Fiscal Conditions, Political Interests, And Service Outsourcing Decisions: The Case Of Georgia Counties, Ya Anna Ni, Zhirong Jerry Zhao

The question why a government chooses a specific service delivery tool to provide public service to its citizenry is a central intellectual inquiry in public administration. This paper develops a framework to explain the production and sector choices of public services by political-economic environment, organizational capacity, service market condition, and nature of service. Using operation and financial data of Georgia county governments during 2000-2006, we apply the framework to analyze Georgia counties’ public service outsourcing decisions, focusing on the effects of fiscal condition and political interests. Reclaiming Egalitarianism In The Political Theory Of Campaign Finance Reform, Frank Pasquale

Recent advocacy for campaign finance reform has been based on an ideal of the democratic process which is unrealistic and unhelpful. Scholars should instead return to its egalitarian roots. This article examines how deliberative democratic theory became the main justification for campaign finance reform. It exposes the shortcomings of this deliberativist detour and instead models campaign spending as an effort to commodify issue-salience. Given this dominant function of money in politics, a more effective paradigm for reform is equalizing influence. Advocates of campaign regulation should return to the original principles of reformers; not an idealized vision of the democratic process, …

Laser and beam weapons have been the stuff of science fiction lore for many years. Good science fiction, however, is based on some kind of science fact and, if done properly, will become less implausible over time. This now is occurring with lasers--both when used in an improvised weaponry role and when produced as dedicated laser weapons.

In 2005, over half of the rural population in El Salvador was living on less than U.S. $2 dollars per day (Programa de las Naciones Unidas para el Desarrollo 2003: 42). The harsh reality of economic subsistence obligates children in El Salvador to contribute to their family’s survival. Employers providing this frail economic lifeline inevitably acquire control over the children. This economic control is a prominent aspect of contemporary slavery and is manifested through violence or exploitation. Today’s manifestations of bondage are a marked departure from those of pre-modern slavery. Now the value of the human “goods” is so low that slavers do not have to worry about damaging them. Two hundred years ago, slaves had to at least be treated with a modicum of safety, if for no other reason than to ensure continued profitability. The fight for human rights in Myanmar goes back to its independence in 1948. The Myanmar military (tatmadaw) has engaged in shocking violations of almost every right in the Universal Declaration of Human Rights. The issue of forced labor, however, is of particular concern. Forced labor is employed primarily in development projects, agricultural enterprises, and the military. It is used to impose collective punishment on civilians, to build highly profitable development that strengthens military rule, and to allow the military access and logistical support in the most remote regions of insurgent-occupied territories. Contract Enslavement Of Female Migrant Domestic Workers In Saudi Arabia And The United Arab Emirates, Romina Halabi

Slavery was not abolished in Saudi Arabia until 1962, and in the United Arab Emirates (UAE) until 1963. It is unsurprising, then, that contract slavery of domestic servants continues to thrive in much of the Persian Gulf, where local economies prosper on the immigration of foreign workers. Economic incentives on the part of the sending and receiving nations encourage the migration of female workers from their home countries to Saudi Arabia and to the UAE. These incentives, coupled with restrictive contract systems, bind the female domestic worker to her employer and create an environment conducive to exploitation and involuntary servitude.

The Effect Of Gender On Health Care Policy In The State Legislature, Ashley Wilson Huth

This paper examines whether descriptive representation, in terms of gender, affects substantive representation among female legislators in a single state legislature. Data are collected from the 82nd General Assembly of the Iowa state legislature's lower-house. The unit of analysis is the individual bill. Controlling for legislator and district characteristics, I test whether legislator gender has an independent effect on the likelihood of the introduction of healthcare legislation. Utilizing the substantive representation index, and logistic regression with robust-cluster-standard-errors, I find that males introduce more healthcare bills when compared to females. Economic Efficiency Versus Public Choice: The Case Of Property Rights In Road Traffic Management, Jonathan R. Nash

This Article argues, using the case of responses to traffic con­gestion, that public choice theory provides a greater explanation for the emergence of property rights than does economic efficiency. The tradi­tional solution to traffic congestion is to provide new roadway capacity, but that is not an efficient response in that it does not lead to internaliza­tion of costs and may actually exacerbate congestion problems by induc­ing travel that would not have taken place but for the new construction. By contrast, congestion charges, which impose tolls designed to internal­ize the costs of driving, offer an efficient way to address the problem …
