In the article "Center of Gravity" (Military Intelligence, April-June 1995), Captains Bruce Niedrauer and Lisa Bennett succinctly emphasized the concept of understanding the center of gravity and why it is critical to intelligence personnel. This concept, based upon Army doctrine, has been published in FM 100-5, Operations. Since the publication of FM 100-5 in June 1993, however, a number of doctrinal concepts and premises have become obsolete in the rapidly changing environment in which the Army conducts operations. It is envisioned that such force will qualitatively change because of the introduction of advanced technology. This article argues that the traditional perception of the battlefield reveals the limiting assumptions upon which Force XXI is built, that it is constrained by its three dimensions, and that it is most likely outmoded. Paradoxically, it is the rise of nonWestern warfare and the proliferation of advanced weaponry that together have made current "spatial concepts" of the modern battlefield obsolete.[1] To be an effective military force into the 21st century, the US Army should start now to redefine the battlefield so that new operational concepts can evolve and produce the doctrine and materiel requirements that will lead to meaningful …

However, these two theories have now begun to actively influence military thinking. The American public generally perceives poverty as an urban problem. However, the incidence of poverty is actually higher in rural areas. Current, AFDC and food stamp legislation reflects the American public's perception. What is overlooked in AFDC and food stamp legislation is the distinguishing characteristics of the rural poor. AFDC and food stamp legislation are less effective in reducing poverty in rural areas. Where you are poor makes a difference. Recognition of the diversity of poverty populations is crucial for the design of effective policies and programs.

Francis Lieber (1798-1872), one of the first university-trained German scholars to migrate to America, served as a bridge between the intellectual and political cultures of Germany, England, and America. While cultivating an astonishing range of activities and interests, Lieber helped lay the foundation of academic political science in America and promoted its practical application to public affairs. His theory of institutional liberty, which attributes the rise of civil liberty to the development of an increasingly integrated complex of self-governing institutions, may be his most original contribution to the political science literature.
