This dissertation analyzes the boundaries between the nonprofit and for-profit sectors using network analysis on interlocking directorates. Drawing upon data that contains over 26,000 directors and 1000 organizations, it seeks to identify the nature of the network between the largest organizations in American society and addresses how it might explain recent marketization trends in the nonprofit sector. The “biznification” of the nonprofit sector has caused some alarm amongst nonprofit scholars and this dissertation adds another layer to the discussion by looking at the directors of the nonprofit and for-profit sectors. The purpose of my research is to investigate "double rationing" which entails rationing at two levels of the health care system. At one level, policy makers prioritize treatments that will be covered under a publicly financed health care system. At a lower level, doctors or other health care professionals prioritize patients in need of scarce medical treatments. Traditionally, research focusing on health care rationing has treated these two activities as if they were separate and unrelated events. This dissertation is an empirical analysis of a government policy tool--registry of civil society organizations--targeted toward civil society, how civil society and nonprofit organizations respond to the policy tool, and how it influences the development of civil society. The theoretical framework is based on concepts from literature on mapping civil society, policy studies, nonprofit studies, and development studies. The analysis is based on data collected through administrative and legislative documents and 82 interviews with nonprofit leaders in Ecuador and Colombia, South America.

This Capstone evaluates the elasticity of the revenue system in China, by classifying the revenue sources into three categories: the income tax, turnover tax, and charges and fees. By comparing the annual data and specific elasticity of each category between China and the United States, it is found that the revenue system in China, from 2007 to 2010, was relatively inelastic while the major component of the total revenue keeps pace with the steady growth of the economy. This team reviewed the literature on community indicators, worked with the Portland team to determine qualities of good indicator systems, and then developed an extensive field interview and observation instrument. This instrument was then used to assess a variety of community attributes in case study sites. Our research expanded on the work of the case studies in community revitalization work. They considered the fiscal issues facing local governments and discuss how that may impact their current and future efforts to revitalize their community. Using the theory on Representative Bureaucracy, this study considers the minority representative role, which suggests that administrators who are minorities are more inclined to represent minority interests. This study examined whether officers perceive themselves as advocates based on shared demographics and whether they develop attitudes toward reducing youth violence. Considerably more researchers conduct studies in adult prisons than juvenile correctional facilities, which focus on rehabilitation for youth. Therefore, this study further examines youth correctional staff attitudes toward inmates. The way correctional officers' treat minors may impact the amount of violence in juvenile detention facilities.

Federal government agencies that provide services for women would presumably have an internal women-friendly organizational culture. In this study, organizational culture is measured by financial benefits - annual salary and federal General Schedule grade - provided to women. Regression analyses were used to examine whether gender, grade, and type of agency have an effect on salary and grade. Also bonuses to women are examined, as well as whether men or women are the heads of individual agencies or umbrella departments. Women were awarded fewer bonuses and lesser amounts as compared to men. Also women often are leaders of individual women-centered …

State and local governments play an important role in financing and delivering public services in the United States. In 2008, state and local governments collected 57 percent of total federal, state, and local revenue (Urban Institute and Brookings Institution, Tax Policy Center, 2009). The decentralization of fiscal responsibility has enabled a high degree of variation in state and local tax structures to emerge. This dissertation presents two empirical studies that extend the positive literature on state and local tax policy.

Coordinating organizational activity across different sectors is crucial in disaster management. We analysed the response of 291 aid workers to the Haiti earthquake in 2010 and found that common incentives and a high degree of equality among aid organizations positively affected perceived network coordination. Large and public organizations were more likely to take leadership roles and high numbers of public organizations involved in the disaster response network led to improved network coordination. These results indicate the need for mechanisms that enable smaller and non-profit organizations to participate in network coordination and leadership.

In response to the passage of the Personal Responsibility Work Opportunity Reconciliation Act (PRWORA) and its lead cash assistance program Temporary Assistance to Needy Families (TANF), states have taken unique and divergent approaches to welfare policy implementation. One popular approach to workfare delivery, known as privatization, involves contracting with non-profit and for-profit entities operating within the private sector. The General Accounting Office reports that nearly every state is privatizing TANF services to some degree through third-party contracts, but very little is understood about why variation in contracting exists and the ramifications for the program outcomes of welfare recipients. This paper investigates the interaction between commuting and migration within a local labor market, focusing especially on the question of whether commuting can lead to migration over time. Using Virginia data from 2000 to 2006, the study shows that the commuting flow between two locations has a positive and significant effect on the migration flow in the same direction in subsequent years. The underlying reasons are that increased commuting costs or reduced migration costs can induce commuters to become migrants. These results may have useful implications for urban communities in their revitalization efforts, as cities can explore ways of attracting …

Notions of a culture of impunity surrounding the violence perpetrated by the Brazilian police have lingered ever since the largely unsuccessful prosecutions of those suspected to be involved in the notorious Candelária massacre of 1993. Eight young people, six of whom were under eighteen, were killed by an adult group comprised of several members of the police. Despite the security forces coming under increasing scrutiny ever since, the 2005 Concluding Observations of the Human Rights Committee on Brazil's Periodic Report made disheartening reading. Microbial analysis has long been used as an indicator of water quality. Since the passing of the Safe Drinking Water Act in 1974, microbial standards have been strictly set by the Environmental Protection Agency (EPA) to ensure that the public health is protected from bacterial pathogens. The bacteriological quality of water generally deteriorates as it travels from water treatment facilities through the main distribution system and into private plumbing and distribution systems.
