Speak No Evil: Do Zambian Religious Leaders Practice A “Conspiracy Of Silence” Regarding Hiv/Aids?, Corliss Lentz, Sarmistha Majumdar

“A Conspiracy of Silence” vilifies religious institutions for their perceived silence during the HIV/AIDS pandemic (Ngoma-Simengwa 2010). There have been few studies to determine whether clergy are silent about HIV/AIDS. This article reviews the 2011 Zambian Religious Leader’s Survey, which surveyed 336 clergy from two denominations in Zambia: Christians and Muslims. Twelve questions were used to identify the frequency of preaching on HIV/AIDS related topics. A factor analysis was used to select factors that were commonly addressed by Christian and Muslim clergy in their preaching, and each factor had several variables as topics of preaching. Are States With Larger Than Average Black Populations Really The Worst Places To Live In The Usa? A Spatial Equilibrium Approach To Ranking Quality Of Life, Maury Granger, Gregory N. Price

Quality-of-life rankings based on location-specific attributes/local amenities could induce elected official and policy makers into incorrectly constructing economic development plans if the ranking scheme was flawed. Hierarchical rankings of states in the USA in terms of quality-of-life that use an explicit amenity accounting method, typically assign lower ranks to states with large Black American populations. We show that these rankings utilize methodologies that are not based on economic theory, and that they arbitrarily construct ranking schemes about what individuals and firms value about the places where they locate. Nonprofit organizations (NPOs) have historically dealt with the problem of trying to build organizational capacity while simultaneously dealing with scarce resources. Consequently, practitioners and scholars continue to offer assistance to nonprofits in the development of techniques aimed at addressing these situations. Recent literature shows a push towards innovation, the use of new organizational tax structures, and/or the use of commercial revenue generating activities as plausible strategic alternatives for dealing with declining resources. While these techniques show promise, they typically are reserved for larger nonprofits (as measured by their funding base) and those nonprofits with missions that lend themselves for such …

This short terrorism futures essay will focus upon differing forms of targeting and their effects, that is, destructive versus disruptive, and the interrelationship between these and the scale of effect of weaponry in engagements, highlighting the differences between legitimate state use of coercion and the illegitimate use of disruptive targeting—and the subsequent magnification of the scale of effect of weaponry in engagements—when employed by terrorists. The controversial MRAPs raise two questions. First, does the MRAP experience support the contention that the Pentagon is not sufficiently able to field irregular warfare capabilities? Second, what factors best explain the MRAP failure, whether that failure is determined to be their delayed fielding or the fact that they were fielded at all? We conclude that MRAPs are a valid irregular warfare requirement and that the Pentagon should have been better prepared to field them, albeit not on the scale demanded by events in Iraq. Deadly, inter-ethnic group conflict remains a threat to international security in a world where the majority of armed violence occurs not only within states but in the most ungoverned areas within states. Conflicts that occur between groups living in largely ungoverned areas often become deeply protracted and are difficult to resolve when the state is weak and harsh environmental conditions place human security increasingly under threat. However, even under these conditions, why do some local conflicts between ethnic groups escalate, whereas others do not? Every time an infamous mass shooting takes place, a storm of rhetoric sweeps across this country with the fury of a wild fire. “Why are we letting these people carry guns?” “Why were they not hospitalized?” “The government needs to crack down on this issue!” What is the government’s response to these cries of concern? Politicians and the media attempt to ease public fears by drawing tenuous connections among a handful of poorly understood tragedies. This manuscript focuses on the present threat posed by terrorist and insurgent use of unmanned aerial vehicles (UAVs) as well as associated future threat potentials. This work presents a counterintuitive analysis in the sense that armed drones are typically viewed as a component of America’s conventional warfighting prowess—not a technology that would be used against U.S. troops deployed overseas or against civilians back home. The emerging threat of such UAV use against the United States is investigated, and the unique analysis and creative approach related to the threat scenario variants generated are very informative. The end of hostilities between warring factions in Congo-Brazzaville has marked a decisive moment in the state’s developmental history. Post conflict reconstruction is a foundational component of public policies that restore order within society, igniting the engines of economic development, and in obtaining sustainable peace. This project explores the puzzle of religious violence variation. Religious actors initiate conflict at a higher rate than their secular counterparts, last longer, are more deadly, and are less prone to negotiated termination. Yet the legacy of religious peacemakers on the reduction of violence is undeniable. Under what conditions does religion contribute to escalated violence and under what conditions does it contribute to peace?
I argue that more intense everyday practices of group members, or high levels of orthopraxy, create dispositional indivisibilities that make violence a natural alternative to bargaining. Subnational armed groups with members whose practices are exclusive and …

This thesis evaluates the equity performance of a recent state environmental justice policy, California’s Senate Bill 535 (S.B. 535). “Environmental justice” refers to the disproportionate environmental harm imposed on low-income and minority communities. S.B. 535 uses competitive grants to provide funding to these communities. The research is centered around two questions: (1) to what extent has S.B. 535 experienced successful implementation in its first year of operation, and (2) how can policy actors improve implementation while balancing performance and equity goals? Using narrative research study founded in social constructionism, I explored the lived experiences of thirty Afghan humanitarian aid workers in Kabul, Afghanistan, to discover how they experienced the war on terror. Ten participants were individually interviewed and their stories, personal experiences, perceptions, and voices have been presented in this study. I also facilitated a focus group of twenty Afghan NGO directors, and their views are echoed in the study. The Internet is a ubiquitous feature in everyday life, but its application to social movements has yet to be completely understood. This phenomenological study examines the lived experiences of bloggers who focused on the gay, lesbian, bisexual, and transgender (LGBT) movement in the United States to understand the impact bloggers and their work as online activists have on existing LGBT social movement organization and operation. The study theorizes that a nation-state can manifest a condition similar to that of personality commonly associated with humans. Through the identification of consistent behaviors, a personality like condition is recognizable, and the underlining motivations dictate national policy independent of any current social/political influence. The research examines Russia during two historical periods examining the conflict events and social/political transitions of the period, to identify common behavioral characteristics, which indicate the existence of any independent personality like trait.

This author examines subjective indicators of well-being as they relate to the happiness movement, a global effort to create a new economic paradigm. The essay focuses on the prominent international institutions that are developing happiness metrics as well as agencies exploring the use of happiness data for crafting supportive public policy. A definition of happiness metrics, based on international institutions, identifies the primary questions that compose perceived happiness and how this data can be used.

How do cities find the path to sustainable development policy when confronted with constituent opposition? To address this dilemma, a case study of a small, land-locked city in Central Florida was conducted, whose long battle with sustainable development has been, at times, both successful and unsuccessful. Winter Park provides an excellent backdrop for studying which political correlates are requisite for the successful execution of growth policy. Generational succession is an interesting phenomenon that occurs in all social sciences. The human generations overlap one another, but researchers have defined several generations to which a certain age belongs: Baby Boomers, Generation X, Generation Y, and the Millennials. Being born in a particular time frame could affect the attitudes, beliefs, and values a person holds in general. Human trafficking poses a threat to national security and undermines global order. Trafficking exploits sovereign borders and undermines state legitimacy by highlighting failures of governance. This thesis seeks to understand policy responses to human trafficking, which are essential to providing resilient national security while upholding human rights.
I conducted a mixed methods analysis to examine three levels of government response to trafficking: domestic, regional/international, and foreign domestic measures. In order to explore presidential rhetoric, media coverage and its contribution to public opinion, this thesis will examine these facets in the matters of international terrorism. More specifically, terrorism in India, Syria, and Afghanistan will be assessed and compared during two time periods: 2003-2004, and 2011-2012. The United States has always administered territorial governments and the primary entity entrusted with this authority is the United States Congress. This dissertation, using an American Political Development framework, seeks to uncover the variety of ways in which Congressional decision-making over territorial policy has shifted. The Central Asian energy system (CAES) was built during the Soviet period and designed without concern for what are today national borders. The resource sharing mechanism ensured the security of the CAES—reliable and stable energy supplies to meet the needs of both the people and the economy.
