Julius Kambarage Nyerere, African philosopher, anti-colonial leader, first president of the United Republic of Tanzania, and respected international statesman, served as president of the newly independent Tanzania from 1964 through 1985., after which he remained politically active in Tanzania and on the global stage. Trying to steer a post-colonial course of self-reliance, he developed and implemented African Socialism in Tanzania, articulated in the Arusha Declaration in 1967. As an anti-colonial leader, Nyerere referred to international human rights standards such as the Universal Declaration of Human Rights, and maintained a commitment to human rights as president and afterwards. Member countries of the World Bank Group (WBG) increasingly turn to public-private partnerships (PPPs) to finance their transportation infrastructure projects due to the financial burden of undertaking big projects on their own. The World Bank coordinates the PPPs between investors and recipient countries. PPPs are expected to produce positive outcomes that respond to policy objectives. However, the outcomes and benefits of PPPs not only depend on several factors, but more importantly on how those factors interact with one another to yield the expected outcomes. Studies about the developmental state have focused on the role of the state in guiding a rapidly industrialising economy, by creating a nexus between the state and business, primarily large enterprises. There is no study within the literature on the role of state-society relations in nurturing community-based rural enterprises. This thesis examines the commercial development of handwoven ikat textiles, a niche cottage industry promoted by the state to preserve cultural heritage and to alleviate poverty. Policy failures are controversial, costly, and above all, messy. More often than we wish, what begins as a well-intentioned policy becomes a failure. In all countries and policy areas, some initiatives end up failing miserably, wasting resources, creating endless political struggles, and even affecting countries' governance. However, the perceptions and understanding of failure are dissimilar. Different actors, including researchers, have diverse and indeed conflicting viewpoints of what constitutes failure, its characteristics and avenues of resolution. Myra Washington, Associate Professor in Communication and Journalism at The University of New Mexico, discusses how dehumanizing portrayals of Black people in the media desensitizes people to brutal violence against Black people. She defines anti-blackness as multiple institutions working together to marginalize Black people. This paper seeks to conclude whether Qtub has successfully discredited the values supported by Tocqueville to draw more Muslims to support an increased role of religion in society and influence the majority of Muslims to conduct violent jihad. This study explores the role of municipal governance in municipal-level stabilization of inner suburbs in St. Louis County, Missouri. The data, from 1970 to 2015, include a robust collection of official government archives collected from five municipalities in St. Louis County, historical documents, city-state-national statistical data, and related materials. Interviews of 25 stakeholders were conducted and data were analyzed based on the community power structure framework.
I outline five mature St. Louis inner suburbs’ evolution in municipal-level conditions from 1970 to 2015, and I detail the role each suburbs’ municipal governance played in the evolution of municipal-level conditions. I conclude, …

As elections are increasingly plagued by malpractice, violence, systemic manipulation, and corruption, electoral administrators worldwide view Information and Communication Technology (ICT)-based solutions as convenient and cost-effective in enhancing electoral integrity. ICT optimists contend that digitization enhances efficiency, speed, and detectability of fraud and manipulation, and thereby improves the quality of elections. ICT skeptics, however, argue that digitization reduces voters’ confidence in elections as these technologies are susceptible to new vulnerabilities such as hacking, breakdown, and programmatic manipulation. Solvency As A Fundamental Constraint On Lolr Policy For Independent Central Banks: Principles, History, Law, Sir Paul M. W. Tucker

This paper follows up earlier work advocating a principled modernization of doctrines for central bank lender-of-last-resort policies and operations. It argues for a new Fundamental Constraint on such authorities: namely, “the principle that central banks should not lend to firms that they know (or should know) to be fundamentally bust or broken.” Tucker supports this with commentary from various peers, a review of principles underlying bankruptcy law and resolution schemes, and by deconstructing other common counterarguments. The Patient Protection and Affordable Care Act (ACA) cemented itself as one of the most controversial pieces of legislation of the decade. Public opinion polls find Americans are often evenly split in support of the ACA. This dissertation explores the roles of self-interest, group identity, and racial resentment on attitudes toward the ACA and healthcare reform. The dissertation centers our attention on variation by race and the impact racial tensions beyond the Black-White paradigm on these attitudes. Recent narratives on terrorism have focused on the definitions. Terrorism is not a new phenomenon, but the problem resides in its definition and who is defining it. Conceptualizing terrorism depends on which framework one utilizes. The use of different lenses to define the term has contributed to the lack of global acceptance of what constitutes terrorism, hence the difficulty of gathering data for analysis. It is also a conundrum when powerful nations legitimize their terrorist activities against weaker ones. This paper presents the results of an indirect assessment, from the conceptual perspective of personologist Theodore Millon, of the personality of Donald J. Trump, 45th president of the United States, based solely on personality dynamics revealed by his political behavior in office.
Psychodiagnostically relevant data were collected from biographical sources and media reports of Trump’s postinaugural political behavior from January 20, 2017 until July 2020 and synthesized into a personality profile using the Millon Inventory of Diagnostic Criteria (MIDC), which yields 34 normal and maladaptive personality classifications congruent with DSM-III-R, DSM-IV, and DSM-5.

The gap between public perception of immigrant criminality and the research consensus on immigrants’ actual rates of criminal participation is persistent and cross-cultural. While the available evidence shows that immigrants worldwide tend to participate in criminal activity at rates slightly lower than the native-born, media and political discourse portraying immigrants as uniquely crime-prone remains a pervasive global phenomenon. This apparent disconnect is rooted in the dynamics of othering, or the tendency to dehumanize and criminalize identifiable out-groups. This research was conducted to evaluate the effectiveness of counter-violent extremism (CVE) measures in the Malaysian Armed Forces (MAF). The issue of violent extremism and terrorism has implications on the MAF in terms of the involvement of some of its personnel in such activities. This dissertation examines the ways in which cultural value predispositions impact decision-making associated with hydraulic fracturing (fracking) among both local policy elites and the general public in Arkansas and Oregon. First, I examine the mediating role of (dis)trust in information provided by three groups associated with the fracking debate – the energy industry, environmental groups, and the government – in shaping benefit-risk perceptions associated with fracking, and compare this process between a sample of local policy elites and the general public in Arkansas and Oregon. Global governance refers to global cooperation through existing and developing structures, groups, and initiatives, yet little academic research focuses on the role of international nongovernmental organizations in promoting global governance. Using Benet’s polarities of democracy as theoretical foundation, the purpose of this qualitative, critical case study was to explore why and how INGOs address the gap in global governance institutions in terms of humanitarian support. Data collection involved open-ended interviews with 12 members of an international, nonprofit service organization providing humanitarian support to a global community. This paper discusses the implementation of free visa policy in Indonesia from a neorealist perspective. By utilizing the perspective of interdependence sovereignty and domestic sovereignty, this paper critically assesses the implementation of the free visa policy in Indonesia. From the interdependence sovereignty perspective, which elaborates the economic benefits, reciprocal and security approaches the paper finds that the free visa policy in Indonesia has yet to formulate a rational and objective policy that would lead to potential security – order threat.
