This project argues that, in the wake of the 2007-09 financial crisis, the United States (US) and European Union (EU) are doubling down on finance-led domestic growth strategies and that this is their goal in constructing a transatlantic financial regulatory regime. The regime’s goal privileges the input of industry actors over other civil society actors. The construction of this regime is in response to pressure from emerging markets and to service domestic industry actors after the financial crisis. The Limits Of Liberal Planning: The Lindsay Administration's Failed Plan To Control Development On Staten Island, Jeffrey A. Kroessler

Staten Island grew rapidly after the Verrazano Narrows Bridge opened in 1964. Mayor John Lindsay introduced a plan to control and guide development there, and encouraged planned unit development. The Rouse Company, then building Columbia, Maryland, was contracted to plan new communities for the southern third of Staten Island to more than double the borough’s population. State Senator John Marchi introduced legislation for the South Richmond Development Corporation in 1971. The plan called for the city to use eminent domain to buy property and transfer it to the Rouse Company, which would also construct residential towers on landfill in Raritan …

Created over 67 years ago, the United Nations Relief and Works Agency has stood the test of time, but perhaps not in the best of ways. It is one of the largest UN agencies, boasting an annual budget that typically exceeds 1.3 Billion US$ and a staff of over 30,000, but it is not a commonly known entity. This study explores a series of events that occurred in the spring of 1876. The relationship between the Indianapolis city government, the Marion County Courts, the Indianapolis Police Department, and the African American community came together to usher in changes never before envisioned. The Indianapolis Police Department (IPD) was formed in 1855, then disbanded 12 months later in a political dispute. From 1857-to-1876, the IPD was all white. These changes took place as the Reconstruction era was coming to a close. The first Ku Klux Klan was at its apex, terrorizing black communities, and Jim Crow was coming into its …

The debate over the effect of government structure is one of the most examined aspects of administration. At the municipal level, much of this work has focused on the structural reforms of the Progressive era. Three of these reforms –city managers, at-large elections, and non-partisan elections –were meant to make cities more professional and efficient. Three more –initiatives, referenda, and recalls –were meant to make cities more democratic. Community colleges are playing an increasingly important role in national and local postsecondary education and economic development policy arenas. These two-year institutions educate 46 percent of American undergraduates, including the majority of African American, Hispanic and Native American undergraduate students. However, community colleges are failing to graduate students, particularly students of color (AACC, 2012). Given the national demand for graduates, policymakers are struggling to help more under-represented groups succeed and complete their college degrees. Natural Disasters In Latin America: The Role Of Disaster Type And Productive Sector On The Urban-Rural Income Gap And Rural To Urban Migration, Madeline Alice Messick

This research provides insight into the impact of natural disasters as drivers of rural to urban migration in Latin America and the Caribbean (LAC). Disasters of varying types are predicted to have differing impacts on the productive sectors of agriculture, industry, and services; which due to the concentration of the various productive sectors in either urban or rural areas, subsequently changes the urban-rural wage differential. Changes to the wage differential (as measured by the urban-rural income gap) are predicted to lead to movement between urban and rural areas until a new equilibrium wage is reached.

To explore these tentative diagnoses and conceptualizations we called for papers engaging different aspects of law's subjectivity turn. A selection of papers that map the possible genealogies for the emergence of post-neoliberal law, address the implications of anthropomorphic corporate regulation, or analyze transformations in sovereign subjectivities is now published in this symposium issue. The papers take up and make salient an array of the big questions of our day.

Since the mid-1990s, UN special procedures reports have increasingly addressed human rights violations related to sexual orientation. However, it was not until 2011 that the first UN resolution on human rights and sexual orientation was adopted. After considerable difficulty, a follow-up resolution was adopted in late 2014. This policy and practice note examines the challenges of adopting sexual orientation resolutions at the UN Human Rights Council. Greater Toronto is recognized as a high-performing urban region. Over the past decade, however, negative social, economic, and environmental trends have emerged that threaten the region’s future. On the basis of documentary research and four focus group workshops with a diverse array of professional practitioners, this paper assesses the Toronto region’s current assets and vulnerabilities in relation to future risks.The discussion is framed by the concept of resilience—an increasingly popular, yet abstract, concept in urban planning and public administration. The 2015 presidential election cycle in Tanzania featured social media networks in electoral campaigning. Citizen and party campaigners emerged and used Facebook, Twitter, YouTube, Instagram and WhatsApp mobile instant-messaging application to recruit and mobilise voters. This article attempts to examine the most recent explosion of citizen and party election campaigners on Facebook. The analysis focuses on their engagement with Facebook campaigns, and whether the use of this social media platform amplified the promotion of presidential candidates. The findings indicate that some presidential candidates were hardly visible on Facebook and could not get citizen and party campaign-initiated support. Some were actively …

While many studies have examined self-exclusion few have focused on the processes through which gamblers return at the end of their agreements. In 2014, the RGC Centre for the Advancement of Best Practices examined voluntary self-exclusion reinstatement and renewal in an effort to develop evidence-informed best-practices for both land-based and online gambling operations. The presentation outlines the findings of the study and the recommended best practices for reintegration and ban renewal.

The following paper draws attention and investigates the impact of religion, specifically religiosity, on the development of marriage immigration policy in Serbia, Denmark, and the United States. In directly comparing between the three states, significant evidence suggests that religiosity has clearly influenced the restrictiveness of marriage immigration policy altogether. A Vision Of Peace Through U.S. Leadership: President Jimmy Carter's Moral Foreign Policy Vision And The Panama Canal Treaties, Holly L. Welsh De Paula

This thesis examines President Jimmy Carter’s foreign policy and his administration’s campaign to promote the ratification of the Panama Canal treaties from 1977 to 1978. I argue that President Carter’s administration developed a coherent foreign policy vision that was inspired by moral convictions and aimed to promote international peace. The fundamental aspects of this vision are reflected in the Panama Canal treaties. During the turbulent Senate debate over the treaties, opposition arguments attacking President Carter’s moral policy encouraged the Carter administration to favor more pragmatic arguments in support of the treaties, which ultimately obscured President Carter’s overarching foreign policy vision. …

This dissertation is a case study of Better Work, a program run by the International Labor Organization and the International Finance Corporation. It aims to improve working conditions and productivity in the apparel industry. The purpose of this case study is to examine the role that international organizations can play in global governance. The research presented here comes from interviews, document analysis, and an examination of quantitative data on factories’ working conditions.
