Providing Uninsured Adults With Free Or Low-Cost Primary Care: Does It Influence Their Use Of Hospital Emergency Departments?, Anne G. Zahradnik

This study analyzes one component of the health care safety net to determine whether or not being enrolled in a free or low-cost primary care physician access program subsequently affects emergency room utilization by uninsured adults ages 18 through 64. Those individual decisions are analyzed from both public goods and rational choice schemas. Additionally, physician access programs of different formats (a low-cost physician referral program and a freewalk-in clinic) are analyzed and compared for relative effectiveness. Both the criminal justice and the juvenile justice systems have experienced increased strain due to criminal acts committed by juveniles. Many experts suggest that one way to ease the burden of the courts can be found in the theory of restorative justice. Most often the juvenile justice system is most concerned with the risk and needs of youthful offenders without significant consideration for the victims. This study examines collaboration constructs using Gray & Wood's framework of theoretical dimensions of collaboration and two conceptual models found in the literature in an effort to determine which constructs are present in the successful collaborative efforts of the Elizabeth River Project's Team Paradise as they developed the Paradise Creek Restoration Plan. The study used a mixed method approach involving both qualitative (interview and documents) and quantitative (survey) methods to gather data. The power sector is experiencing profound changes worldwide as policies are enacted to address the linkages between energy use and environmental degradation, as well as improve energy security and local economic development outcomes. This research examines the carbon dioxide (CO2) cap and the renewable energy quota in the United Kingdom's power sector using a constrained optimization model of the U.K. electricity grid. Scenarios simulate the dynamic nature of the supply curve for CO2 mitigation based on the availability of nuclear technologies, energy efficiency investments, fossil fuel prices, and access to emissions reductions from the EU CO2 Cap.

Highlighting presidential values brings to center stage the leadership dimension of foreign policy. Because values play an instrumental role in the policy process, understanding the dominant values of powerful leaders is crucial to sustaining democracy at its most basic level. An empirical study of public statements on Iraq by Presidents Bush, Clinton, and W. Bush from August 2, 1990, the date Iraq invaded Kuwait, through March 19, 2003 provides the data for analysis. Since its creation in 1860, the U.S. Government Printing Office (GPO) has supplied the nation’s Congress, federal agencies, and citizenry with the information they need to carry out their daily activities (Morehead 1999, 15). Through its Superintendent of Documents programs, the GPO produces and disseminates the largest volume of U.S. government publications in the world (U.S. Government Printing Office 2003).

The nature of engagement between American campuses and communities is contested. This article is an invitation to reconsider why community-campus partnerships often look so different and have diverse and sometimes negative outcomes. Using a cultural theory approach (Thompson, Ellis, & Wildavsky, 1990) to elucidate the four main cultural frames that inform human behavior--hierarchist, individualistic, fatalistic, and egalitarian--this treatment maps these frames onto the broad terrain of community-campus partnerships. This exploration enables service-learning and other partnership building practitioners to more clearly recognize and understand the preconceptions that influence partners' approaches. This essay explores the themes of curriculum and pedagogy, as outlined by the editors of this special edition, in the context of Portland State University's institutional transformation. We elucidate select mechanisms that support curricular-community interactions, known at PSU as "community-based learning." In doing so we discuss how CBL and other civic engagement strategies relate to the disciplines, departments, and interdisciplinary work as well as how these various collaborative approaches affect pedagogy and epistemology at PSU.

As evidenced by Hurricane Katrina in August, 2005, disaster response efforts are hindered by a lack of coordination, poor information flows, and the inability of disaster response managers to validate and process relevant information and make decisions in a timely fashion. A number of factors contribute to current lackluster response efforts. Some are inherent to the complex, rapidly changing decision-making environments that characterize most disaster response settings. With the assistance of A. E. Buck, Herbert Hoover coined the term Performance Budget in 1949 to rebrand cost data budgeting. Cost data budgeting originated in 1912 in Richmond County (Staten Island), New York. It is strongly associated with the National Commission on Municipal Standards and the Committee on Uniform Street Sanitation Records, which are both direct derivatives of Clarence Ridley’s original work in making sense of performance measurement under the title Means of Measuring Municipal Government, his 1927 dissertation at Syracuse University. North American Bullfrog (Rana catesbeiana) has been one species neglected from studies. Though, no study has been done to find out if hind limbs have more concentrations that front limbs.
