The increase in leases for surface gold mining in Ghana between 1983 and 1998 has had drastic consequences for sustainable land use and management in the country. Most of these leases were for surface mining displacing the original owners from large arable land needed for their livelihoods. This situation makes the local people vulnerable to econom-ic uncertainties. The real benefits accruing to the ordinary Ghanaian in these mining communities is simply taken, for granted as monetary compensation is paid to affected community members. Such palliative payments to people displaced by mining activities do not address the existing vulnerabilities of these …

The Risk Reduction Management Centre (RRMC) Replication Project, an initiative of the United Nations Development Program (UNDP), aims to take a Cuban best practice in disaster risk reduction and adapt it to the local context of five other Caribbean countries. This project differs from most development projects in that the individuals and institutions providing the assistance (in this case technical training and know-how) are themselves from a developing country (Cuba). This model, wherein developing countries provide resources, information, and training to other developing countries, is known as South-South Cooperation (SSC).

I inquire into Samuel P. Huntington’s clash of civilizations theory as outlined in his landmark The Clash of Civilizations. I explore conflicts starting at the end of the Cold War to 2007 in order to examine whether Huntington’s theory has been materializing (there is a marked increase in conflicts between Civilizations, and they have become more intense) or if the face of conflicts has stayed relatively similar to Cold War era clashes. As the international norm negotiates its way through various national (and even grassroots) levels, a point of inquiry would be how domestic norm entrepreneurs have enabled its localization. This study looks at the narrative of a loose network of peace and women’s human rights groups that worked together to localize United Nations Security Council Resolution (UNSCR) 1325 on women, peace and security in the Philippines. A recent article in the New York Times focused on the possible increase in female gun ownership in the United States. This “new” phenomenon of women and guns is of course far from new: as early as the 1870s, trapshooting for women was publicized by gun manufacturers as yet another feminine activity, not far removed from shopping or club work. The ultra-feminine Annie Oakley, who in the 1880s became an international star in Buffalo Bill’s Wild West, personally taught fifteen thousand women to shoot. Debates over food security strategies in the Philippines have pitted the neoliberal paradigm of trade liberalization, export cropping, and chemical and biotech agricultural methods against the food sovereignty paradigm of protectionism, staple cropping, and sustainable agriculture methods.

The Philippine government has long pushed for yield increases of staples. However, there has been dissonance between governmental desires for rice self-sufficiency and pursuit of a more export-oriented agricultural economy. Historically, gender occupational stereotyping has mainly affected women across numerous social areas. Given that political socialization plays a key role in the classroom, analyzing the gendered language and images in textbooks can help determine social expectations and the efficacy of gendered policies. Previous works suggest that elementary textbooks (through gendered words and images) structure children's perceptions of women's and men's occupations. Bureauspeak analyzes bureaucrats' rhetorical practices within municipal governments. This project asserts that respectful rhetorical practices have always been implicit in traditional notions of rhetoric, but have not been explicitly addressed. This project describes the political epistemic field (PEF), formed by discourse, audience, reality and rhetor, that is created within a municipal environment where policy deliberations occur. The PEF allows for interactions among the four elements and results in changes to all the elements as the interactions occur. The policy-making audience in the PEF expects their bureaucrat-rhetor to enact respectful rhetorical practices, but in many instances those expectations are also implicit …

Scholars have long explored questions concerning presidential foreign policy decision making as well as military performance in conducting operations. Studies have covered a wide variety of topics, including the organizational dynamics of the military bureaucracy, the effectiveness of military operations, how presidential rhetorical strategies influence the public agenda in foreign affairs, and, in turn, how public opinion influences presidential foreign policy decision-making. A growing body of research suggests that institutional performance affects citizen participation (see Holzner 2010; Bratton, Mattes et al 2005; Hiskey and Bowler 2005). But despite this recognition of the importance of institutions, there is relatively limited research into the institutional determinants of political participation, particularly with respect to developing countries. This dissertation fills this gap by examining local political participation in Ghana and Liberia using an institutional approach. I employ qualitative analyses based on field work and primary source documents, as well as quantitative analyses at both the individual and contextual level.

The local government tax-exempt debt market is a growing, and complex, sector of public finance. As local governments turn to debt financing the factors that contribute to interest costs of that debt have become important considerations for local government officials and politicians. Governance at the local level involves a network of overlapping governments some of which share a tax base. This system of overlapping governments that share a tax base are subject to externalities that arise from taxation, expenditures, and debt. Microfinance is a development tool used to reduce poverty among extremely poor households. Impoverished households can access lines of credit through microfinance institutions (MFIs), in order to create a new business, smooth household consumption, fund medical emergencies, etc. Many authors postulate that MFIs are drifting from a welfarist to an institutionalist approach to lending.

Using MIXMarket data on specific MFIs in 118 countries between 1995 and 2011, the average loan balance of these organizations will be regressed against measure of outreach and sustainability of these institutions by charter type through a series of four, fixed effects models. The main research …

This dissertation explores the relationship between intergenerational dynamics and politics outcomes in several distinct contexts. It is motivated by the remarkable demographic shifts exhibited by people in advanced countries over the past several decades. Individuals on average have longer lives and fewer children than ever before. Combining these shifts with the large intergenerational public policies that exist in many such states (education, old-age social welfare, healthcare) provokes several distinct yet related research questions addressed in the chapters below. This study looks at the relationship between charter school presence and neighborhood quality in Los Angeles. Using data from the Los Angeles Department of Education, Zillow Real Estate, and the Los Angeles Sheriff, this paper attempts to find whether changes in charter presence influence the price of surrounding real estate or the occurrence of serious and petty crimes. The results find that charter schools tend to be associated with a decrease in home sale prices. The results on crime imply that crime increases upon the opening of charter schools, however they are statistically insignificant.

Fossil Fuel Subsidies: Impacts And Reform Strategies, Jennifer E. Good

This thesis uses cross-country panel regressions to identify the effects of fossil-fuel subsidies for both oil importers and oil exporters on GDP growth, industry growth, crowding out of government expenditures in education, health, and infrastructure, government debt, carbon dioxide emissions, inequality and poverty. Fossil-fuel subsidies are found to be associated with lower levels of growth and industry growth, less government expenditure on health and education, poorer infrastructure quality, more government debt, and higher rates of carbon dioxide emissions. No relationship is found between fossil fuel subsidies and poverty and inequality. These results confirm the arguments of those that argue that …

In sum, when considering the findings of all three chapters of this thesis cumulatively, several implications are worth noting in regards to the relationship between environmental policy and economic competitiveness. First, the notion that adopting stringent environmental standards will impede on a state's ability to remain economically competitive was shown to be the exception, rather than the rule in all of the cases surveyed in this thesis. Moreover, the cumulative research throughout this thesis has shown the depth of complexity that exists between environmental and economic policy networks. Mapping Dissent: The Responsibility To Protect And Its State Critics, Patrick Quinton-Brown

Addressing dissent, also known as ‘rejectionism’, will broaden and deepen the global consensus on the Responsibility to Protect (R2P) principle. However, how should scholars understand the objections raised by state critics? To answer this question, I analyse R2P opposition as presented in official UN transcripts, voting records, and resolutions. The article reveals that six related themes of dissent exist with varying degrees of emphasis amongst opponents. Conventional depictions of R2P opposition, such as the absolute sovereignty or North vs. South explanations, are therefore inadequate representations of the diverse range of arguments employed by dissenters.
