The article draws on Kingdon's Multiple Streams Framework to examine the policy entrepreneurs that emerged, the windows of opportunity they identified, and the strategies they used to advocate for mass vaccination during the COVID-19 pandemic. The article indicates that politicians, public figures, and governmental and non-governmental organizations played the role of policy entrepreneurs. The article asserts that the problems of high morbidity, mortality, and economic challenges due to the COVID-19 pandemic have social equity implications. America has a mythologized reputation as an accommodative “melting pot” nation that welcomes individuals from all races and countries seeking improved quality of life and reduced material hardship. However, our U.S. social welfare system is more broadly characterized as underdeveloped, restrictive, and exclusionary, especially toward immigrants and people of color. Public health benefits (e.g., Medicaid), food assistance programs (e.g., SNAP), rental assistance (e.g., HCV/Section 8), and cash assistance (e.g., TANF) are oftentimes restricted for immigrants and racial minorities, making them more vulnerable to material hardship and more exposed to pandemic conditions under COVID-19. This study examines the role of community-based nonprofit organizations in neighborhood revitalization/community development and their impact on the level of housing services. The neighborhoods in the study represent certain universalities of gentrification in older communities, and therefore selected for the study. By going beyond the profitability of gentrification, this study examines the social costs associated with gentrification through the lens of nonprofit organizations using quantitative data from Baltimore, Maryland and Houston, Texas. In June 2022, the U.S. Supreme Court’s Dobbs ruling overturned Roe v. Wade, reversing the nearly 50-year-old landmark decision that affirmed a woman’s constitutional right to abortion. Several months later, voters turned out in record numbers for the 2022 midterms, though a widely predicted “Red Wave” vote did not materialize. There has since been speculation that overturning Roe v. Wade played a crucial role in the midterms, generating a “Blue Tsunami” or “Roevember” driven largely by young, pro-choice women voting out of self-interest. Gendered, classed, and racialized bodies differentially experience state-sanctioned violence and societal norms. Body protests — when the body manifests the political messages by drawing attention to itself — manifest in these intersections. Women engaging in body protests garner more attention; a body that is sexualized, controlled, and subjugated draws attention to itself as a political act. The State of Texas supports the largest prison system in the US and held 132,859 people in 100 units scattered across the state as of December 2023. Approximately 70% of Texas prison beds are not air conditioned, despite the state’s reputation for dangerously hot, humid summers. The public administration literature provides many assertions as to what causes a city manager to consider when to remain in their position or relocate to a new position. This study identified variables that impact the decisions to change cities. This research surveyed current city managers in northern Midwest states to explore which variables make a difference. The variables were categorized to include considerations about personal concerns, career motivations, and organizational contexts. However, similar regulations for alcohol alternative beverages are less explored, which could allow alcohol alternative products to create awareness for alcoholic beverages among youth. This phenomenological study asks what the effects on a healthy and vibrant democracy are if ballots are blank and the seat is filled through write-in or appointment. This dissertation consists of three essays that explore different dimensions of financial dynamics in the public and nonprofit sectors. Each chapter examines how the fiscal behavior of neighboring jurisdictions, policy interventions, and financial practices influence fiscal decision-making and financial performance within these entities.

In the first essay, I investigate yardstick competition in local government spending in South Korea by leveraging the exogenous variation introduced by by-elections. This approach allows me to estimate the influence of neighboring jurisdictions on local expenditures. Contrary to previous empirical studies from other countries, my findings reveal no significant interdependence in spending among South Korean municipalities, …

This study used interpretative phenomenological analysis to gather and analyze semi-structured interviews of seven participants who took part in deep undercover programs between the 1970s and 1990s. In the early 1980s, under pressure from civil rights advocates, law enforcement implemented policies restricting the use of undercover police officers in non-violent intelligence investigations. The new guidelines resulted in robust selection and training requirements for deep undercover assignments which became focused on those who advocated criminal acts in furtherance of social or political objectives. In the past one hundred years, rhetoric and propaganda have been employed to push political agendas that are divisive and dangerous. This study aims to analyze the effect of political competition on health budgets in Indonesia. The analysis was conducted using a fixed-effects panel data regression approach for Indonesia’s regencies and municipalities between 2009 and 2019. To obtain robust results, this study uses three different measures of political competition, namely the Multiparty Margin Index, the Herfindahl-Hirschman Index (HHI), and the Effective Number of Parties (ENP) Index. The estimation results show that only legislative political competition has a significant and consistent negative effect on the health budget, it is similar to the Leviathan Model theory.
