This report shows that so-called “irregular” Latinos are an essential part of the

workforce. Beyond community spending, consumer activity, and taxes paid

(including tax benefits that many will never benefit from), it is important to

remember that we are talking about people— human beings with stories, families,

difficult choices, and dreams. I hope that in the near future, when we are able to

dream big again, this analysis will sustain our advocacy for systems that truly reflect

our (Latino) contributions to the Commonwealth and beyond.

Deferred Action for Childhood Arrivals (DACA) is an administrative program that protects young immigrants from deportation while granting them access to education and employment. DACA recipients face challenges in accessing resources due to their temporary status and the unpredictability of immigration laws, leading to mental health risks from stigma, anxiety, and fear of deportation. However, little research has examined how DACA's instability and immigration politics affect psychological well-being and access to services over time. This study examines how restrictive immigration policies affect DACA and undocumented people's mental health and access to culturally responsive, trauma-informed mental health and social services. This article advances a unified, non-tiered faculty model as essential to fulfilling the mission of the California Community Colleges (CCC) system. Although the system is charged with realizing open access and educational equity, nearly 70% of faculty serve in part-time or contingent roles—often without proportional compensation, institutional stability, or meaningful participation in governance. Drawing on research demonstrating that faculty working conditions shape student learning conditions, the article argues that structural employment inequities undermine the system’s democratic promise. This article introduces a two-layer evaluation model for philanthropic and development decision-making in access-based interventions. The first layer treats Access as Outcome (AAO) as a recognized outcome when essential goods, services or resources are delivered through a viable delivery pathway, without requiring post-access utilization or compliance to validate legitimacy. The second layer evaluates post-access variation through System Coherence Conditions (SCC), defined as internal alignment across governance and decision-making, distribution and logistics, social accountability and norms, and scarcity management and continuity, which explain differences in utilization, continuity, and downstream effects as signals of system coherence rather than as retroactive worthiness thresholds. …

In the aftermath of the Supreme Court’s Dobbs v. Jackson Women’s Health Organization (2022) overturning Roe V. Wade, states have taken divergent paths in regulating access to abortion services. In 2024, Nevada voters overwhelmingly passed Question 6 proposing to codify abortion rights into the state constitution. In November 2026, Question 6 will again be on the ballot for final confirmation. If it passes, these rights will be protected from future legislative action.

Despite Nevadans’ strong support for abortion rights, the state’s dearth of abortion providers limits access to these services. As this lecture explores, both providers and individuals seeking abortions, …

This article examines addiction care as a form of moral governance through a comparative anthropological analysis of the United States and the Netherlands. Drawing on a Foucauldian theory of biopolitics alongside this study argues that approaches to addiction treatment reveal how states differentially value life, citizenship, and vulnerability. Joan Tronto's relational definition of ethical care is used to move beyond a solely moral context, towards an ethical understanding of both caretakers and those who require care. What effect has Citizens United v. FEC had on state-level partisanship and the policy outcomes that follow from it? Scholarship on the influence of corporate and union spending in political campaigns has largely centered on federal elections. In this paper, I extend the analysis to the state level, leveraging the fact that Citizens United created a natural experiment across the states. Prior to the Supreme Court ruling, roughly half of the states prohibited corporate and union independent expenditures in state elections (including for governor, state senate, state house, and state supreme court races). This qualitative phenomenological study examined how Florida police officers perceived changes in their spiritual and religious beliefs following prolonged exposure to critical incidents. The research question asked how officers interpreted, adapted, and transformed their spiritual or religious beliefs in response to repeated critical incident exposure. Nine sworn frontline officers participated and were interviewed using a semi structured protocol. Transcripts were analyzed inductively using thematic analysis. Three primary findings emerged: (1) Career and Impact captured cumulative occupational exposure that prompted moral appraisal and coping, and participants did not report uniform loss of faith; (2) Spiritual Belief followed three common trajectories—stability, strengthening/reaffirmation, …

The United States faces profound wealth inequality which has also disproportionately disadvantaged people of color in terms of economic security. This study investigates how participation in worker cooperatives, which provide higher wages and greater worker benefits on average, impacts worker-members of color. The study draws on qualitative interviews with worker members from largely minority-led cooperatives. It explores how the key cooperative principles of democratic decision-making, autonomy, and community engagement can counteract marginalization. The purpose of this study is to examine how the sequencing of budget simulations influences the alignment between priority goals and budgetary decisions. Drawing on behavioral perspectives, the study posits that two simulation sequences—goal setting to budgeting (default) and budgeting to goal setting (alternative)—shape individuals' budgetary responses, particularly the proximity between a program's total cost and the corresponding budgetary allocations.
