In times of political polarization, we are well-advised to heed Spinoza’s injunction, “Not to lament, not to curse, but to understand.” Understanding can be facilitated by ideas about the archetypal structures of political choice. This paper offers a systems theoretic analysis of a set of such archetypes focusing solely on their structures and not advocating any specific political positions. The primary question that must be answered is whether available or desirable political choices are dyadic or triadic, and if dyadic, whether the two alternatives of the dyad should be viewed as good versus bad or as complementary.  Various modes of …

Previous research has indicated that an NGO’s funding stream can limit its organizational decision making and inadvertently cause NGOs to place the priorities of donors over that of their beneficiaries. Additionally, Western-international NGOs operating in the Global South have been accused of engaging and perpetuating imbalanced power structures, often facing accusations of racism. This article introduces a two-layer evaluation model for philanthropic and development decision-making in access-based interventions. The first layer treats Access as Outcome (AAO) as a recognized outcome when essential goods, services or resources are delivered through a viable delivery pathway, without requiring post-access utilization or compliance to validate legitimacy. The second layer evaluates post-access variation through System Coherence Conditions (SCC), defined as internal alignment across governance and decision-making, distribution and logistics, social accountability and norms, and scarcity management and continuity, which explain differences in utilization, continuity, and downstream effects as signals of system coherence rather than as retroactive worthiness thresholds. …

This project examines how enforcement irregularities in Mexican food safety regulation affect small exporters’ ability to access U.S. markets. On paper, agricultural trade is regulated by laws on food quality, certification, and logistics. In practice, it is how those rules are enforced. In Mexico, big firms and producer associations tend to gain steady support and easier certification, while smaller producers face delays, rejections, or inconsistent oversight that make it much harder to compete. This thesis examines how Russia has employed reflexive control through cyber operations to influence decision-making in foreign states, focusing on disinformation campaigns during the 2014 annexation of Crimea and the 2016 U.S. presidential election. Reflexive control, a concept rooted in Russian military doctrine, seeks to shape an adversary's perceptions and decision-making by providing carefully crafted information that leads targets to make choices favorable to the initiator. This research argues that while the fundamental objectives of reflexive control have remained consistent, technological advances have significantly expanded Russia's ability to conduct operations in developing cyber domains.

This article examines addiction care as a form of moral governance through a comparative anthropological analysis of the United States and the Netherlands. Drawing on a Foucauldian theory of biopolitics alongside this study argues that approaches to addiction treatment reveal how states differentially value life, citizenship, and vulnerability. Joan Tronto's relational definition of ethical care is used to move beyond a solely moral context, towards an ethical understanding of both caretakers and those who require care. What effect has Citizens United v. FEC had on state-level partisanship and the policy outcomes that follow from it? Scholarship on the influence of corporate and union spending in political campaigns has largely centered on federal elections. In this paper, I extend the analysis to the state level, leveraging the fact that Citizens United created a natural experiment across the states. Prior to the Supreme Court ruling, roughly half of the states prohibited corporate and union independent expenditures in state elections (including for governor, state senate, state house, and state supreme court races). Policy uncertainty threatens access to affordable medical care, yet few studies have examined how it shapes what people search for online. This study examines whether economic policy uncertainty predicts mental health information-seeking behavior by analyzing daily Wikipedia pageviews from July 2015 to April 2026 using a time series model. Results show that as economic policy uncertainty increases, there is an increase in pageviews on Wikipedia for suicide related information. When there is an increase in those searching for information on pages about depression and pages about anxiety, there is also an increase in pageviews on Wikipedia for suicide related information. …

This study examines how maritime and trading states allocate public resources between defence, health, and economic growth around three strategic chokepoints the Strait of Malacca, the Strait of Hormuz, and the Suez Canal. The analysis extends the classic “guns versus butter” framing by treating defence and health spending as co-evolving components of an interconnected fiscal-growth system. Next-Generation Democratic Cyber Statecraft - Balancing The Signal: Shutdown Shocks And Democratic Digital Governance, Scott M. Di Panni

This paper develops Next-Generation Democratic Cyber Statecraft (NG-DCS), a unified strategic doctrine for democratic governments to contest the cognitive domain against authoritarian adversaries. Drawing on twenty-six years of cross-national panel data (1999–2024) spanning 213 countries, game-theoretic modeling, and qualitative case analysis, the paper establishes three interconnected empirical and theoretical foundations. First, cross-national OLS regression across 160+ countries demonstrates that regime type is the dominant structural determinant of internet freedom (R²=0.615, β=2.513, p< 0.001), explaining more than twice the variance attributable to per-capita wealth (R²=0.268). Democratic governance, not economic development, produces open digital environments. Second, a two-way fixed effects (TWFE) difference-in-differences study exploiting government-ordered internet shutdowns as discrete policy interventions finds that digital restrictions causally degrade V-Dem governance quality by 0.21–0.38 standard deviations (p< 0.001 across all specifications). Treatment effects are immediate (β=−0.302 at k=0) and persist through five post-treatment years (β=−0.246 at k=+5), indicating structural rather than transitory governance damage. Parallel trends validation (p=0.352) and Callaway–Sant’Anna heterogeneity-robust estimation (ATT=−0.230, SE=0.077) support causal identification. Instrumental variable triangulation (2SLS β=−0.949, p=0.005) confirms that simultaneity was attenuating, not inflating, the primary estimates. Third, formal game-theoretic analysis reveals that the current U.S.–adversary equilibrium is (Restrain, Escalate)—the risk-dominant but Pareto-inferior outcome of a Stag Hunt structure. China, Russia, North Korea, and Venezuela each occupy structurally distinct positions (Stackelberg commitment, asymmetric two-level, autarky, and reactive trigger, respectively), requiring differentiated doctrinal responses rather than a uniform strategic playbook. Generative AI and algorithmic governance are shown to accelerate cognitive vulnerability by collapsing influence operation costs and exploiting engagement-optimized platform architectures that systematically degrade deliberative capacity in democratic populations.
