Welfare Legislation And American Poverty Traps: Ironies And Characteristics, Theresa Villanueva, Richard J. Caston

The Journal of Sociology & Social Welfare

We argue that legislative attempts to establish bureaucratic programs to eradicate American poverty will invariably result in ironic inconsistencies that will doom such programs to only limited or partial success. As an illustration, we examine the ironic history of the AFDC program as it has been legislated to deal with American poverty. Three sociological accounts for the ironies of welfare programming are then drawn together. One account suggests that undue concern over the work ethic has overridden more direct concern for the deprecating living conditions of the Door. The Journal of Sociology & Social Welfare

This paper has three main thrusts. The first searches the Reagan campaign, the 1980 Republican Platform, the election and survey results to determine whether or not Reagan can creditably lay claim to a mandate for his social policies. The second thrust investigates the 1982 Reagan spending and taxing programs. Our purpose here is to ascertain if those policies denote major new directions in U.S. social policy. Our third purpose involves an assessment of the Reagan fiscal policies upon the U.S. economy.

In the hot, dry, strangely beautiful land of Somalia, the first issue of the day is politics: politics of survival for the Barre regime, politics of food for the burgeoning refugee camps, politics of the East-West encounter here on the Horn of Africa. The other issue is the economy, particularly the invisible, irregular, illegal economy. Somalia's story is roughly comparable to the current "second economy” analysis of the Soviet Union which suggests a large sector of that system is extralegal, undercover, and in subversion of bureaucratic regulation-"the taxi driver can arrange it" system.

Argentina in 1976 was a place of unusual paradox. The government with more than 60% of the popular vote seemed to have crumbled to the ground with almost no backing from those who had put it into office. Its downfall was due to its inability to resolve the "national crisis" facing the nation.

On 24 March 1976, the military finally intervened via a coup d'etat. Under the new regime, violations of human rights have been reported and protests have been made by leading human rights movements. The military junta argues that its policies and course of actions are necessary for …

A number of developments over the past decade or so illustrate the increasing salience of environmental problems for Soviet policy makers. In the mid-1960s, controversy over the potential pollution of Lake Baikal appears to have stimulated and legitimized environmental protection as an issue for discussion in the Soviet press. The output of scholarly books and articles by philosophers, economists, biologists, physicists, and sociologists reflects the broad range of organizations concerned with these questions. Support is also evident in high places-Brezhnev's report to the 25th Party Congress in 1976 emphasized the importance of environmental protection and announced that 11 billion rubles …

Problem. The purpose of this study was to investigate the impact and influence of Indiana public school teachers and teachers unions on the political system of Indiana, 1956-1976. Method. Legislators were contacted personally durinB the 1976 General Assembly, using a questionnaire to structure a short interview. Those legislators who were not accessible during the thirty-day session of the Legislature were mailed a copy of the questionnaire along with a letter of explanation and two reference letters. Based on the entire population of 150 legislators, 120 legislators responded, representing a return of 80 percent. The responses of both the interview group …

This study is an inter-disciplinary analysis of the backgrounds of the Carter administrative elite. Various theories of political science, public administration, and ethics are presented in relation to Jimmy Carter's appointees. A background composite is presented of the elites' education, career before government service, age, sex, and geographic region of birth and socialization. Information about the elites was obtained from biographical listings, and was stored and processed by an electronic data processing system.

The Carter administrative elite has included persons who have been named to positions that do not maximize their experiences and qualifications in the most appropriate manner. This …

This study examines the internal political scene of Israel and its affect on the overall Middle East situation. It focuses on ideology, structure, and policy within Israel as components of that scene.

The ideology of Zionism provided the justification for the creation of Israel and continues to form the basis for governmental decision making there. This paper introduces the central dimensions which have emerged in the current welfare reform debate. They include adaquacy, work incentives, family stability and cost. The last legislative session introduced a new group of "welfare reform" proposals, each attempting to address these critiques of the current welfare system. Considering four major bills including Carter's Comprehensive Program for Better Jobs and Income on the basis of recent research findings, results in a tentative preference for Carter's plan. It addresses the major reform dimensions better than the others and would result in modest improvements. Nevertheless, true reform is unlikely to be achieved by …
