The New Wave Of Environmental Regulation: The Impacts On Business And Consumers, Murray L. Weidenbaum
The New Wave Of Environmental Regulation: The Impacts On Business And Consumers, Murray L. Weidenbaum
Murray Weidenbaum Publications
Following the regulatory excesses of the 1970s and the reforms of the 1980s, the policy pendulum is swinging back again. On the surface, the government imposing socially desirable requirements on business seems to be a cheap way of achieving national objectives. But every time a government agency attempts to safeguard the environment or foster occupational health or promote product safety, it imposes a more expensive method of production on businesses. Consumers, meanwhile, suffer by paying for these hidden regulations.

The “informal SOP” at the time allowed operators not to drive the machine out of the mined area at changeover times. In this case, the victim tried to change from one track to the other as his replacement operator and his Team Leader approached. As he changed tracks, he stood on the ground between the tracks and trod on a VS50 AP mine. The VS50 is over-pressure protected (a sustained pressure is needed) and so “resistant” to detonation by flails.

This report, prepared by two independent experts at the request of the Personal Representative of the Secretary-General of the United Nations in Afghanistan and Pakistan, contains the experts' conclusions. They reviewed all aspects of the mine action programme in Afghanistan and showed particular interest to the impact and cost effectiveness of the programme. The experts also examined whether the programme was technically appropriate.

The Future Of The U.S. Defense Industry, Murray L. Weidenbaum
The Future Of The U.S. Defense Industry, Murray L. Weidenbaum
Murray Weidenbaum Publications
The U.S. defense industry is at a fork in the road and faces the prospect of substantial declines. There are two approaches that can be taken: Convert to civilian production or cut back and slim down. Conversion has a great deal of appeal, as it keeps the jobs of defense workers in place. The cut-back alternative is an austerity measure designed to maintain the financial health of the defense firms. The purpose of this paper is to provide some guidance in the selection between these two alternatives.

In order to gain access to the PMN mines the victim had to climb over a pile of VS 1.6 (scatterable anti-tank mines). When he jumped down from the tank mines, he landed on three PMNs. This was inferred because three craters were found afterwards. It is thought extremely unlikely that PMNs would sympathetically detonate, so the victim’s colleagues thought it most likely that he landed with some of his weight on all three.

Innovation in Western Water Law and Management (Summer Conference, June 5-7)
Conference organizers and/or faculty included University of Colorado School of Law professors Lawrence J. MacDonnell, David H. Getches, Charles F. Wilkinson and Richard B. Collins.
Pressures of population, drought, and changing water use have provided the impetus for numerous innovations in water law and management in recent years. The Center's annual conference June 5-7, 1991, will look at innovation and change in five areas--water planning, special water management areas, negotiated settlements of tribal water rights, conjunctive use of ground and surface water, and public values in water decision making. Each session will begin with talks by experts from several western …

The National Register Of Historic Places: An Historic Preservation Planning Tool?, Brent Donald Nelson
The National Register Of Historic Places: An Historic Preservation Planning Tool?, Brent Donald Nelson
Community and Regional Planning Program: Theses
This paper answers three questions: 1) What is the National Register of Historic Places? 2) Does the National Register act as an historic preservation planning tool? 3) Did the administrative changes made to the National Register nominating procedures in 1986 enhance or improve any planning tool functions that it may have had?
The author, based on preliminary research and personal experience hypothesized that the answers to the first two questions would be that the National Register is a list that acts primarily as an "honor roll" bestowing distinction and recognition onto properties placed on it and only secondarily as a …

From A Troubled Past To An Uncertain Future: Vietnam Veterans, A Community At Risk: Five-Year Follow-Up Report On The Status Of Vietnam Veterans In The Commonwealth Of Massachusetts, Paul R. Camacho, Kevin Bowen, David Hunt
William Joiner Institute for the Study of War and Social Consequences Publications
This report on the concerns of Vietnam and Vietnam-Era veterans in Massachusetts comes at a critical moment. When the inquiry was initiated in 1988, few people anticipated the precipitous decline in the state and national economy, fewer could have foreseen the rapid sequence of events leading to American entry into another war. As the state fiscal crisis has eroded gains made by veterans over the last 20 years and military service in the Gulf has changed the lives of a new generation of Americans, it becomes all the more urgent to recognize the long-term, multi-generational consequences of war and to …

Touched By Fire: Readings In Time Of War, Shaun O'Connell
New England Journal of Public Policy
In "Touched by Fire: Readings in Times of War," Shaun O'Connell draws us into the eerie atmosphere that pulled this country into itself in the late fall and early winter, when thoughts of war provoked hard questions and when, for a time, doubt became the stuff of eloquence.
The works discussed in this article include: Pledging Allegiance: The Last Campaign of the Cold War, by Sidney Blumenthal; Millie's Book, as dictated to Barbara Bush; An American Life, by Ronald Reagan; The Civil War: An Illustrated History, by Geoffrey C. Ward with Ric Burns and Ken Burns; …
Public Benefit And Private Interest: Chronicles Of The Hyde Park Paper Mill, Jeffrey E. Lindenthal
Public Benefit And Private Interest: Chronicles Of The Hyde Park Paper Mill, Jeffrey E. Lindenthal
New England Journal of Public Policy
Until it was mothballed and put up for sale in December 1987, a small paper mill in Hyde Park, a neighborhood on the outskirts of Boston 's city limits, was the oldest continuously operating paper mill in the United States. This particular plant closing occurred at a time manufacturing employment in the state had fallen off precipitously. It also coincided with an awareness among some policymakers that recycling programs were urgently needed to combat a garbage glut, in Massachusetts and states across the nation, attributable to an increasingly wasteful society and dwindling landfill capacity. Efforts to reopen the Hyde Park …

Editor's Note, Padraig O'Malley
New England Journal of Public Policy
This issue of the New England Journal of Public Policy was conceived during the hot, slow days of early August when Saddam Hussein's marauding armies swallowed Kuwait. Contributors made revisions to their manuscripts while President George Bush committed the United States to protecting Saudi Arabia's oligarchy (read "oil for the West"), requiring a military buildup in the harsh sands that was larger than anything of its kind since World War II. The admen in the Pentagon came up with the catchy little logo Desert Shield. Repeated calls by the coalition of nations, led by the United States, for Saddam Hussein's …

Social Planning And The Problems Of Old Age, Roger A. Lohmann
Faculty & Staff Scholarship
This paper includes a review of the evolution of social planning in the context of human services. It also includes an elaboration of nine approaches to social planning for aging services: community planning councils, the aging network, Title XX planning, state health planning, service reorganization initiatives, the national network of policy institutes, long-term care planning and housing planning. The paper concludes with a consideration of social planning technology, including needs assessment, resource analysis, comparison of alternatives, determination of priorities, implementation and evaluation. It concludes that social planning has been a primary tool in the long-term development of new institutions and …
