Within the American criminal legal system, it is a well-established practice to presume the innocence of those charged with criminal offenses unless proven guilty beyond a reasonable doubt. Such a judicial framework-like approach, called a legal maxim, is utilized in order to ensure that the law is applied and interpreted in ways that legislative bodies originally intended.

How can individuals with contrasting interests in a declining industry, at odds with the country’s identity, and facing an illiberal and sceptical government, band together to promote collective goals? This article addresses this question by examining Singapore’s Kranji Countryside Association, one of Singapore’s few civil society organisations to focus on community organising. To Association members, the material and time costs of organising were high, the odds of success were low and the material rewards of success were modest. Getting Institutions Right: Matching Institutional Capacities To Developmental Tasks, Jacob I. Ricks, Richard F. Doner

Since the 1990s, scholars and international organizations such as the World Bank have recognized the centrality of institutions for development. While important, this “institutional turn” has generally minimized the diversity of development challenges and the corresponding need for different institutional capacities. Yet distinguishing among developmental tasks is a critical step in understanding the kinds of institutions necessary to accomplish policy tasks. We identify five dimensions of task difficulty that affect the degree and nature of policy challenges and, as a result, the institutional capacities necessary to accomplish such challenges. In the year 2008, the University of Ibagué launched several initiatives to articulate higher education with local development. The Programa Paz y Región (Peace and Region Program) is one of those initiatives and it is the focus of this article, whose purpose is to analyse this program in the light of two related concepts: university extension programmes and social responsibility (SR). Our analysis is based on a managerial perspective and our hypothesis is that “Paz y Región” responds to regional development in Tolima, Colombia, from a co-constructed perspective of extension programmes.

Competencia Espacial Y Calidad Personal De Los Candidatos. Elecciones Presidenciales Entre 2006 Y 2018 En México, Luis Eduardo León, Julen Berasaluce

This research project presents a spatial competition model for Mexican presidential elections based on the effective number of parties and weighted and scalar polarization indices. The model makes it possible to construct a classification of candidates influences based on personality as an remainder unexplained by spatial ideological competition. In addition to classifying the candidates in the last three presidential elections by their personal influence, the authors offer predictions for future balloting based on change in ideological distribution. Suppositions of symmetrical ideological votes and a single dimension were used to build the model.

The 2020 Election And Its Aftermath: Love, Lies, And Ensorceling Leadership, George R. Goethals

Though Donald Trump decisively lost the 2020 US presidential election, his mob-inciting charisma created a large and devoted base unusual in American politics. Insights from Sigmund Freud’s account of the emotional connections between leaders and followers, and later reframing of those views, suggest some of the dynamics that create the intense attachment expressed by Trump supporters, and his resulting ability to get his most loyal followers and allies to believe and do almost anything, no matter the evidence revealing his lies and the extremity of his demands. The History Of Denying Federal Financial Aid To System-Impacted Students, Bradley D. Custer

People who are impacted by the criminal justice system (“system-impacted”) face barriers when seeking financial aid to pay for college. Between the late 1960s and the early 2000s, Congress created laws that prohibited incarcerated students and students with certain criminal convictions from receiving federal grants and loans. This paper offers a comprehensive review of the history of those laws, which provides context for current debates on restoring Pell Grants to students in prison. Legislative documents, scholarly sources, and news reports were studied to build this historical review. Key lessons from history are discussed as to how Congress might treat system-impacted …

The Performance Of Change Through The G.I. Bill, Jillian B. Smith

The Serviceman’s Readjustment Act of 1944 represented unprecedented investment in social services which uplifted veterans into the middle class. As observers hail the G.I. Bill for its provisions for supposed deserving Americans, popular memories of the G.I. Bill emphasize its imagination of modern veterans’ support and race-neutral policy, while ignoring its shortcomings. The G.I. Bill presents a departure from the New Deal and ushers in a conservative era of creating social programs, while still maintaining the status quo.

National security has been a preserve of the State to the detriment of the welfare of the masses. Human security on the other hand incorporates the basic security elements that are globally recognized and touch on the daily lives of the masses. When studying local state building this article addresses the questions how does state led conflict mitigation in post conflict Rwanda work? How is it experienced by the citizens in terms of participation, accountability and local state legitimacy? Theoretically, the study engages with literature on state-building, state society relations and local conflict mitigation. Less than 5 percent of those displaced by war and persecution receive permanent sanctuary. This is because the states tasked with protecting them are wary of the “burdens” that they pose, framing them as threats to national economies, budgets, and public safety. Consequently, states seek to share these burdens with other states in order to minimize their own international protection obligations. While the modern norm of “burden-sharing” has existed since at least the mid-twentieth century, it is vague and, therefore, permissive of a wide range of state behavior. This paper seeks to study the income patterns at the sub-bachelorette level through community colleges and workforce training programs. Using 2018 U.S. Census PUMA microdata, this thesis not only explores which fields of study, industries, and occupations have a sufficient number of observations to determine whether they provide incomes which are commensurate with a middle class livelihood but, also whether these jobs are plentiful in number.

Focusing on the United States, this paper examines the impact of military service for the cohort of individuals that have experienced the social factors that characterize emerging adulthood as a unique stage in the life course. We argue that military service, as a turning point, may act differently in contemporary times compared to findings from past research. This difference is driven by changes in military service, the draft versus volunteer military service, and the prevalence of emerging adulthood. This fact sheet explores voting data of 1,407,761 Nevadans who participated in the 2020 election through in-person early, mail-in, absentee, or election day voting. The Secretary of State publishes the outcomes of each race, and results are broken down by county. Voting data are displayed as raw vote totals and percent shares of the total vote. Also included are data on the number of voters who declined to vote on each of Nevada’s five ballot questions. Numerous missions planned for the next decade are likely to target a handful of small sites of interest on the Moon's surface, creating risks of crowding and interference at these locations. The Moon presents finite and scarce areas with rare topography or concentrations of resources of special value. Locations of interest to science, notably for astronomy, include the Peaks of Eternal Light, the coldest of the cold traps and smooth areas on the far side.
