Sociological theory has provided two models that attempt to explain social power and decision making in America, the elite model (Mills) and the pluralist model. Mills saw power in America like particles dispersed in a triangle--with more and more power at the top, but more people at the base of the triangle. For Mills there was a powerful elite that ruled almost like a monarchy and decision making on all fronts was vested in them. James A. Harmon was born in 1890 on his grandfather’s farm outside of Red House, WV. Mr. Harmon reminiscences about his childhood growing up on a 350-acre farm. He earned a sixth grade education at a two-room schoolhouse. When he was 14 years old, Mr. Harmon started his career on the river on the Steamer Calvert. In the future, as in the past, one function of international law will be to formalize and clarify procedures to deal with emergent problems. The international environmental developments noted in this paper, e.g. global monitoring, supervision of the seabed, protection of endangered species, resource allocation, and many others, will require institutional arrangements differing from those with which nations have had experience. Innovation in legal principles and procedures is an almost certain consequence of such developments. National Income Insurance: Some Implications For Political And Economic Inequality, John B. Williamson

Several co-workers and I have recently completed an evaluation of sixty-three anti-poverty programs and proposals (Williamson, et. al., 1973, 1974). This paper briefly describes the study and some of our findings by way of introduction to the presentation and defense of a national income insurance proposal, This proposal is a synthesis of three highly rated anti-poverty strategies. It would within a few years have a substantial impact on the extent of the economic inequality in the United States.

The administration of public policy has always been a challenge in the United States because power is divided and dispersed on both an institutional and a regional basis. Nowhere is this more obvious than in the administration of the federal grant-in-aid programs which developed during the 1960's. Effective administration of these programs has been hampered at the intergovernmental level by the tremendous explosion in the number of grant-in-aid programs, the increasing reliance on categorical grant-in-aid programs, the confusing network of red tape, the development of a "function bureaucracy" which has alienated state and local officials, and the lack of a …

The purpose of this discussion is to demonstrate how the initiative power may be employed by citizens wishing to pass a law independent of the state legislature. Although the initiative power is granted in many state constitutions, in the past it has been used sparingly. However during these days of political activism the initiative power has been given new vitality. For example, in the area of environmental law it has been employed by citizens groups in such states as California, Illinois, and Wisconsin to reserve greater individual rights against environmental polluters.

Job Satisfaction Of Police Officers In Second Class Cities In Kentucky, Joan Robertson

The purpose of this study is to attempt to find out how the police officers in the second-class cities in Kentucky view their work. Questions asked concern relationships with the public, their supervisors, and co-workers; opinions of recent court rulings affecting their work; and their sentiments about salaries and plans to continue in police work. After assessing the job satisfaction of the officers, the results were correlated with other studies and recommendations are made directed toward increasing the officers' motivation and effectiveness in performing their duties.

Many of the important questions whose resolution shaped twentieth century Canadian-American relations developed out of real or imagined conflicts of interest in the Pacific region during the latter part of the ninteenth century. The United States had no diplomatic representation in Canada, but consuls in British Columbia and the Yukon kept the Department of State well informed of developments which affected American interests. With emphasis on the period between 1880 and 1906, this paper describes the roles played by the consuls in the definition of problems that arose from disputes over boundaries, resource use, smuggling and extradition.
