Transitioning The Canadian Democratic System Into The Era Of Digital Governance: A Longitudinal Study Of First Time Online Voting And Voter Turnout In Ontario Municipalities, Chris Bantock

MPA Major Research Papers

This paper examines the relationship between online voting and voter turnout rates in Ontario municipalities. It uses a longitudinal research design to collect election data from municipalities that used online voting for the first time in 2014, which is compared to election data from the 2010 Ontario municipal elections, and it also uses a survey that was administered to the Clerks Department of randomly selected municipalities. The findings reveal a statistically proven relationship between online voting and increased voter turnout in Ontario municipalities.

This thesis evaluates the equity performance of a recent state environmental justice policy, California’s Senate Bill 535 (S.B. 535). “Environmental justice” refers to the disproportionate environmental harm imposed on low-income and minority communities. S.B. 535 uses competitive grants to provide funding to these communities. The research is centered around two questions: (1) to what extent has S.B. 535 experienced successful implementation in its first year of operation, and (2) how can policy actors improve implementation while balancing performance and equity goals? Devalued homes and weakened economic conditions of 2008 led to lost property tax revenues, more vacant and abandoned properties, and destabilized neighborhoods. The first Neighborhood Stabilization Program (NSP1) was a federal intervention designed to mitigate the damage of the recession, but there is scant evidence of program effectiveness. A phenomenological study, using a method outlined by Moustakas,

answered questions on the benefits and barriers of NSP1 as perceived by stakeholders in a Mid-Atlantic city. Failure to receive critical and timely information from emergency management professionals (EMPs) may lead to the loss of life during disasters and emergencies. Recent research and government reports have indicated that there may be communication failures between EMPs and minority community members, though little is known about how minority communities perceive EMP communication efforts. The central research questions and purpose of this study were designed to explore the experiences of minority community members in receiving and interpreting disaster-related communications from EMPs. For noncustodial fathers, having legal rights and leaving an inheritance to their child or children are important aspects of being an active father. Georgia state law sees a difference between paternity and legitimation, and for some noncustodial fathers, although paternity is established and they are responsible for supporting that child financially and medically as deemed through child support enforcement, they have no legal rights to their children, nor can they petition the courts for visitation until legitimation is established.
