The University of Tennessee (UT) developed its first formal and coordinated efforts in nuclear security education in 2008-2009 with its graduate certificate program in nuclear security in the Department of Nuclear Engineering. Building on this work, in 2011 UT established the UT Institute for Nuclear Security (INS) as a collaborative center at the university to expand its curricular impact as well as foster research and partnerships with nearby major governmental facilities engaged in nuclear security work. Oak Ridge National Laboratory (ORNL), the Y-12 National Security Complex (Y-12), and Oak Ridge Associated Universities (ORAU) have joined with UT as charter members …

The international community has spent considerable time, money, and effort attempting to establish a series of national and regional Centres of Excellence (COEs), also known as Nuclear Security Training and Support Centres (NSSCs). These Centres tend to have a wide variety of objectives, structures, and methods of delivery. Unsurprisingly, no internationally accepted standard exists on how they should operate. The IAEA has produced some excellent guidance (TECDOC 1734), but by virtue of its role cannot provide standards for benchmarking success. In this paper, the details of nuclear security education at Pakistan Institute of Engineering and Applied Sciences (PIEAS) have been discussed. Nuclear Security education was initiated at PIEAS as a sub-specialty of its MS Nuclear Engineering Program in October 2009. Two courses, Nuclear Security (NE-581) and Physical Protection Systems (NE-582) have been offered on regular basis in the 3rd and 4th semesters. To date, 72 students have been graduated with this sub-specialty. Viet Nam is expanding its nuclear energy program for the application in various areas including industries, agriculture, healthcare, education and research. Recognizing the importance of the nineteen issues laid out in the IAEA document “Milestones in Development of a National Infrastructure for Nuclear Power” [1], Vietnam is considering how to address these issues. This paper describes the establishment of nuclear security infrastructure in Viet Nam and how Viet Nam has addressed one of the nineteen issues, that is human resource development in nuclear energy in general and in nuclear security in particular.

The Former Yugoslav Republic of Macedonia (“FYROM”) experienced four major changes to its electoral system in the eight parliamentary elections held between 1990 and 2014. The Macedonian 1990 and 1994 parliamentary elections were held under a majority system, in which 120 members of the Parliament were elected from 120 constituencies, one member per constituency. A mixed-majority/proportional representation (“PR”) system was adopted for the 1998 elections, in which eighty-five seats were elected under the majority system from the constituencies, and thirty-five seats were elected proportionally from a nation-wide electoral district. Crafting Chaos: The Classification Of Unilateral Transfers Under The Current Account At Bretton Woods And Its Impact On Remittances To The Indian State Of Kerala, Anish Gawande

This essay aims to analyse the classification of unilateral transfers under the current account at Bretton Woods despite significant opposition from larger delegations of major Allied powers, bringing to the forefront the global liquidity of remittances in the post-War years permitted by their fully currency convertible nature. Using the example of the Indian State of Kerala, this paper charts the relevance of their sustained uninterrupted flow to their subsequent exponential growth in the last three decades, using the case study as a pivot to argue for better policy measures that maximise their multiplier effect.

The 'empowerment of rights', whether domestically or globally, presents itself in at least a double aspect: both as a cultural revolution and as a political strategy. The strategy pursued by cultural revolutionaries who equate liberalism with secularism is to turn the basic values of the West into weapons against it so that its inherent defense mechanisms will be rendered ineffective. This strategy is most apt to succeed by provoking crises of conscience through redefinitions of human rights that, in the end, lead to individual and institutional conversion. But, as Marcello Pera notes, political liberalism itself suffers from an 'ethical deficit'. …

The immediate effect of the dissolution of state religious establishments was to strengthen the vitality and prestige of the churches themselves. This paper uses ‘Medieval’ drought conditions from the 12th Century to simulate the implications of severe and persistent drought for the future of water resource management in metropolitan Phoenix, one of the largest and fastest growing urban areas in the southwestern USA. WaterSim 5, an anticipatory water policy and planning model, was used to explore groundwater sustainability outcomes for mega-drought conditions across a range of policies, including population growth management, water conservation, water banking, direct reuse of RO reclaimed water, and water augmentation. This study aimed at assessing the impact of conflict on the level of availability of selected non-timber forest products around Omo forest reserve of Ogun State. Data was collected with the aid of well-structured questionnaire on one hundred and twenty marketing households using multistage sampling technique. The data was analyzed using descriptive statistics, categorization method and t-test. The data analysis targeted socio-economic characteristics, the level of availability of NTFP before/afer the conflict in the study area. With the underlying hypothesis that the quality of a teachers’ training is directly proportional to the quality of education pupils eventually receive, this essay explores and critiques the basic education teacher training process in Cameroon, using two notable educational theories to assess the possibility of quality education resulting from Cameroonian government-trained basic education teachers. It was found that there is dire need to improve the quality of teachers we train to ensure that they can deliver the quality of education we seek. A brief outline of suggestions is made towards improving the flawed training system.
