This paper examines the persistent neocolonial dynamics within the Franc Zone, encapsulated by the adage “plus ça change, plus c’est la même chose” (the more things change, the more they stay the same). Despite nominal independence in the 1960s achieved by countries colonized by France, the analysis reveals how France maintains significant control through the Franc Zone and the “Françafrique” system. The Franc Zone, encompassing fifteen African states using the CFA Franc and Comoros Franc, functions under principles ensuring French dominance and the enslavement of these countries: fixed exchange rates pegged to the Euro, mandatory centralization of a large portion …

Communities of African descent worldwide experience persistent structural discrimination, manifested in poverty, underdevelopment, marginalization, social exclusion, and economic disparities. The historical crimes of enslavement, the transatlantic trade of enslaved Africans, apartheid, and colonialism, recognized as crimes against humanity and potentially constituting genocide, have left enduring trauma and systemic repercussions. At the turn of the millennium, the landscape of Africa has been punctuated by intense weather conditions. Child marriage affects 39,000 girls daily, totaling 650 million women married before age eighteen globally. While driven by poverty, tradition, and limited education, climate change is emerging as a significant new factor, particularly in developing nations such as Malawi, where 42% of girls marry before age eighteen. An estimated 1.5 million girls in Malawi are at risk due to climate-exacerbated food insecurity and displacement. This paper, using feminist theories of intersectionality, postcolonial feminism, and feminist political ecology, examines the complex link between climate change and child marriage in Malawi. This article argues that thinking creatively about war termination, both philosophically and politically, utilizing jus post bellum principles and counterintuitive political trade-offs, reveals an opportunity to achieve a sustainable peace that approximates justice. The article surveys how war aims among belligerents have changed, indicating that further change is possible, particularly at the point of war termination. Next, the article examines jus post bellum principles and their application to the Russia-Ukraine War. Finally, the article contends that Ukraine relinquishing Crimea and the Donbas in exchange for NATO membership might be the key to achieving a durable peace that addresses long-term security.

This article argues that China’s intervention in a Korean conflict will hinge more on North Korea’s ability to hold territory than on bilateral ties. Rather than treat Chinese intervention as a yes-or-no proposition, this study models three scenarios—full intervention, sustained support, and limited support—based on North Korean resilience. Using Chinese-language sources and scenario-based analysis, it assesses how each model would shape key functional areas such as ISR, cyber, materiel, and force posture. The findings offer US defense planners a framework for anticipating variable People’s Liberation Army involvement in a future Korea contingency.

This article argues that the current National Security Strategy lacks the necessary coherence and fidelity to mobilize collective action against the emerging Russia-China axis. It merges multiple theoretical concepts to assert that the “rules-based order” theme is insufficient for mobilizing public support. Using textual analysis of the strategy compared with publicly available polling to determine levels of popular resonance, the authors find that the “rules-based order emphasis” does not resonate. This study’s conclusions will assist practitioners as they develop an updated National Security Strategy in the new presidential administration.

This thesis examines the relationship between human trafficking and genocide, arguing that when trafficking is used with the intent to destroy a targeted group, it should be understood and prosecuted as an act of genocide. While international law traditionally treats genocide and human trafficking as distinct crimes, historical and contemporary evidence reveals significant overlap in their mechanisms, motivations, and outcomes. Through a thematic analysis of three case studies, this research demonstrates how trafficking has been systematically employed to further genocidal objectives, including displacement, exploitation, cultural erasure, and the destruction of communities. This study evaluates the effectiveness of economic sanctions imposed on Iran’s nuclear ambitions, with a particular emphasis on the Joint Comprehensive Plan of Action (JCPOA) and the Maximum Pressure Campaign (MPC). Using the Economic Coercion Trilemma framework, this research analyzes the impact of these sanctions regimes on Iran’s nuclear program through the lenses of efficacy, political feasibility, and unintended consequences. Ultimately this study explores the question: Could sustained sanctions have constrained Iran’s access to critical resources, effectively halting its pursuit of nuclear weapons? This qualitative embedded single-case study explored how a rural-serving regional public university (RPU) contributed to the political well-being of its politically polarized service region ahead of the 2024 presidential election. Guided by the stewardship of political place theoretical framework, which integrates rural consciousness, the Community Capitals Framework, and the stewardship of place framework for RPUs’ public engagement, the study utilized policy discourse analysis to examine regional residents' and internal constituents' perceptions regarding WPU’s role in promoting regional political well-being. Data collection included semi-structured interviews, direct observations of campus civic engagement events, and institutional document reviews.

The purpose of this study was to engage queer Colorado educators to explore how to sustain their identities as queer educators in a politically fractured state. By focusing on Colorado, I could assess the extent to which the legal protections afforded there adequately support educators in sustaining themselves.
