In February 2016, researchers from the US Forest Service had detected toxics in moss samples adjacent to several businesses in Portland. This began a series of events that highlighted both the significance of public records requests and the difficulty Oregon Department of Environmental Quality (DEQ) has in responding to complex requests.

The interest in issues related to air toxics put a strain on the capacity of the agency to respond in a timely fashion to the news media as well as citizens groups.

Effective governance in the 21st-century demands a different set of competencies than prior generations, with greater emphasis on collaborative leadership, global intercultural competence, and the ability to respond nimbly to rapidly changing circumstances. Many public affairs programs have changed curriculum content to place greater emphasis on these topics. Given the extent to which such changes are altering how public issues are defined, how policies are adopted, and how programs and services are delivered as much as what those problems, policies, and programs are, then how we teach is arguably as important as what we teach. What role do local governments play in promoting sustainable economic development? This article uses a 2014 national survey to analyze the relationship between local environment and social equity motivations and the kinds of economic development strategies local governments pursue (business incentives or community economic development policies). Municipalities that pay more attention to environmental sustainability and social equity use higher levels of community economic development tools and lower levels of business incentives. These places are also more likely to have written economic development plans, and involve more participants in the economic development process. This project seeks to explore the realities of the emergency medical system in the Durban area, particularly relative to government policy. It contextualizes its findings within the literature on public policy. Data for the project was collected via nine in-depth interviews with various professionals working in the field of emergency medical services, as well as a survey of fourteen citizens conducted in the peri-urban township of Cato Manor. This data was analyzed using qualitative methods. While every participant had different views and a different perspective on emergency services, some recurring themes and trends became evident, allowing for conclusions to be …

Recently, through the development of online technology, civic crowdfunding has emerged as a way in which to connect citizens to community problems and projects. The growth and early success of the field underscores the importance of better understanding civic crowdfunding, how it works, and how it may impact local government. Through a mixed-methods design, this study investigates the growing field of civic crowdfunding in an effort to better understand what types of projects are proposed, where they are proposed, and why some civic crowdfunding proposals may be successful while others are not. The quest for effective and efficient service delivery by the bureaucracy has long been a core issue in public administration. An honest, accountable, and service-oriented public administration is important, not only to act as a social and economic promoter, but also to consolidate democratic values. However, as non-elected government officials, bureaucrats are associated with some negative connotations: inefficient, lethargic, hostile, inflexible, imperious, and overpaid. Federally Qualified Health Centers(FQHC) and Community Health Centers are growing with the Affordable Care Act. This paper introduces literature that supports the need for Community Health Centers and management of low income patients with chronic illnesses. This paper also reviews the fieldwork experience at a FQHC. It reviews the goals, project, methods and findings of the fieldwork. This paper also elaborates on the scope of the project and a quality improvement report for the FQHC in observation. This study explores a series of events that occurred in the spring of 1876. The relationship between the Indianapolis city government, the Marion County Courts, the Indianapolis Police Department, and the African American community came together to usher in changes never before envisioned. The Indianapolis Police Department (IPD) was formed in 1855, then disbanded 12 months later in a political dispute. From 1857-to-1876, the IPD was all white. These changes took place as the Reconstruction era was coming to a close. The first Ku Klux Klan was at its apex, terrorizing black communities, and Jim Crow was coming into its …

The Clark County Parenting Project offers a series of free programs to help parents become more effective in raising their children. This program evaluation focuses on Teen Triple P, one of the six programs offered by Clark County, evaluating the effectiveness of the program to the community. The Parenting Project partnered with the University of Nevada, Las Vegas, School of Public Policy and Leadership to be a participant in a program evaluation. The evaluation will serve as a tool to determine the overall effectiveness in meeting program goals and objectives as well as determining strengths and weaknesses in program implementation.

The most common definition of outdoor education comes from "education in, about, and for the outdoors" (Donaldson and Donaldson, 1958, p. 63). In 2008, the Ministry of Health and Long-Term Care released the Public Health Emergency Preparedness Protocol, which mandated local health units to develop emergency response plans consistent with the Incident Management System (IMS). The main purpose for implementing IMS was to provide a standardized approach to local and provincial government emergency response by providing a common framework. This paper identifies some of the factors present in health units that consistently implement IMS during incident and emergency response. A questionnaire was developed to collect data from 34 of the 35 health units in Ontario. The findings reveal that health units have …

In recent years, public-private partnerships, which are commonly referred to as PPPs or P3s, have become increasingly popular in Canada. Within the context of public transit, PPPs involve the private sector designing, building, financing, and operating the facilities. This paper analyzes the potential benefits of P3s based on an in-depth case study of public transportation investment in Greater Vancouver. It compares a DBFO (design-build-finance-operate) project and two non-DBFO projects in Metro Vancouver using the three variables of efficiency, fulfillment of original purposes, and procedural transparency. In recent years, both the public and private sectors have been using digital strategies, which represent an integration of business and technology plans in an organization. This paper investigates the early adoption of digital strategies in the public sector at the local government level using case studies for southern Ontario that focus on existing academic and practice-based literature, along with documented government adoptions of digital strategies to identify trends and issues. This paper explores the merits of directly-elected heads of council versus appointed heads of council in Ontario’s upper-tier regional governments with a specific focus on the Niagara Region. A comparative literature review of academic papers and government publications was undertaken, principally by examining the local government reforms introduced by the Blair government in English municipalities, namely the creation of the Greater London Authority (GLA) and the position of Mayor of London.
