In June 2014 an Expert Panel on Technology and Innovation in UN Peacekeeping was commissioned to examine how technology and innovation could strengthen peacekeeping missions. The panel's report argues for wider deployment of advanced technologies, including greater use of ground and airborne sensors and other technical sources of data, advanced data analytics and information fusion to assist in data integration. This article explores the emerging intelligence-led, informationist conception of UN peacekeeping against the backdrop of increasingly complex peacekeeping mandates and precarious security conditions. Blown Away: How China Outsmarts Wto Rulings In The Wind Industry, Seung-Youn Oh

Through a study of China’s wind turbine sector, this paper demonstrates how China liberally implements industrial policies and then removes them when the WTO disputes them. China’s convenient compliance with the WTO rulings reflects Beijing’s realpolitik navigation through the organization’s dispute-resolution process, rather than socialization to international norms.

"As the president and his war managers increasingly saw Vietnam as a 'race between accomplishment and patience,' publicizing progress became an integral part of the war. Yet far from a unique case of bureaucratic dishonesty, the 1967 salesmanship campaign demonstrates the reality, even necessity, of conversation gaps when one is assessing progress in wars where the military struggle abroad matters less than the political one at home."

Premised upon the observation that MOOC and crowdsourcing phenomena share several important characteristics, including IT mediation, large-scale human participation, and varying levels of openness to participants, this work systematizes a comparison of MOOC and crowdsourcing phenomena along these salient dimensions. In doing so, we learn that both domains share further common traits, including similarities in IT structures, knowledge generating capabilities, presence of intermediary service providers, and techniques designed to attract and maintain participant activity. Stemming directly from this analysis, we discuss new directions for future research in both fields and draw out actionable implications for practitioners and researchers in both …

The Affordable Care Act (ACA) changed the national discussion about who is the decision-maker in healthcare delivery – physicians or others that pay the bill. The federal government is the largest payer of healthcare services while states are responsible for implementing the ACA’s features. Through the ACA, the federal government endorsed non-physician primary care by advanced practice registered nurses (APRN). This chapter seeks to advance the conceptual and normative analysis of what Rogers Smith (2014) calls “appropriately differentiated citizenship” for a particular category of would-be border crossers who have so far been absent from the normative literature on immigration and exclusion: border crossing peoples.
Such peoples are defined by a longstanding history of crossing a particular international border for reasons — cultural, political, and/or economic — central to their collective identity. After surviving a car crash, a fish fry owner finds her store in disrepair and smelling of rotting fish. Without access to resources to clean her store, she sets up shop on the sidewalk to make ends meet. On the same block, a florist sells fake flowers because he lacks the capital to purchase refrigerators to sell real flowers. These small businesses located on the same block in Northside Richmond, VA are a microcosm of the inequalities present in this city. This thesis attempts to ask how the United States should conduct foreign policy towards Iran given the Joint Comprehensive Plan of Action (JCPOA), agreed to on 14 June 2015. The 2015 JCPOA initiated a drastic shift in US foreign policy toward Iran. It is now up to US policy makers to craft a coherent Iran foreign policy moving forward from the agreement. In order to accomplish this, the vitriolic relationship between Iran and the United States, which contains two concurrent narratives, must be examined. It was at the first Hackers’ Conference in 1984 that Stewart Brand coined the phrase “information wants to be free.” There are many ways to interpret this statement, but the most prevalent one is the “deterministic” interpretation. According to this reading, information is understood as possessing an innate tendency toward freedom—what it “wants,” it gets. Information is seen as self-moving and progressive. Implicit in this understanding is the belief that information will promote equality and democracy as it grows. Nuclear arms have revolutionized the ways by which human beings are able to harm one another. Omnipresent in the status quo is a nuclear tension, and whether subtly or more overtly, this tension underlies a great many international relationships. While Westphalian paranoia and neorealist power perceptions encourage populations to continue placing their faith in nuclear umbrellas and deterrence strategies, scholars and activists increasingly claim that without the realization of universal disarmament, humanity concedes to the inevitability of future nuclear detonation.

This article critically examines neo-republican democratic theory, as articulated by Philip Pettit, with respect to its capacity to address some of the pressing challenges of our times. While the neo-republican focus on domination has great promise, it mistakenly commits to the position that democracy—the primary tool with which we fight domination—is limited to state activity. Examining this error helps us make sense of two additional problems with his theory: an overestimation of the capacity of legislative bodies to identify sufficient responses to practices of domination, and the potential conflict between avoiding state domination of the general citizenry and avoiding state …

Road To Recovery: Recidivism And The Mclean County Drug Court, Julia Neaves

This study explores the effectiveness of the McLean County Drug Court at reducing time to recidivism using survival analysis techniques. Data on 146 drug court participants was collected using the county’s proprietary case management systems. Findings suggest that length of drug court programming significantly reduces time to recidivism. Unfortunately, black offenders and offenders with prior criminal history were found to return to the prison system more rapidly than other groups, suggesting that drug court programming may not be addressing the greater systemic issues present in the criminal justice system. Intercountry Adoption And Child Sponsorship In Vietnam: A Practicum-Based Exploration Of A Complex Relationship, Rainah Umlauf

For over a decade, Vietnam ranked in the top ten countries providing the most children for intercountry adoption (ICA), sending almost 11,000 children abroad since 2003 (U.S. State Department, 2015). It is likely that many of these children, however, were not orphans; evidence reveals that a lucrative baby-buying industry falsified information and trafficked children for years in order to meet the high international demand for healthy infants.
In this paper, I relate this history of ICA fraud to contemporary child sponsorship in Vietnam. I find that ICA and child sponsorship are intertwined in two contradictory ways. First, child sponsorship programs …

This study examines the impact that violence has on an underserved community and its opportunity for revitalization. It attempts to reveal and analyze significant differences of opinion among residents, politicians, and other stakeholders in the Englewood community of Chicago, focusing primarily on what is needed to revitalize the community and reduce the level of violence in it. One key research finding is that there is a significant disconnect between residents of Englewood, the politicians who represent them, and activists and social-service providers who work with them in the community. Civil war dominates conflict in the modern era. An effect of this is a large number of refugees, who flee from war-torn countries in favor of lands where they can live in safety. This paper examines the extent to which the number of these refugees is affected by the number of civil wars a country has had in a year. Previous literature suggests that civil wars increase destruction in a state and threaten people’s lives, which encourages migration out of a warring country. The state of the environment is receiving increasing attention. Environmental quality’s possible relationship to violent conflict attracts both popular and academic interest. Prior research has found support for the idea that environmental scarcity is related to higher occurrences of civil war. There have been few comprehensive quantitative studies regarding this relationship. This study tests a more general argument that higher environmental quality can lead to fewer occurrences of internal armed conflict. The effects of economic development are enormously important in understanding the causes of civil war and the requirements for successful post-conflict reconstruction. In recent decades we have seen an increase in the number of civil wars because of a phenomenon known as the conflict trap. I question why we see an increase in civil wars and what role unstable economic development plays in contributing to the conflict trap. Despite their analogous status as economically developed nations, the United States and Scandinavian countries have marked differences in their healthcare systems. In particular both areas discernibly differ in the antenatal treatment provided for expecting women and their babies. Sweden and Denmark’s healthcare systems are universal, run primarily on taxpayer dollars, and provide equal antenatal care regardless of socioeconomic status. The United States’ healthcare system is run on a combination of private and government run insurance, in which socioeconomic status often determines insurance coverage.
