Counting The New York Homeless: An Ethnographic Perspective, Kim Hopper
Counting The New York Homeless: An Ethnographic Perspective, Kim Hopper
New England Journal of Public Policy
Significant ambiguities inhere in the operational definitions of "site" and "selected components of the homeless population" used in the 1990 S-Night Count. Ethnographic methods offer a useful corrective. This article, covering research that was part of a larger project evaluating the S-Night count, describes a brief ethnographic inquiry into the ecology of public spaces occupied by the homeless poor in New York City. Problems in implementation, surprising ease of access, patterns of mobility and prevailing norms from site to site, and the tenuous character of the street sites are reviewed, as are implications for future enumeration efforts.
Ending Homelessness Among Mentally Disabled People, Steven A. Hitov
Ending Homelessness Among Mentally Disabled People, Steven A. Hitov
New England Journal of Public Policy
This article examines some of the many shortcomings of the mental health system operated by the Massachusetts Department of Mental Health (DMH) and explores the impact of that system on single homeless individuals who suffer from some form of serious or long-term mental disability. To afford that discussion context, however, the article first briefly examines those forces which have, and have not, significantly contributed to the large number of mentally disabled homeless persons. It suggests certain changes, including a shift in departmental focus from hospitals to community services and the creation of a housing subsidy system exclusively for DMH clients, …
Build Homes Not Bombs: Get A Better Economy To Boot!, Richard Krushnic
Build Homes Not Bombs: Get A Better Economy To Boot!, Richard Krushnic
New England Journal of Public Policy
Our nation has a rare opportunity to shift resources from military to civilian activities for the next few years. A budget pact is supposed to prevent transfers of funds from the military to domestic programs during fiscal years 1992 and 1993, but the pact is cracking in light of the sudden collapse of the Soviet military and the dismemberment of the Soviet Union. While jobs are lost when funds are shifted out of the military, the funds don't disappear - they are used for alternative federal expenditures, paying federal debt, or tax reduction. Many alternative expenditure patterns are available to …
The Last Thing We Need Is Another Shelter, Jessica Segré
The Last Thing We Need Is Another Shelter, Jessica Segré
New England Journal of Public Policy
Segre suggests that family homelessness is merely the latest and most devastating example of America's lack of commitment to children and families. The history of human services for children is presented to show that, both at the community and at the policy levels, this population and its needs have been neglected, subjected to fragmentation, and consistently downgraded on our lists of priorities. The societal values that have led to this situation are discussed and revealed as still reflecting an individualistic, frontier outlook, which is, however, becoming an anachronism. The need for a child/family policy is stressed, as is the urgency …

The Kindred Bonds Of Mentally Ill Homeless Persons, Richard C. Tessler, Gail M. Gamache, Peter H. Rossi, Anthony F. Lehman, Howard H. Goldman
New England Journal of Public Policy
While the unraveling of the kinship bond has long been suspected to play a role in the epidemiology of homelessness, the connection between kinship and homelessness has been little studied. Based on a normative analysis of the role of family structure in response to adversity, this article explores the impact of the amount and quality of kinship ties on episodes of homelessness experienced by discharged psychiatric patients in Ohio. Survey data derived from personal interviews with both former patients and their kin indicate more strain in relations with kin of the homeless than the nonhomeless. The strain in the kinship …
Housing, Community Support, And Homelessness: Emerging Policy In Mental Health Systems, Paul J. Carling
Housing, Community Support, And Homelessness: Emerging Policy In Mental Health Systems, Paul J. Carling
New England Journal of Public Policy
This article summarizes the dramatic changes in public policy through which public mental health systems are attempting to meet the housing and community support needs of persons with severe and persistent mental illnesses, including those who are homeless. It traces the historical approach to meeting these needs through defining people principally as patients and providing some combination of psychotropic medications, outpatient therapy, and structured, supervised quasi-institutional settings such as group homes, shelters, and segregated single-room-occupancy, or board-and-care facilities. A transition phase in public policy has emphasized defining these individuals essentially as service recipients who need greater or lesser amounts of …

The Mckinney Act: New England Responses To Federal Support For State And Local Assistance To The Homeless And Mentally Ill, Danna Mauch, Virginia Mulkern
New England Journal of Public Policy
The Stewart B. McKinney Homeless Assistance Act of 1987 builds on the work of state mental health authorities and the National Institute of Mental Health in the early 1980s. The act and its subsequent amendments are designed to organize, coordinate, and enhance federal support to the states in financing the development of shelter, health, housing, employment, and support services to homeless persons. There is a special focus in the act on assisting homeless persons with handicaps. In the main, the New England states have met the requirements of the act to provide mandated essential services, which include outreach; community mental …

It is believed that the victim was using artery forceps to extract a detonator when he inadvertently prodded into it. The detonators are “stab-sensitive”. The mine activated and he was killed instantly. No details of his injuries were made available.

The victim was reported to have been engaged in making ashtrays with two others. One man removed the fuzes. One man removed the propellant. The victim detonated the percussion caps holding the device in a vice or between his feet. The man removing propellant went away. The man detonating percussion caps let one off with propellant still inside the cartridge. The blast removed his head. The other member of the team present was also injured but no details were made available.

The record states that the victim was “clearing mines” and stepped on a Type 72 anti-personnel blast mine and lost his foot. It is assumed that he was using his detector at the time.

The driver of a recovery truck was sent to recover broken-down plant equipment in a minefield. Lack of supervision and appropriate instructions meant he walked into a known mined area to check the vehicle. He stood on an anti-personnel blast mine; either a PMN, Type 58 Chinese copy, or Iraqi PMN copy (black), or a Type 72 AP and suffered a lower leg amputation.

An ex-pat deminer was checking the edge of “iron bomb of 16 inch Naval shell crater” in a minefield when he trod on a Type 72 anti-personnel mine. The mine has a minimum metal content and he suffered a traumatic amputation of his lower leg. It is presumed that he had his detector in his hand at the time of the accident.

At the anti-tank mine where the accident occurred, one anti-personnel mine was visible, one had detonated, but the mine at 12 o’clock was missing. The victim approached the anti-tank mine from behind, sweeping with his detector. As he advanced, he stepped on the Type 72 anti-personnel mine. He was using a Schiebel AN-19 detector.

Clearing old AFV and ammunition sites, a small group of TCNs (Third Country Nationals) were “de-bombing” a tank at the time of the accident. The ex-pat supervisor got inside the tank and de-bombed it himself, defuzing and passing the shells and fuzes out. While he was inside the tank he heard an explosion outside and came out to investigate.
Disability Or Work: Handicap Policy Choices, Richard V. Burkhauser
Disability Or Work: Handicap Policy Choices, Richard V. Burkhauser
Center for Policy Research
Cross-national comparisons of disability programs and disabled populations show that the social environment workers with handicaps face can be as important as their health in affecting their movement into disability. In this context, Richard Burkhauser reviews American disability policy over the business cycles of the past two decades. He finds that strong economic recovery has, in general, overcome the sharp drop in the well-being of people with handicaps brought on by the recession and the reduction in program benefits in the early 1980s. However, the doubly handicapped, those with both health limitations and poor work skills, have not recovered.

Reality Or Illusion: The Importance Of Creaming On Job Placement Rates In Job Training Partnership Act Programs, Kathryn H. Anderson, Richard V. Burkhauser, Jennie E. Raymond
Center for Policy Research
Critics of the Job Partnership Training Act of 1982 (JTPA) argue that most of its job placement success has been the result of the "creaming" of participants--that is, of serving individuals who are most employable at the expense of those most in need. Using a bivariate probit model of JTPA trainee selection and job placement success, this paper analyzes the selection of JTPA past recipients. It provides a first approximation of the importance of nonrandom selection on job placement rates. Creaming is found to take place within service delivery areas (SDAs), especially with respect to the avoidance of eligible high …

W(H)Ither The Middle Class? A Dynamic View, Greg J. Duncan, Timothy M, Smeeding, Willard Rodgers
Center for Policy Research
A constant theme throughout the history of the U.S. has been the growth of the middle class and the promise of its growth for the elimination of poverty. By the late 1980s, social analysts sensed a decline in the size of the American middle class which later was verified through cross-section analysis of wage and salary and income distribution data. Using time series from the Panel Study of Income Dynamics for prime-age males, this study moves beyond verification of the shrinking of the middle class. The analysis examines changes in both income and wealth and finds that wealth increases reinforced …
