Recently, there has been heated debate as to whether or not assistance from the International Monetary Fund has proven to be a great humanitarian effort or a scheme by Western governments to keep emerging Latin American countries in debt. The IMF partners with numerous governments in order to create a collective monetary community from which all may benefit in times of need. Economics around the globe has been a growing issue of late due to the current economic crisis. This study focuses on political institutional factors that influence spending in a particular country. The variables used in this study include Gross Domestic Product (GDP), Tax Revenue as Percent of GDP, and current account balance to name a few. This research looks at the relationship between proportional representation compared to majoritarian systems as well as presidential compared to parliamentary systems and how these relate to public budgeting. As a long-time human rights advocate I find myself uncomfortably sharing Rieff's central concern over the link between military intervention and human rights advocacy, forged through the Responsibility to Protect (R2P) doctrine. This common concern is uncomfortable because I don't share his broader sentiments. However, it is also uncomfortable because it involves me swimming against the human rights tide, which seems to have embraced R2P.

Party politics in the European Parliament (EP) consists of competition between transnational party groups, each consisting of multiple national member parties from the 27 member states of the European Union (EU). Identifying the policy space that these parties inhabit and their ideological positions is both practically and conceptually challenging. In this article we characterize this policy competition by tracking EP political groups from three separate, original expert surveys taken in 2004, 2007 and 2010. We look at the relative positioning of the groups on multiple dimensions of policy, as well as changes in party group policy since 2004. Additionally, we …

Paul Gottfried argues (Conservatism in America: Making Sense of the American Right, 2009) that despite claims to a British patrimony going through Edmund Burke, the American Right has no meaningful connection to European Conservatism. Moreover, the attempt to connect American Conservatism with Edmund Burke hides the leftward turn in the American Conservative Movement over the last several decades. But Gottfried’s argument rests on assumptions about the aristocratic foundation of conservatism and neglects the very real Burkean institutional framework in much of American history. The Obama administration recently issued a regulation requiring all employers except religious organizations to include contraceptives in their employees' health insurance. The Catholic Church and various politicians have accused the administration of violating the church's religious freedom. Although the administration has modified its original regulation, it continues to be attacked for "waging war" on religious freedom.

The “rise of the rest” has prompted questions about the capacity and willingness of the United States to lead the liberal international order established under its post-war hegemony. Some prophesize that stronger connections amongst emerging powers are the basis for a parallel international order parading different rules, norms and institutions. In contrast, Ikenberry argues that the visionary use of US power has woven capitalist and democratic societies together into a uniquely entrenched “Western” order that is “hard to overturn and easy to join.” Prevailing arrangements will condition the environment within which rising powers make their decisions; nevertheless, by joining the …

This paper examines the Congressional success of United States Presidents based on the reported Congressional Quarterly Presidential Box Scores. Their individual success is examined as an effect of the senior staff member a President chooses and whether they are chosen from the campaign, personal experience, or previous administrations. It is important for a President to consider the origins of these staffers as these Assistants to the President act as the body of the President’s administration. This chapter will provide an overview of adversary weaponry that will be utilized by criminals and opposing forces (OPFORs) which U.S. law enforcement personnel may encounter domestically. The projected time frame will cover the futures period from 2009 through 2025. Criminal weaponry use will be analyzed using a criminal threat continuum that starts with minimal threats and increases in severity. OPFOR weaponry use will be analyzed using a similar continuum. It should be noted that OPFOR threats, like criminal threats, are illicit in nature and derived from individuals and groups that can be designated as engaging in criminal behavior or …

This essay briefly recounts the evolution of the gangs that occupy failed communities and states, further discusses and updates the model of third generation street gangs discussed in an earlier Journal of Gang Research article—typically described simply as third generation gangs (3 GEN Gangs), and suggests strategies for coping with and mitigating this evolved form of gang violence. Of note is the lack of impact 3 GEN Gangs studies have had on domestically focused U.S. academic gang research while, at the same time, becoming a dominant model in use by defense analysis and scholars focusing on increasingly politicized non-state threat …

The primarily bipolar world that helped to characterize the decades long Cold War has begun to realign itself. The information revolution, increasing globalizations, the ongoing expansion of transnational terrorist and insurgent networks, and many other elements of this systemic level change have continued to take place into the early twenty-first century. Within the context of this large-scale shift in human and state relations, one question that has often been asked by analysis is whether changing forms of insurgency are taking place. Political culture, fiscal constraints and institutional incentives have shaped the making and implementation of Conditional Cash Transfers (CCT) in Latin America. However, why have CCTs consolidated in Brazil, been secondary in Colombia and remained absent in Venezuela? Brazilian authoritarian legacy and neoliberal rationality combined with strong federalism during economic downturn and provided room for experimentation in social policy, eventually leading to the incorporation and future universalization of CCTs (Bolsa Família). In contrast, less rationalized bureaucracies in Colombia and Venezuela have operated under strong presidentialism, allowing economic recessions and executive electoral incentives to shape weak CCT implementation (Familias …

This article will discuss why the use of two types of red teams - analytical and physical - to identify and then simulate ‘suicide bomber threat scenarios’ is necessary for the force protection training of deploying Canadian military units. Red teaming as a discipline can be divided into two basic forms: (1) analytical red teaming, which is diegetic in nature; that is, based upon descriptive products and decision support functions and (2) physical red teaming, which is mimetic in nature; that is, derived from live-action and role playing-based training with an opposing force (OPFOR) deployed against a friendly military unit. …

Incising only the offending portions of Afghani culture, as the sergeant suggests, will not work. Do we eliminate blood feuds but not child brides and the honor killings of soiled daughters? Do we stop the execution of Muslim converts to Christianity?
