The Long Road Towards Racial Reconciliation, Lia Cueto Jerez May 2021

The Long Road Towards Racial Reconciliation, Lia Cueto Jerez

Helm's School of Government Conference - 2021-2024

The issue of race in the United States has been long contested among different social and political spheres. Over the course of the 20th and 21st century, Americans have been eyewitnesses to the long and evolving fight for racial justice and equality. Most recently, the resurgence of the Black Lives Matter movement in 2020 has proven to contest people’s attitudes over the issue. As political polarization grows, mistrust within communities of color deepens, further hindering participation in bipartisan work to overcome these differences.

The New Space Policy Regime And Its Financial Foundation, Tamara Campbell May 2021

The New Space Policy Regime And Its Financial Foundation, Tamara Campbell

Helm's School of Government Conference - 2021-2024

Post the global financial crisis of 2008, the National Aeronautical and Space Administration (NASA) sought to expand the space economy through a public policy of commercialization. This has brought major changes to the composition of space mission funding strategies, now repositioned as public private partnerships (P3s). Formed to fund space missions with private finance in lieu of public funding, P3s are investment and risk-sharing vehicles evaluated by financial intermediary institutions, insurers, and at times, the courts in the case where there is foreign direct investment (FDI) agreement. For this reason, it is arguable P3s have exceptional influence on the scope …

How America’S Partisan Divide Over Pandemic Responses Played Out In The States, Julie Vandusky-Allen, Olga Shvetsova

Political Science Faculty Publications and Presentations

Throughout the COVID-19 pandemic, a partisan divide has existed over the appropriate government response to the public health crisis. Democrats have been more likely to favor stricter policies such as prolonged economic shutdowns, limits on gathering in groups and mask mandates. Republicans overall have favored less stringent policies.

Intangible Cultural Heritage: A Benefit To Climate-Displaced And Host Communities, Gül Aktürk, Martha B. Lerski May 2021

Intangible Cultural Heritage: A Benefit To Climate-Displaced And Host Communities, Gül Aktürk, Martha B. Lerski

Publications and Research

Climate change is borderless, and its impacts are not shared equally by all communities. It causes an imbalance between people by creating a more desirable living environment for some societies while erasing settlements and shelters of some others. Due to floods, sea level rise, destructive storms, drought, and slow-onset factors such as salinization of water and soil, people lose their lands, homes, and natural resources. Catastrophic events force people to move voluntarily or involuntarily. The relocation of communities is a debatable climate adaptation measure which requires utmost care with human rights, ethics, and psychological well-being of individuals upon the issues …

Addressing Climate Induced Displacement: An Analysis Of Protection Policies For Environmental Migrants, Meredith R. Lawing May 2021

Addressing Climate Induced Displacement: An Analysis Of Protection Policies For Environmental Migrants, Meredith R. Lawing

Senior Honors Projects, 2020-current

One of the fastest growing populations of displaced people are those forced to migrate because of climate change, but under current international legal agreements they receive no protections or support. In response to the lack of security and stability provided to climate displaced populations and host countries, supplementary agreements have been proposed at the international level to address the gaps in existing policy. The purpose of this analysis is to identify policy agreements intended to support environmental migrants during times of displacement, evaluate the policies’ effectiveness, and determine what issues they address regarding climate induced displacement. All of the policies …

Minorities And Authoritarianism In The Middle East: A Case Study Of Muslim Alawites In Syria, Maher Al Tayara May 2021

Minorities And Authoritarianism In The Middle East: A Case Study Of Muslim Alawites In Syria, Maher Al Tayara

Senior Honors Projects, 2020-current

Why are some minorities in the Middle East less inclined to support democratization or political liberalization efforts? Here, I examine if and how minorities differ in their support for democratization from the majority groups in the Middle East. I will analyze why some minorities prefer to support authoritarian regimes over supporting democratization. I examine how the religion of a minority affects its preference for regime type. I will also examine how historical backgrounds and international patronage affects those preferences. I will identify two historical moments in the Middle East that played a role in shaping those preferences: the post-World War …

Out Of Sight, Out Of Mind: Analyzing Inhumane Practices In Mississippi’S Correctional Institutions Due To Overcrowding, Understaffing, And Diminished Funding, Ariel A. Williams

Honors Theses

The purpose of this research is to examine the political, social, and economic factors which have led to inhumane conditions in Mississippi’s correctional facilities. Several methods were employed, including a comparison of the historical and current methods of funding, staffing, and rehabilitating prisoners based on literature reviews. State-sponsored reports from various departments and the legislature were analyzed to provide insight into budgetary restrictions and political will to allocate funds. Statistical surveys and data were reviewed to determine how overcrowding and understaffing negatively affect administrative capacity and prisoners’ mental and physical well-being. Ultimately, it may be concluded that Mississippi has high …

From Ideological Resource To Financial Asset: The Evolving Relationship Between Youth And The State In Putin's Russia, Eleanor Schmid

Honors Theses

This thesis identifies four periods of Russian youth policy, and discusses how President Vladimir Putin's approach to youth and youth issues is markedly different than that of previous heads of state, and that it has evolved even within his tenure. My content coding analysis of the Federal Agency for Youth Affairs' 2013-2025 Strategy identifies the main values the Russian government seeks to impart upon youth, and my analysis of public opinion surveys of youth provides evidence that there is a connection between the 2013 Strategiia and youth attitudes and values.

Dissertations

The Middle East and North African region continues to face significant water security challenges. The purpose of this dissertation is to gain a deeper understanding of water elites’ perceptions of water security in the MENA region. It is not meant to generalize the findings. Instead, the intention for the research is to identify, explain, and analyze by national elites' contrasting perceptions in Jordan, Iraq, Egypt, and Tunisia.

Seeking Asylum In A Modern Society: Global Responses To Latin American Migration, Rebecca Dickinson May 2021

Seeking Asylum In A Modern Society: Global Responses To Latin American Migration, Rebecca Dickinson

Senior Honors Projects

The United States is no stranger to asylum seekers and refugees. The most famous seaport in the country houses a 305-foot-tall statue of a woman bearing a torch with words from the poem The New Colossus by Emma Lazarus etched at her feet: “‘Give me your tired, your poor, /Your huddled masses yearning to breathe free.’”[1] The Statue of Liberty is a symbolic representation of open arms to immigrants from all walks of life. But if everyone is welcome, why do so few actually gain entrance?

US interventionism policies in the 20th century have defined the lives of millions …

Predicting And Measuring Support For Populism, Jay Rumas May 2021

Predicting And Measuring Support For Populism, Jay Rumas

Senior Honors Projects

Through reading the most recent research and case examples, I have discovered that the conventional wisdom on how political actors appeal to voters is rather obsolete. I have done my best to establish a profile of the “populist voter” and predict which parties they may be inclined to support. Cas Mudde, an expert on populist movements, labels populism as the use of a narrative that constructs the struggle of “the people (the majority) vs “the elite'' for political purposes. It has neither a positive or negative connotation. Populist movements often appeal to those among groups that feel as though they …

Free Speech In The Internet Era: Reviewing Policies Seeking To Modify Section 230 Of The Communications Decency Act Of 1996, Jacob Cordeiro May 2021

Free Speech In The Internet Era: Reviewing Policies Seeking To Modify Section 230 Of The Communications Decency Act Of 1996, Jacob Cordeiro

Senior Honors Projects

Section 230 of the Communications Decency Act (CDA), has for over two decades provided “interactive computer services” a legal liability shield for defamatory or otherwise actionable user-generated content posted on their platforms and, for lawsuits stemming over unequal enforcement of their content policies provided enforcement efforts are taken in “good faith.” This law, passed in the early days of the Internet, incubated the Internet and social media, giving it the regulatory freedom it needed to grow into a platform where hundreds of millions of Americans can exchange ideas and engage in political and social discourse. Yet, for all the good …

From Concert To Confrontation : The Ideational Motives Of Russia's Wars With Georgia (2008) And Ukraine (2014), Inguna Miller May 2021

From Concert To Confrontation : The Ideational Motives Of Russia's Wars With Georgia (2008) And Ukraine (2014), Inguna Miller

Legacy Theses & Dissertations (2009 - 2024)

This dissertation examines the ideational background of Russian foreign policy, with a particular focus on ideas relevant to Russia’s conflicts with Georgia in 2008 and Ukraine in 2014. Two broad approaches to Russian foreign policy – nationalism and pragmatism – present distinct views on Russia’s international role. Nationalism incorporates strong anti-Western and neo-imperialistic ideas with emphasis on Russia’s unique international mission and advocates a confrontational stance. Pragmatism conceptualizes Russia as a great world power but proposes a concert-based foreign policy that avoids a direct military confrontation. Both schools of thought are prevalent in Russia’s foreign policy discourse, and their ideas …

No More Shade: Deforestation And Rural-Urban Migration In Nigeria, Kambre Sims May 2021

No More Shade: Deforestation And Rural-Urban Migration In Nigeria, Kambre Sims

Master's Theses

Some of the most well-documented motivating factors of migration in Nigeria include education, employment opportunities, and cultural conflicts. However, as the deforestation crisis has not improved and Nigeria has maintained its spot as the country with the most deforestation on Earth, access to critical forest resources may be in danger. In light of this crisis, this paper attempts to determine if deforestation has become a new motivating factor for migration as those in rural communities seek other avenues of obtaining those vital resources. Subsequently, Nigeria is also experiencing a housing crisis within its rapidly growing urban centers; obtaining and keeping …

'Here We Start And In Jerusalem We Meet:' The Motivational And Organizational Influences Of Israel's Statehood Ontransnational Salafi Jihad, Charlotte Armistead May 2021

'Here We Start And In Jerusalem We Meet:' The Motivational And Organizational Influences Of Israel's Statehood Ontransnational Salafi Jihad, Charlotte Armistead

Honors Theses

The Israeli occupation of Palestine and its impact on the proliferation and longevity of transnational Salafi jihad is largely underestimated in current literature. In this thesis, I argue that Palestine, defined as both the nation and physical borders before the Balfour Declaration, largely contributed to the twentieth century revival of transnational Salafi jihad and is used by both Al Qaeda and ISIS as liberation and annihilation movements, respectively. In order to assess the motivational and organizational influences of the Israeli occupation of Palestine on transnational Salafi jihad, I examine the works of Abdullah Azzam, a selection of Osama Bin Laden’s …

Refugee Resettlement In Germany: An Analysis Of Policy Learning And Support Networks, Marianne Perkins May 2021

Refugee Resettlement In Germany: An Analysis Of Policy Learning And Support Networks, Marianne Perkins

Undergraduate Honors Theses

The resettlement of refugees and asylum seekers in Germany since reunification in 1990 has been challenged by two peaks in asylum seeker applications in 1992 and again in 2016. From the 1992 peak, which was fueled by asylum seekers fleeing the former Yugoslavia, extensive research has already been conducted over the past thirty years. These studies have demonstrated the actual outcomes of these primarily Yugoslavian asylum seekers and refugees with these findings indicating legal and economic uncertainty having a detrimental effect even years after resettlement. Using Germany as a case study, this analysis aims to survey the available information in …

The Double Edge: Contradictory Functions Of Civil Society Organizations In The Tunisian Democratic Process, Dhia Ben Ali May 2021

The Double Edge: Contradictory Functions Of Civil Society Organizations In The Tunisian Democratic Process, Dhia Ben Ali

Graduate Theses and Dissertations

“Democratic transition,” the act of becoming democratic, and “democratic consolidation,” the subsequent actions that solidify the achievement of becoming democratic, are two separate processes that go hand in hand. While several Arab Spring nations overthrew their dictators, fewer underwent a democratic transition, and only one – Tunisia – achieved democratic consolidation (Bouchlaghem and Thepaut, 2019; Sadiki, 2019; Gianni, 2019). Tunisia constitutes the sole Arab Spring country to have: 1) created and adopted a new constitution; 2) formed and institutionalized political parties that peacefully share power; and 3) achieved multiple rounds of free and fair elections (Al-Anani, 2014; Yerkes, 2019). Scholarly …

The United States And Portuguese Angola: Space, Race, And The Cold War In Africa, Alex J. Marino May 2021

The United States And Portuguese Angola: Space, Race, And The Cold War In Africa, Alex J. Marino

Graduate Theses and Dissertations

This dissertation is an international history of the role of the United States in the process of decolonization in Angola, a former colony of Portugal. I argue that the United States embraced Portugal, Angola, and neighboring Democratic Republic of Congo as irreplaceable Cold War allies. Decolonization in Africa challenged America’s relationship with all three countries, as competing forces within the American public called for Washington to adopt an anti-colonial, anti- racist ideology, while others demanded their government to support white supremacy at home and abroad. Decolonization in Angola, a protracted liberation struggle that started in 1961 and lasted until 1974, …

Empowering Action Against Femicide: A Case Study Of Turkey An Integrated Literature Review, Ashley Simon Apr 2021

Empowering Action Against Femicide: A Case Study Of Turkey An Integrated Literature Review, Ashley Simon

Thinking Matters Symposium

The primary purpose of this integrative literature review is to explore the relationship between culture and femicide within Turkey to empower action against femicide. Femicides within Turkey are on the rise, as a study done by Sage Journals in 2009 reported that 42% of Turkish women between the ages of 15 and 60 experienced some form of physical or sexual abuse from their husband or partner. Currently, there has been an onslaught of articles released that more and more women are being abused throughout the country during the COVID-19 pandemic. The research will explore cultural aspects that allow for women’s …

Efficiency With Covid-19: Home Vs. Dillon’S Rule States, Jason Kolb

Political Science Theses and Capstones

How does a state measure success when dealing with a pandemic like Covid-19? Can Dillon’s Rule keep their citizens happy and protected during a pandemic better then Home Rule? When local governments wait for the state to create policies, is this the best option for the state? Data will show a trend that states with a higher preemption rate have kept the death rate lower when dealing with the Covid-19 pandemic

Book Review: Hate In The Homeland: The New Global Far Right, Ann M. Morgan Apr 2021

Book Review: Hate In The Homeland: The New Global Far Right, Ann M. Morgan

Journal of Sustainable Social Impact

Miller-Idriss’s Hate in the Homeland provides a timely explanation for the organization and mainstreaming of groups and beliefs that, until recently, were seen in the U.S. as fringe. This book review provides an overview of the spaces and places outlined by Miller-Idriss: virtual, physical, real, and imagined where far-right extremism is showing up and building financial, physical, intellectual, and human capital. The book prompts raising awareness and asking questions for teachers, parents, journalists, law enforcement, and many others.

283— Universal Basic Income: The Answer To Poverty?, Carver Kozlowski Apr 2021

283— Universal Basic Income: The Answer To Poverty?, Carver Kozlowski

GREAT Day Posters

In the wake of a global pandemic, increased workplace automation and competitiveness, and unprecedented levels of income inequality, welfare reform is among the most salient political issues of the day. As of November 2020, 11.7 percent of Americans are living under the poverty line and an astounding 63 percent report living paycheck-to paycheck-since the onslaught of the COVID-19 pandemic. One possible solution is the implementation of a nation-wide universal basic income (UBI) system. UBI is a relatively new term in American political vocabulary, garnering increased attention during the 2020 Democratic presidential primaries. This paper argues that UBI should be taken …

096— Concealed Carry Laws Throughout The United States, Carver Kozlowski Apr 2021

096— Concealed Carry Laws Throughout The United States, Carver Kozlowski

GREAT Day Posters

Explaining the variance in states’ concealed carry laws (referring to the practice of carrying a handgun in public in a concealed fashion) is a topic that remains underexplored in academic literature. This study looks at nine variables—political, gun and crime-related, economic, and education-related—and uses a multinomial logistic regression analysis to detect differences between states with more or less restrictive concealed carry laws. Out of these variables, only two statistically significant relationships were found: states with the least restrictive concealed carry laws had fewer Republicans in the upper house of their state legislatures (this result was unexpected) and had higher gun …

220— Affirmative Action As Part Of Educational Reform In The U.S, Yadariselt Romano Apr 2021

220— Affirmative Action As Part Of Educational Reform In The U.S, Yadariselt Romano

GREAT Day Posters

Affirmative action is one of the most controversial topics in American politics as many groups fight for more expansive affirmative action while other groups are calling for their complete removal. Affirmative action in higher education is a series of policies that were enacted by the US government to ensure that historically underrepresented people were able to obtain academic opportunities from which they have been historically excluded from. However, almost sixty-one years later after the implementation of the first policies approved by JFK, has anything changed? This research will aim to evaluate whether various affirmative action policies across several states have …
