Holding Ground In The Cerulean Tide: Minority Party Legislators' Strategies For Advancing Climate Policies In Landslide States, Sukjae Lee

This dissertation addresses a key puzzle: Why do states sometimes adopt nationally polarized policies, such as climate change legislation, even when doing so does not align with strict partisan interests? The analysis focuses on “landslide states,” where a single party overwhelmingly dominates, and the minority party cannot realistically expect to gain a majority. In these environments, reduced partisan conflict allows minority party legislators to break from traditional partisan paths. As a result, I argue that electoral motivations drive them to signal moderation by advancing liberal policy agendas or incorporating provisions that minimize backlash from their core constituents in landslide states. …

In this study, the researcher explored urban training gaps, opportunities, and synergies across the United States and five Allied and partner nations, and how synthetic training environments (STE) technologies should be optimized now and in the future to improve US all-domain urban training. The researcher adopted a qualitative multiple case study approach, analyzing military doctrine, urban warfare training strategies, and infrastructure in the United States, Germany, France, Britain, Israel, and Singapore to establish best practices across these countries. The relationship between Spain and Latin America demands critical attention, not only due to its colonial past but also in light of shifting global power structures and growing generational demands for accountability from historically oppressive states. This study takes its form in a literature review to synthesize the evolving postcolonial dynamic between Spain and the Latin American region—whose long-run development and capacity for economic independence have been fundamentally shaped by colonization. Drawing on postcolonial theory, historical context, international relations, foreign policy, and primary sources, this paper argues that Spain’s modern entanglement with Latin America reflects a neocolonial pattern. How did the United Nations - an international organization built on 19^th century worldviews and state-centric structures, integrate 21^st century challenges of environmental protection into its mission and programs? The UN Charter includes no mandate for environmental protection. Ecological integrity was not included in the scope of peace and security held by member states when they ratified the UN Charter. Yet, despite this and other historical, philosophical and structural limitations, the UN became the leading body for the development of global environmental policy.

This paper explores how intergenerational dialogue and inquiry (IDI) may help break the silence about past brutality and contribute to collective healing, social justice and communal well-being. The specific historical contexts that it is concerned with are transatlantic slavery and colonisation, and the continued legacies of contemporary racism. Global communities impacted by these tragedies often experience silence between the generations about the trauma resulting from the atrocity, often exacerbated by present day discrimination. This paper explores the integral role of Nafeer, a traditional Sudanese communal practice, and social networks in addressing humanitarian crises, focusing on the ongoing 2023 conflict. Nafeer, rooted in rural agricultural settings, has evolved to mobilise urban communities for emergency responses, while social networks extend social support beyond family ties, providing a complementary layer of resource-sharing. Both systems, decentralised and grassroots in nature, contrast sharply with formal international aid structures. The research highlights how Nafeer and social networks mobilise resources through traditional means, such as mobilising social capital and economic resources including remittances, and modern mechanisms, like crowdfunding.
