Upon arrival to a new country, many immigrants face job downgrading, a phenomenon describing workers being in jobs below the ones they have based on the skills they possess. Moreover, in the presence of downgrading immigrants receiving lower wage returns to the same skills compared to natives. The level of downgrading could depend on the immigrant type and numerous other factors. This study examines the determinants of skill downgrading among two types of immigrants – refugees and economic immigrants – in the German labor markets between 1984 and 2018. My research concentrates on four NGOs: IOM, IDMC, JIPS, and OCHA which use different tools to collect data and translate the information into evidence for data-driven decision making (DDDM) for the implementation of humanitarian assistance projects. I focus on the importance, advantages, and various data collection tools which help ameliorate the humanitarian sector since it does not have a current professionalized path to enter the workforce. Although participation in health policy-making is a popular topic in the literature and a stated priority of the United Nations, very little research has been published examining the full spectrum of participation by people who use drugs (PWUD) at the UN level. This study aims to describe and evaluate this participation through a combination of a literature review that looks at academic sources, UN publications, and publications by organizations of PWUD, and a series of interviews with representatives of organizations of PWUD who have participated in UN level policy-making.

Drug use, policy and outcomes differ in all countries; however, trends exist in response to these circumstances and can typically be evaluated through a pragmatic and moralistic lens. The public health, and evidence-based pragmatic approach differs from the law enforcement-centered moralistic approach, specifically in outcomes of people suffering from substance use disorder. Particularly for opioid use disorder, countries that have taken the pragmatic approach in response to opioid epidemics have had dramatic results. As opioid addiction has spread across the country, media discourse around opioid abuse has consistently increased. A content analysis of local newspaper articles from the state of Massachusetts reveals that political and administrative officials conceive of Narcan in distinct ways. Administrators, including police and fire officials, see Narcan as a means to accomplish their organizational mission. Conversely, elected officials are primarily concerned with cost, legal ramifications and the broad impact of the opioid crisis, remaining disconnected from street-level concerns. Consolidation in the public sector has always been conceptualized as a tool for enhancing service provision and fiscal responsibility. The evidence is dubious in both front. Using self-administered questionnaire and follow-up interviews, this study attempts to explain why the merger of two NYC agencies (DJJ into ACS) is incomplete after six years based on employees’ perception. The paper contends that a well-designed and carefully-negotiated merger can lead to harmony while meeting the intended goals of the new organization. The Money and Local Democracy Project explores the effects of campaign finance rules on municipal election campaigns and election outcomes in Canada. Governments around the world regulate election campaign financing to ensure that elections are fair and competitive, although they do so in different ways. Funded by a Western University Undergraduate Student Research Internship (UWO) grant, research assistant Brittany Bouteiller was tasked with conducting preliminary research on 65 municipalities across Canada to determine the availability of campaign finance data from local and provincial governments and to identify clusters or trends. This research bulletin summarizes her findings.

Amidst the already fraught politics of immigration, “sanctuary” policies, whereby state and local law enforcement agencies limit their cooperation with federal immigration enforcement authorities to varying degrees, have emerged as a particularly contentious issue. This paper sifts past the political vitriol surrounding the issue of “sanctuary” and uses original survey research in Philadelphia to answer a straightforward question: Are these policies working? Research in public policy examines specific theories that drive policy adoption among jurisdictions. One of these theories, referred to in the economics literature as economic competition (or strategic competition), posits that local governments may engage in competition with one another because of the potential interjurisdictional economic spillover effects of certain fiscal policies. In this article, sales tax rates, a common, yet overlooked, policy instrument in the policy literature is examined to determine if sales tax rates drive competition among counties. Testing several hypotheses, this study finds that sales tax rate increases can exacerbate competition among counties. However, this relationship is …

The reemergence of great power competition, conflict with near-peer competitor states below the level of armed conflict, and persisting threats from nonstate actors with transnational ambitions and global reach pose challenges for strategists planning, executing, and assessing military operations and strategy. Building on current visualization tools, two proposed models—the National Strategic Risk Abacus and the National Strategic Risk Radar Chart—address these challenges and better depict how the US military may inadvertently contribute to risk at the national strategic level.
