The Treasury Of Stories: Policy Narratives Of Anti-Illicit Finance, Paul Christopher Kemp

This dissertation explores how the US government identifies and responds to the problem of illicit finance, specifically, why the US Treasury utilizes certain approaches over others. I employ a comparative case study of three relatively recent, non-traditional approaches in the Treasury’s anti-illicit finance repertoire: targeted financial sanctions (a case of strong policy action), anti-money laundering in real estate (a case of tentative policy action), and the proposed demonetization of high denomination notes (a case of policy inaction). While considering a wide range of plausible explanations for this variation in policy action, I argue that the Treasury’s decision to either …

What Drives The Perceived Legitimacy Of Collaborative Governance? An Experimental Study, Seulki Lee, Marc Esteve

This study explores the perceived legitimacy of collaborative governance from a citizens’ perspective. We use a preregistered online survey experiment to test the effect of three factors—representation, performance information, and issue complexity—on the perceived legitimacy of a collaboration. Findings from 1,470 U.S. respondents show that representation and positive performance information influence citizens’ perceptions of collaborative governance legitimacy, while issue complexity has little impact. Additionally, heterogeneous treatment effects were found: respondents with low trust in public organizations factor representation more into their legitimacy perceptions of collaborative governance, while those with high trust in public organizations show little influence of representation.

Fifty years ago, the US Army faced a strategic inflection point after a failed counterinsurgency effort in Vietnam. In response to lessons learned from the Yom Kippur War, the United States Army Training and Doctrine Command was created to reorient thinking and doctrine around the conventional Soviet threat. Today’s Army must embrace the Russo-Ukrainian conflict as an opportunity to reorient the force into one as forward-thinking and formidable as the Army that won Operation Desert Storm. This article suggests changes the Army should make to enable success in multidomain large-scale combat operations at today’s strategic inflection point.

This article analyzes the US Army’s successive recruiting crises, identifying their consistent patterns and the efforts to resolve them, and makes three provocative arguments. First, there is a long-standing institutional tension between recruiting personnel for the combat arms and technical and administrative specialists. Second, many of today’s talent management problems were first identified in a 1907 General Staff report and reiterated in subsequent studies. Third, the Army has pursued innovative recruitment strategies, but much of their success depended on factors outside the service’s control. This study analyses the trilateral cooperation among China, Japan, and Korea in the realm of environmental issues, focusing on the Trilateral Environment Ministers Meeting (TEMM) as the representative institution. Through a theoretical perspective based on rational design theory, this paper examines the rationality of TEMM's design and how it has addressed the enforcement problems and asymmetry of control among the three countries. This study examines the effects of China's zero-covid policy on its economy and investigates whether the policy reflects a broader shift in the country's development paradigm. Employing a mixed-methods approach, we analyze key macroeconomic indicators, conduct case studies of strict lockdowns, perform textual analysis of official documents, and apply the concept of fragmented authoritarianism to explore the relationship between central and local governments. We aim to conduct a computational analysis of Zelenskyy's English, Russian, and Ukrainian speeches, exploring the linguistic patterns and code-switching employed in his discourse. This report presents the results of an indirect assessment of the personality and leadership style of Vladimir Putin, president of the Russian Federation, from the conceptual perspective of personologist Theodore Millon.

Psychodiagnostically relevant data about Putin were collected from biographical sources and media reports and synthesized into a personality profile using the Millon Inventory of Diagnostic Criteria (MIDC), which yields 34 normal and maladaptive personality classifications congruent with DSM-III-R, DSM-IV, and DSM-5.

The personality profile yielded by the MIDC was analyzed on the basis of interpretive guidelines provided in the MIDC and Millon Index of Personality Styles …

This study investigates the impact of global networks on e-government development and the role of political regime types in e-government diffusion through international networks. We built a unique social network dataset that covers 148 countries for the years between 2003 and 2014. Our network dataset is rooted in two assumptions: 1) international organizations serve as peak organizations for international policy networks, 2) public managers who participate in international e-government conferences held by the UN and OECD work as boundary spanners. This article starts by pointing out that existing proposals to confront the failures of democracy tend to be limited to tackling the symptoms of the current dysfunctional system rather than offering meaningful alternatives to transform the system. This article identifies an expression of a social model of disability in a 1966 film promoting Hofstra University’s Program for the Higher Education of the Handicapped and traces that model back to books published by the pioneering rehabilitation physician Henry H. Kessler in 1935 and 1947, decades before the UPIAS (Union of the Physically Impaired against Segregation) Fundamental Principles of Disability (1976). What role(s) can the state play when cultural rights come into conflict with women’s rights? This article compares conceptions of the state in the normative literature against two empirical cases of multicultural debate in modern India: Islamic law in the 1980s and Hindu law in the 1950s. I find that three conceptions of the state found in the normative literature—oppressive, facilitative, and vacated states—are only partially supported in the empirical cases, which proffer some support for the state as oppressive, but little or none for the state as facilitative or vacated. History shows that both democratic and nondemocratic countries wage wars to advance their strategic interests. This study has comparatively analyzed two conflicts – the 2003-2011 U.S. invasion of Iraq and Russia’s ongoing war in Ukraine – to identify the trends that motivate both democratic and autocratic leaders to behave similarly by launching an invasion.
