A move toward Montenegrin independence would cause Serbian public opinion to focus inward and would likely be the first step in the process towards true democratic evolution. Russia is not likely to support Montenegrin independence and Russia is unlikely to take decisive action to save the Yugoslav Federation. The removal of Slobodan Milosevic from power will have a modest impact on the prospects for maintaining independence.

The Gagauz leadership has advanced several basic demands. The first category of demands relates to economic concerns and these appear to be the most fundamental. The situation that they insist be addressed in that there is an economic disparity between Gagauzia and the rest of the Moldovan Republic.

If one looks beyond the rhetoric of Comrat, Gagauz political demands are secondary to the economic ones. They demand political parties that would operate in local elections. One of the many complexities of multinational coalition operations stems from differences in culture, military procedures, and command and control processes between the cooperating command centers. These differences can influence the interactions between decision makers of different command centers and can affect the outcome of the coalition operation. A coalition model, composed of individual models of the five-stage interacting decision maker model, was used in a virtual experiment. The subjective parameters included in the decision maker model can be any attribute that characterizes the heterogeneity of the decision makers. Systems of different command centers that are brought together in a coalition operation must have some level of interoperability in order to work together. Bares [2000] has introduced a formalism of three interoperability domains that describe the ability of the systems to define their own level of interoperability within the coalition by assessing their own and the other systems’ ability to interact on actions of the coalition. The lowest domain, interconnectivity, reflects the ability to exchange messages; this level must already have been achieved in order for the systems to participate in the coalition. The Georgia Bureau of Investigation (GBI) has initiated a research project that profiles the perpetrators of hostage and barricade incidents. This research is conducted using a questionnaire that is completed at incident conclusion. The questionnaire was provide .. by the FBI as part of a project called HOB AS (Hostage, Barricade, and Suicide). The HOBAS information is distributed electronically and in print to member law enforcement agencies. HOBAS information is used in this project as the main source of secondary data. Sufism is one of the most important religious movements in Chechnya. It is significant because it is a popular rallying point and, to the external world, it is not obvious who is or is not a member of these clandestine brotherhoods. Sufism gives its adherents an organizational basis that is somewhat like that of the early communist party. There are twenty-seven religious movements operating in Chechnya today. Kunta Hadji is one of the most important of these and is associated with the Qadiriya brotherhood, generally regarded as the second most important of the Soviet-era brotherhoods.

Religious diversity has had a dramatic impact on the development of the North Caucasus region. People do not indentify primarily with either a national or international Islamic community. The fundamentalist Vakhabite community has become a major regional force during the past decade in spite of numerous efforts to suppress its influence. Official suppression of the Vakhabites has resulted in the emergence of a clandestine Vakhabite network supported from abroad. This research paper provides an estimate of the significance of rents and rent-seeking process as major underlying factors in the Malaysian economy. It was found that throughout the Malaysian economic development (from pre-independence to current), the Malaysian economy has experienced three types of rent-management, which are rent-management by the state, rent-management by state-initiated (public) enterprise, and n:nt-management by privately-controlled enterprise via politically influential business elites.
