 by a collaboration of philanthropies and allied impact investors, or guarantors, is a novel initiative that uses guarantees to leverage the balance sheets of foundations and other institutional investors for enhancing the credit of intermediaries in the affordable housing, small-business, and climate markets. Frontline healthcare workers – especially direct care workers (DCWs), such as home health aides, struggle due to low pay, lack of benefits, and difficult working conditions. The need for these workers is growing. Unless frontline healthcare jobs improve, positions may be difficult to fill, and care for vulnerable members of society may be compromised.

In this study, we surveyed 2,321 frontline healthcare workers and conducted in-depth interviews with 30 of these workers concerning pay, benefits, work conditions, and financial well-being. Key survey findings included:

The Supplemental Nutrition Assistance Program (SNAP) is the largest food and nutrition assistance program in the United States. Burdens associated with SNAP recertification often lead to administrative churn, when a household experiences a gap in SNAP benefit receipt. Older adults are at risk of experiencing benefit gaps, which may negatively impact their health and nutrition. This brief summarizes results of a recent study that examined administrative churn among Missouri SNAP participants aged 60 years and older. The authors call for program changes that reduce the frequency and duration of churn among older adults.
