The Presidential Management Fellows (PMF) Program aims to attract high-performing graduate students into federal service. Given the measured performance of past participants, or Fellows, many Federal agencies use the PMF Program as a cornerstone of their succession planning. Since its inception in 1977, the PMF Program has used a variety of selection mechanisms to identify and assess candidates. The most recent alteration in the PMF Program‟s selection mechanism in 2007 has raised questions of efficiency. Since the events of September 11th and Hurricane Katrina, the field and research associated with emergency preparedness have grown substantially. Despite the positive contributions of research, problems relating to the use of emergency shelters during the disasters have surfaced. Through anecdotal evidence and subsequent research, it was soon discovered that the needs of those with disabilities were not adequately addressed at many sites. Many potential residents were turned away at shelters due to their disability, or if allowed in, were forced to live in sites with barriers that could hinder activities of daily living.

Since 2006 the number of housing foreclosures has increased significantly. This increase is taking a toll on many communities across the nation, including Louisville, Kentucky. The percentage of delinquent mortgage loans in the Commonwealth of Kentucky has risen sharply, jumping nearly 3.5% since 2006, while the percentage of delinquent loans entering foreclosure has risen just as sharply according to the Kentucky Office of the Courts. The number of foreclosed properties proceeding to Master Commissioner sale has more than tripled between 2002 and 2008, to over 3000 foreclosures scheduled to take place. Previous studies have neglected to focus on the generalized affective satisfaction (diffuse support) to state level courts among Hispanics/Latinos. A western US county was selected for this case study to test a racial and ethnic theory of procedural justice in a region with a large Hispanic/Latino population. Differential experience theory was used as a theoretical foundation and posits that people determine their level of satisfaction with the courts based on their own actual experience with the courts. As a continental hub that connects Asia, Africa, and Europe, the Middle East offers a strategic location for the trafficking of persons from poor to richer states. Extreme poverty, coupled with the corporate and royal wealth of the Gulf States, creates a regional dichotomy in which Middle Eastern states serve as ‘source,’ ‘transit,’ and ‘destination’ countries for human trafficking. This paper examines the Ontario Constable Selection System (OCSS) to assess whether barriers within the process discourage candidates from competing for a career in policing. Interviews with 11 newly sworn police officers and 12 individuals who chose not to participate in the OCSS testing were conducted. The findings reveal that factors related to the perceived validity of the test, financial cost, and perceived fairness discourage potential applicants from competing.

For the most part, governments focused on revenue growth, productivity, cost control and quality. The historical relationship between the Kenyan state and women provides lessons and insight as to how women in a colonized state relate to the government and the gains, or lack thereof, that exist. Kenyan women were critical in the nationalist movement that intensified in the 1950s, culminating in independence in 1963. Giving Up The Single Life: Leadership Motivations For Interorganizational Restructuring In Nonprofit Organizations, David A. Campbell

This paper addresses a gap in our understanding of why leaders of nonprofit organizations pursue interorganizational restructuring (defined as mergers and similar arrangements). It draws on several theories that explain interorganizational relations as adaptive responses to environmental conditions. The study analyzes four examples of interorganizational restructuring involving 11 nonprofit human service organizations. The research finds that theories emphasizing single-factor motivations (such as the need for resources, power, legitimacy, or greater efficiency) are incomplete; a multiple-factors approach suggested by Oliver's (1991) integrated theory of interorganizational relations provides a more satisfactory basis for theory development. How presidents talk us into war merges the study of problem definition in public policy with the study of rhetoric in communications. Using both qualitative and quantitative methods, this research analyzes the key words used by two presidents, Lyndon B. Johnson and George W. Bush, to persuade us into escalating a war in Vietnam and engaging in a pre-emptive war in Iraq, respectively. The findings indicate that presidents repeat words that are patriotic, emotive, metaphorical, symbolic and religious, tapping into American themes of Manifest Destiny and even predicting dire outcomes if we do not accept their definitions of the dangers …

Electoral Cycles In Ontario Municipalities: Does Election Proximity Make Local Politicians More Competitive?, Mathew Daley

This paper examines whether an electoral cycle is present in Ontario municipal governments and whether the proximity of an election causes municipal councillors to become more competitive. An analysis of 18,675 municipal council votes between 2003 and 2006 was conducted for the following municipalities: Ottawa, Hamilton, Brampton, London, Markham, Vaughan, Windsor, and Kitchener. The findings reveal a positive correlation between time and competition in three-quarters of the observed municipal councils, indicating the presence of an electoral cycle in Ontario.

Job embeddedness has been found to predict turnover intentions, job search behaviors and turnover, and job embeddedness researchers assert, but have not tested, that job embeddedness is a mediator of other organizationally significant factors relative to organizational outcomes. A relationship not previously explored is the role of a supervisor in job embeddedness, which was operationalized in this study as leader-member exchange. A single panel survey was conducted in a police department in the southern United States with 276 current members holding the rank of police officer.
