The Louisiana Granting Resources And Autonomies For Diplomas Act: Exploring The Impact Of A Performance-Based Funding Policy On Higher Education Effectiveness, Bridget S. Peters

In 2010 the Louisiana legislature adopted the Louisiana Granting Resources and Autonomies for Diplomas (GRAD) Act, a statewide performance-based funding policy designed to improve performance among public colleges. This study, utilizing data collected from the Integrated Postsecondary Education Data System (IPEDS) on 15 two-year public colleges over eight years, applied Generalized Least Squares (GLS) regression to retention rates, graduation rates, and degree productivity. Results suggest that the introduction of the policy had little immediate effect on overall institutional performance; however, there were some modest increases in long-term certificate productivity. It attempts to show how the actorness of the Church is being represented on IR literatures written especially at post-Cold War era. The concept of Liberal Peacebuilding is often associated with the failure of pushing liberalisation in war-torn failed states: the practice of liberal peacebuilding as a liberal project instead of a peacebuilding effort. The essay starts with breaking down the basic premises of a liberal peacebuilding and its ideological drive. Then, it identifies and evaluates the critics and alternatives to liberal peacebuilding. This article tries to offer a new ontological perspective to scrutinize ASEAN as a form of 'compartmentalized regionalism'. In contrast to the general view of ASEAN diplomatic practitioners and academics who see the history of ASEAN as an evolution of a regional project that in the political and security dimension becomes a multidimensional regional region through 'widening and deepening', the idea of 'compartmental regionalism' replaces the development of ASEAN as the development of two separate regionalism projects in a single entity. This capstone project looks at that of New York City and Singapore as case studies of ideologies of welfare, multicultural national identity and public policies representative of their political economies. Although post-colonial theory was developed to examine the legacy of colonial powers, this project proposes that post-colonial theory can nonetheless fruitfully be used for a literary analysis of the Fair Housing Act to account for the typically non-colonial legacy of US segregation. Even though Chicago is not a city in the colonial context, the post-colonial discourse of violence, territorialization, and citizenship are useful tools for understanding the language in legislation that shaped American systemic segregation. Article 33 of the 1951 Convention Relating to the Status of Refugees states that host nations shall not expel or return a refugee to their home nation ‘where his life or freedom would be threatened.’ However, as demonstrated in three contemporary case studies in protracted displacement the interests of the sovereign state drive nations to craft strategies to limit cross-border refugee mobility. The refoulement of refugees escaping drug cartel violence throughout the Americas, internally displaced Haitians, and Syrian refugees in Jordan are all ‘managed’ by one of two methods. This practitioner paper chronicles my involvement of the grant writing proposal that was designed on behalf of a non-for-profit organization, the Association of Dalit Women’s Advancement of Nepal (ADWAN), in order to secure funding and donations for the reconstruction of the destroyed Sinjali Secondary School in Gorkha district, Taklung village, after a 2015 earthquake struck Nepal. To assess attitudes and opinions of Kansans, the Docking Institute has surveyed a random sample of Kansas residents age 18 and older every year since 2009. For this year’s survey, the Docking Institute purchased from Scientific Telephone Samples a random sample consisting of Kansas landline telephone numbers and cell phone numbers. Interviewers are highly trained student researchers pursuing degrees at Fort Hays State University. From February 23rd to April 11th, a total of 1,362 Kansas residents were contacted by telephone, with 573 of them completed the survey, resulting in a 42% response rate. This study attempts to examine and the analyze the process of gentrification amongst identified LGBTQ+ spaces in Louisville, Kentucky from 1980 to present day using both production-side and consumption-side methods derived from property values and census data, respectively. Using these data, I trace the development of these spaces and determine what relationship to gentrification they may have. I then compare production-side data with consumption-side data to determine disparities amongst class in potential LGBTQ+ bar patrons in Louisville, Kentucky.

Income inequality and political polarization have been thought to be connected for centuries, as it was first proposed, formally, in the 10th Federalist Paper, by James Madison, in 1787. Madison proposed the notion that when citizens become politically polarized, one must look towards individual ownership of property, or income. Political scientists have heeded Madison’s claim, and have continued studying how income inequality and political polarization interact, yielding a wide spectrum of results. While some studies have lacked conclusive evidence to show correlation or causation, some have found statistical significance when examining the effect of income disparities on political polarization.

Governing social-ecological systems, such as the urban water commons, is a multi-scale and multi-sector (polycentric) human-environment process. This dissertation interrogates this process by situating itself within the Ecology of Games Framework by Norton Long (and updated by Mark Lubell) and the literature on polycentric governance by the Bloomington School of Political Economy. This essay outlines the historic political battle between Mexico's longest serving mayor, Ernesto Uruchurtu, and the nation's president, Gustavo Diaz Ordaz, over the construction of what would become the second largest subway system in the Western Hemisphere, The Mexico City Metro. The conflict, which eventually resulted in Uruchurtu's resignation, was characterized by latent political tensions between the PRI and Mexican middle class that would erupt in 1968 and lead to the ultimate decline of PRI hegemony. Why does a state build institutional capacity in certain sectors rather than others? Despite having gained leverage explaining the emergence of institutions in the developmental states of East Asia, we have comparatively weak accounts for sub‐national variation in institutional strength, a much more common phenomenon. Investigating the surprising achievements of the Philippines’ National Irrigation Administration, this article advances a theory of sectoral success in the face of a generally poor developmental record. The author demonstrates that executives will only construct institutional capacity when facing strong political pressure combined with resource scarcity. This paper looks at the structure of discrimination and marginalization of refugees and asylum-seekers. The paper investigates a new form of housing –– floatels –– which was seen in Sweden in 2016. This paper explores the relevant literature on identity, biopower, and spatial segregation, to make the case that floatels are contemporary forms of encampment. Floatels are clear examples of the State’s use of biopower to spatially segregate certain undesirable populations.
