The increasing frequency and severity of extreme weather events require organizations to effectively manage the threats these phenomena pose. To respond to these challenges, public agencies often turn to their organizational memories for guidance. Organizational memories support information processing capacity, facilitate sensemaking, and legitimize and speed up decision-making processes. While memories influence different aspects of organizational life, little is known about their antecedents and the mechanisms behind the retrieval of past events. Multilateral organizations, such as the World Health Organization (WHO), play a key role in managing health emergencies during crises. During the COVID-19 pandemic, WHO achieved significant progress by supporting countries with technical assistance, guidelines, and essential resources. This experience highlighted the importance of WHO in tackling global public health problems and showed how multilateral collaboration can help address complex challenges. Trading volumes are one of the most important indicators of liquidity in financial markets. Although the Iraqi banking system has experienced liquidity turmoil since 2003, this has led to a significant decline in the stock market. This study aims to investigate the impact of trading volumes on bank credit in the Iraq Stock Exchange. Based on a sample of 60 companies listed on the Iraq Stock Exchange and 18 banks, the study spanned a 15-year period, from 2008 to 2023. This study investigates the relationship between market-economic decentralization and governance within the Hargeisa Local Government in Somaliland. Market-economic decentralization, influenced by neoliberal principles, involves transferring decision-making authority to local levels to stimulate private sector engagement and economic efficiency. Despite comprehensive decentralization reforms initiated in 2001, Hargeisa continues to confront significant governance challenges, including institutional weaknesses, fiscal mismanagement, and corruption. Employing a mixed-methods approach, this research integrates quantitative surveys and qualitative interviews with 269 local officials to assess the impact of decentralization on key governance indicators: accountability, transparency, and e-governance. Development planning ideally requires accurate information to translate distant solutions, where actions and impacts are separated by significant delays. However, the attention theory suggests that the attention of planners is constrained by familiarity bias, shaped by organizational procedures and communication channels. This study argues that planners are less likely to prioritize distant solutions due to a stronger sense of perceived self-efficacy. Even when presented with favorable information, decision-makers tend to rely on heuristics that filter out unfamiliar information. Exploring The Relationship Between Quality Audits Performance Metrics And Compliance Within Healthcare Quality Management Systems, Abdulrahman Abdullah Alrahmani

This research examines the complex interconnections for quality audits, performance measurements, and compliance rates inside a healthcare quality management system by analyzing data coming from 500 patients across several departments within a single hospital. The study adopts a quantitative methodology, including diverse healthcare quality metrics such as patient satisfaction, infection rates, readmission rates, and medical mistakes. Statistical analysis indicated a robust positive connection (r = 0.808, p < 0.05) between quality audit scores, and performance measures, indicating, that elevated audit scores strongly predicted superior hospital performance. The association between compliance rates, and performance measurements used to be poor (r = 0.004, p > 0.05), indicating a more intricate interaction within the quality management system analysis for departments including Cardiology, Neurology, Orthopedics, Pediatrics, and General Medicine revealed comparable trends, alongside correlation values between 0.77, and 0.83. This research aims to analyze the specificity of succession between nine and the expansion of credit on the establishment consisting of five private Iraqi commercial banks for the period (2014-2023). Climate disasters pose fiscal challenges for local governments by increasing recovery costs and demand for property tax relief. Homeowners with or without property damage face tax burdens that may not match changes to their property value. This study examines the impact of Hurricane Sandy on property values and tax assessments in New York City. Using a difference-in-differences approach and comprehensive property-level data, we find that (1) inundated properties faced greater tax burdens due to limited declines in taxable value; (2) unaffected properties in flood zones saw tax burden increases due to declining market values and unchanged taxable values; and (3) …

The Child and Family Services Review (CFSR) is a federally mandated continuous quality improvement process that sets and assesses national child welfare performance standards. The CFSR impacts agency practices and caseworker responsibilities. Research has linked high turnover rates, averaging around 30% nationally, to agency-related variables, some of which are influenced by the CFSR. The Consequences Of Declining Patriotism In The United States, Neil N. Snyder

Patriotism, an important determinant of American civil-military relations, is in decline among many Americans. This article analyzes the results of an extensive national survey fielded to assess Americans’ attitudes and finds that more veterans value patriotism than Generation Z nonveterans, that Americans’ trust in their military is correlated with their value for patriotism, and that members of Generation Z are more likely to consider serving in the US military if they value patriotism. Although patriotism is normally a source of national unity, it may now be a source of division between veterans, nonveterans, and Generation Z.

This article argues that Russia’s Arctic land forces have been weakened by the Russia-Ukraine War and NATO’s northern expansion, creating a strategic window for Western militaries to bolster their Arctic capabilities. Unlike existing studies that focus on maritime operations and the Northern Sea Route, it integrates technical assessments of ground-based Arctic platforms with analysis of military-district reforms. The transgender and gender non-conforming population experiences discrimination when using public restrooms, but scholarly researchers do not know how the varying degrees of acceptance or rejection impact their daily lives. The purpose of this qualitative study was to better understand the lived experiences of transgender and non-conforming (TGNC) adults to determine if bathroom legislation helps alleviate adversity experienced by this group. Gentrification is a process in which low-income urban neighborhoods experience reinvestment and an influx of higher socioeconomic status (SES) residents. There is a growing literature on the impacts of gentrification on public schools, including effects on enrollment, student achievement, and parent involvement. This paper seeks to provide conceptual and empirical justifications for civil servants to engage in disobedience to curb bureaucratic pathology. Various civil servants have long complained that they face illegal instructions from their superiors. The cases discussed here are from public procurement, which has a dimension of political corruption, a recurring problem in many places in Indonesia. Thus, the problem shall be seen as a bureaucratic pathology rather than as maladministration. Child fatalities resulting from abuse and neglect have a residual effect on families, communities, and child protective services (CPS) professionals tasked with ensuring child safety. The purpose of the mixed-methods study was to examine how CPS professionals made decisions in high-risk and fatality cases by evaluating decision-making processes, identifying contextual and interpersonal influences, and addressing practice questions related to administrative data, case records, caseworker and supervisor perspectives, cost implications, and organizational supports. Public trust in the Indonesian National Police (Polri) has experienced significant fluctuations due to allegations of misconduct, corruption, and excessive use of force. This study examines the relationship between public trust and compliance with Polri authority, particularly in the context of strained police-community relations. Drawing on procedural justice and restorative regulation theories, the research argues that trust directly influences voluntary compliance and that procedural justice alone is insufficient to repair legitimacy deficits. Instead, a dual model combining procedural fairness with restorative reconciliation, including acknowledgment of past harms and community dialogue is proposed as a more effective strategy for rebuilding trust. …

This dissertation aimed to analyze the impacts of aggregated federal funding from the CDBG and HOME block grants on temporal changes in the Housing Affordability Index (HAI Change). The temporal change in Housing Affordability between 2011–2015 and 2016–2020 was constructed as the dependent variable to measure the direct and indirect impacts of CDBG/HOME funding.
