This economic forecast examines trends within the major sectors of the economy to make predictions about how the American economy will fare in 1978. The overall outlook is relatively tame. The real economic growth rate will average about 4.5% in 1978 with inflation a little under 6% and a moderate decline in unemployment. All in all, 1978 is predicted to be a stable period of modest growth and prosperity.

The victim was breaching the minefield from the Rhodesian side in order to retrieve sensitive equipment left on the other side by the Rhodesian Airforce. He was crouching down using an 18-inch ".303" bayonet to prod the ground in order to find safe places to put his feet. When he was 10-15m inside the minefield he prodded onto a R2M2 mine that exploded. The victim believed that rainwater had caused the mine to flip onto its side at right angles to its normal position.

A large body of research evidence has accumulated in the past two decades dealing with the question of variations in state-level public expenditures in the United States. Variations among the states in public welfare expenditures are the most outstanding exception with regard to the explanation of state governmental expenditures. This study explores the reasons that public welfare is so unlike other public expenditures, outlines the principal findings of other studies bearing on this question, and reports findings explaining at least part of the observed variations in the expenditure patterns.

Contrary to popular belief, tax expenditures or "loopholes" can in fact be useful. Given that the prompt elimination of large government deficit financing and pervasive government regulation is unlikely, tax expenditures may serve as a more sensible, second-best alternative. Indeed, tax expenditures (or incentives) may serve a variety of public purposes, ranging from promoting business investment to encouraging private, voluntary organizations. Typical tax expenditures tend to benefit the middle and lower income groups and should be considered an important alternative to achieve important government objectives.

In fiscal year 1976, the direct cost of federal government regulation of business hit an all time high. By 1978, the annual total federal regulatory cost will be approximately $3.8 billion, an 85% rise over the 1974 level. The most expensive sectors of federal regulatory activity are not focused on an individual industry, but are assigned to a broad category of social activities like the environment, energy, and consumer health and safety.

The complexity of the issues involved with providing appropriate health care and social services from the appropriate setting to people over age 65 can hardly be overstated. One of the present debates in the field focuses on the value of institutions as the customary setting for providing health care; the arguments are based on considerations of economic efficiency and the recipient's quality of life. It is a truism that resources devoted to defense are unavailable for nondefense purposes. Investment in defense takes place partly by reducing civilian spending on consumer and capital goods through tax rates that are higher than they would otherwise be and partly by reducing government spending on non-defense programs. The purpose of this paper is to test for the existence and magnitude of the latter tradeoff over the years 1929-1971 in the United States. Evidence exists today which indicates that our present motor carrier regulatory system, rather than "protect the public interest", might actually inhibit the efficient provision of transportation services to the economy. Accepting such a view of the regulated motor transport market as valid, this thesis could serve as a model from which legislators might begin to re-write our motor carrier act.
