The Indian Health Service (IHS), recognizing that state Medicaid programs are rapidly purchasing managed care plans for their beneficiaries and that managed care enrollment has significant implications for both Indians and Indian health facilities, convened this Roundtable to discuss options for participation in such care. The purpose of this roundtable was to identify options to increase Medicaid managed care participation by Indian health programs. These include programs operated directly by IHS, programs operated by tribes under the Indian Self-Determination Act, and urban Indian programs under Title V of the Indian Health Care Improvement Act.By design, Roundtable participants were a group …

What About The Rural Poor?, Melissa J. Petrangelo

The American public generally perceives poverty as an urban problem. However, the incidence of poverty is actually higher in rural areas. Current, AFDC and food stamp legislation reflects the American public's perception. What is overlooked in AFDC and food stamp legislation is the distinguishing characteristics of the rural poor. AFDC and food stamp legislation are less effective in reducing poverty in rural areas. Where you are poor makes a difference. Recognition of the diversity of poverty populations is crucial for the design of effective policies and programs.

Human Rights And Community Development Through Low-Income Women's Leadership: The Voice Of An African-American Organizer, Claudine Michel

In this essay, I argue that grassroots organizing appears as one of the most viable option worldwide until women are better protected through legislation and public policy. I also posit that it is important to learn from divergent leadership philosophies, from the different values, roles and styles that women adopt in various parts of the world in the course of their day-to-day activities and in their efforts to organize, to support current community programs, and to train future community leaders.
