The article aims at examining how policy could be transferred as a complex and dynamic process in terms of internationalization and globalization. In addition, it will explore significant channels for the international movement of ideas, policies, and practices through an international policy learning process formed in policy transfer, lesson drawing, policy diffusion, and policy convergence. Further, it is argued that policy transfer literature is increasingly central, leading to the development of related topics in comparative politics and public policy. This paper aims to provide a comprehensive overview of various approaches for nuclear disarmament and nonproliferation with the intention of determining how best to promote a Weapons of Mass Destruction Free Zone in the Middle East (MEWMDFZ). Using a qualitative approach, I investigate historical cases of agreements regarding nonproliferation zones and examine the causes for deadlock through both a perusal of historic successes and failures and a review of relevant literature. This paper describes the Korean commercial sex market in the U.S. beyond massage parlors. Prior to this study, the U.S. anti-trafficking efforts have heavily focused on combating massage parlors to fight prostitution and sex trafficking of Korean women in the U.S. This paper introduces the shift of trends taking place within the Korean sex market as a result of changing culture and policies. The labor of enslaved Africans and Black Americans played a large part in the history of colonial America, with the American plantation being the epicenter for all that was to be produced. While the two have never been completely tied together, capitalism and modern day slavery have been linked with one another. Some analysis sees slavery as a remote form of capitalism, a substitute, to an antiquated form of labor in the modern world.

The role of religion in politics has been rising to the forefront of history in the Middle East for a number of decades and more so since 9/11, raising significant questions as to whether religion functions as a catalyst for conflict or peace. Shorter working hours drew much attention as a means of fighting unemployment and crisis in capitalism during the first half of the twentieth century. Nowadays, shorter work-time is rarely considered a policy option to fix economic or social issues in the United States and Japan. This dissertation presents a history of work-time regulation in the United States and Japan to examine how and why its developments and stalemate took place.

I base this paper primarily on my teaching of introductory international relations since 1979. Introductory international relations instructors need to give disability issues more attention. First, I look at participants in international relations: states and their leaders; global governance—particularly the Convention on the Rights of Persons with Disabilities; and transnational actors-particularly Disabled Peoples’ Organizations (DPOs). I then examine issues: rights, war and peace, and development. Second, I examine two approaches from the disability studies literature: disability as a deficit demographic category (based on a medical model), and disability as the basis for a social movement (based on a social model). …

Do Weapons Make Warfare? An Instrumental Variables Approach Towards Investigating The Relationship Between Small Arms Abundance, Civil Conflict Onset, And Civil Conflict Intensity, Gabriel S. Barrett

Scholars, journalists, and policymakers frequently attribute the intensity and onset of civil conflict to the abundance of small arms. However, the direction of causality has been difficult to assess due to a lack of data on the illicit small arms market and the plausibly endogenous relationship between the abundance of weapons and civil conflict. Using a new dataset of estimated small arms prices, I determine that a decrease in the price of small arms is significantly and negatively correlated with an increase in the intensity of conflict in the following year. The historic and primarily Latino 2006 immigrant rights protest wave occurred in response to proposed federal anti-immigrant legislation (H.R. 4437). Research on the unprecedented series of demonstrations suggests that the draconian and racialized nature of the bill helps explain why it incited large-scale collective action. Utilizing a new survey with a considerable oversample of Latino respondents, the 2016 Collaborative Multiracial Post-Election Survey (CMPS), this paper investigates contemporary Latino support for immigrant rights activism. We examine several factors that influence support such as linked fate, knowing undocumented people, perceptions of anti-immigrant sentiments, concerns about immigration enforcement policies, political party identification, and …

The history of Saudi-Iranian relations has been fraught. This relationship has impacted the United States’ role in the Persian Gulf. Prior to the formation of the Islamic Republic of Iran in 1979, bilateral relations between Saudi Arabia and Iran could be characterized in terms of mutual understanding which allowed them to become integral parts of the American foreign policy in the1970s. This policy was intended to safeguard Western interests in the Persian Gulf after the British left. Saudi-Iranian cooperation during this time was in stark contrast to the hostile relationship that developed between them following the Iranian Revolution in 1979. …

Nation-branding professionals have the same goal as diplomats and politicians – the goal of endowing the nation with specific qualities in the minds of the target audience, so that it is identified with those qualities. In other words, they are constructing an identity for the country. Insights from the commercial practice of nation branding can illuminate the process of identity construction by states. As an illustration, the paper investigates the case of India’s branding/self-presentation as a responsible holder of nuclear weapons. In 1998, India declared itself a Nuclear Weapon State (NWS). This June, the Center for International Stabilization and Recovery (CISR) partnered with Norwegian People’s Aid (NPA) to facilitate the Southeast Asia Cluster Munition Remnants Survey (CMRS) Workshop in Washington, D.C. This two-day event, hosted by the Office of Weapons Removal and Abatement in the U.S. Department of State’s Bureau of Political-Military Affairs (PM/WRA), brought together a number of organizations working in Cambodia, Laos, and Vietnam to discuss best practices in CMRS in the region.

Submunition fragmentation can produce distinct patterns on hard surfaces that can assist in establishing if a cluster munition has been used. This article will review some of the submunition fragmentation impact patterns seen in current and former conflict zones around the world. It will also underline the risks of misidentifying such patterns and the need to corroborate them with associated evidence such as the submunition fragmentation itself. Health disparities among people of color are persistent and detrimental to the overall wellness of these groups. Discrimination in the provision of health care services is one of the primary causes of health disparities. Title VI of the Civil Rights Act of 1964’s availability as a tool to prevent discrimination and, in turn, disparities among these groups is underdocumented. The legislative intent of Title VI and the historical context of the law have been helpful in its use outside of the health care arena to prevent discrimination. The enforcement of affirmative action programs such as quotas has not only generated endless debate in many countries but has also encountered resistance from those, usually conservatives, who question the fairness of such a program or policy. Beyond Urban Versus Rural:, Dante J. Scala, Kenneth M. Johnson

In this brief, authors Dante Scala and Kenneth Johnson examine voting patterns over the last five presidential elections. They report that although rural voters and urban voters are often portrayed as polar opposites, their differences are best understood as a continuum, not a dichotomy. From the largest urban cores to the most remote rural counties, they found significant variations in voting. Hillary Clinton nearly matched Barack Obama’s 2012 performance in most urban areas. Clinton’s defeat was due, in part, to her failure to match the performance of recent Democratic Presidential nominees in less populated areas. Though many commentators argued that …
