Following the collapse of the Soviet Union, Russia experienced an abrupt discontinuity in its sense of identity. This break in identity, and a more profound lost sense of self, creates a strong need to reestablish continuity. The need to regain that sense of self is strong and can supersede other concerns. Ontological security theory proposes that the need to maintain identity can outweigh physical security considerations. This study uses game theory methodology and the Arctic as a contextual example to demonstrate that ontological security-seeking actors are willing to sacrifice physical security. This paper examines the contemporary drivers of deforestation in the Brazilian Legal Amazon and how multilateral solutions can be employed to bring forest loss to zero. Insights from the scholarly literature and five expert interviews allow a critical assessment of how the rise of unilateralism presents a novel threat to the Brazilian Legal Amazon and, by proxy, those relying on the region’s raw resources and ecosystem services. One challenge which reveals an executive’s leadership ability involves making the decision to fire an employee. President Ronald Reagan did not enjoy firing employees, due in part to his own father struggling to maintain employment. When the 1981 PATCO strike occurred, several obstacles arose which tested Reagan’s ability to act. The Professional Air Traffic Controller’s Organization (PATCO) had publicly supported Reagan during his 1980 presidential campaign when other unions did not. Despite being cemented into the American education system, school choice policies remain controversial among scholars, practitioners, policy makers, and education reform advocates. This study seeks to understand how low-income and working-class parents, for whom school choice advocates claim these policies are intended to benefit, perceive school choice and what motivates these perceptions. In particular, this study focuses on low-income and working-class Black mothers who are often disadvantaged in the education marketplace. Taking advantage of a relatively robust school choice system in Washington, D.C., the author interviewed 10 low-income and working-class Black mothers. The mothers in this sample see school choice …

State Tanf Spending: Does Devolution Matter?, Rhucha Samudra

Using the state-level panel data, this study examines the role of Second-Order Devolution (SOD) in state TANF spending patterns. The study uses the Within-Between RE model to examine this connection. No statistically significant effect of second-order devolution is observed. The race continues to be a strong predictor of state funding and complex effects for Black, Hispanic, and Asian clients are observed. Such effects encourage a nuanced discussion of the racialization of welfare policy beyond the dichotomous exploration of black-white differences. Implications of this evidence are discussed.

While the emergence of the COVID-19 pandemic disrupted student learning in the spring of 2020 and impacted nearly all of the 55 million students in kindergarten to 12th grade nationwide, it also magnified significant racial inequities in schools and society. Generations of systemic racism left communities of color and their neighborhood schools more at risk during the crisis. Over the summer of 2020, school leaders and communities considered whether to reopen school campuses or keep buildings closed for the 2020-2021 academic school year, and media began to highlight racial and ethnic difference in attitudes about those plans. Dilma Rousseff's presidency ended in controversial form. The first woman elected to the position in Brazil, Rousseff's 2016 impeachment was seen as a coup by her supporters and as a necessary step for democracy by her detractors. With the Brazilian economy facing its worst recession in history and the Car Wash corruption scandal ravaging the political class, critics continually raised questions about Rousseff's leadership style and abilities. This paper presents a policy network analysis study that examines policy subsystem interconnectedness and cohesion, to explore three constituent regulatory policy instruments that have a combined impact on governing sustainability. The network surrounding the environmental sustainability of biodiesel policy in Indonesia is marked by high interconnectedness and relatively weaker cohesion, properties that impact how policy solutions are formulated through policy actor interactions and define prevailing policy formulation styles. Executive Summary

Parent-child community events like father-daughter dances are a celebrated tradition in many communities. However, when these events specify the gender of who can participate, they exclude many families. They also tend to reinforce gender stereotypes (e.g., a dance for girls and a sports event for boys), and are legally questionable for public school and associated P.T.A./P.T.O. sponsors that may be violating federal Title IX requirements and for local governments that may be violating the 14^th Amendment to the U.S. Constitution’s Equal Protection Clause.

To illustrate the logic and grammar of coercion, this analysis relies on decision-theory methods, such as game theory, that examine the strategic decision-making process in interactions with adversaries and partners. The intent here is not to offer predictive models of rational-actor behavior. Rather, the intent is to use game-theory and similar approaches to understand how coercion works better. This analysis considers competitive interactions between actors that have discrete and qualifiable, if not quantifiable, preferences and who behave rationally, though this analysis acknowledges the behavior that is considered rational is frequently informed by nonrational social, cultural, and psychological factors.
