Few industries are evolving as rapidly or as dramatically as those involving payment systems. The recent advent and spread of cryptocurrencies and associated trading platforms and exchanges, as well as ongoing improvements and innovations in FinTech generally, ensure that this is going to continue for the foreseeable future. Along with this rapid change has come a dynamic increase in the number and range of payment startups, a development that has been recognized as likely to redound to the benefit of consumers and the broader economy. The problem is simply that regulation is not keeping up with innovation.

Technology has changed dramatically over the last couple of decades. Currently, virtually all business industries are powered by large quantities of data. The potential as well as actual uses of business data, which oftentimes includes personal user data, raise complex issues of informed consent and data protection. This course will explore many of these complex issues, with the goal of guiding students into thinking about tech policy from a broad ethical perspective as well as preparing students to responsibly conduct themselves in different areas and industries in a world growingly dominated by technology.

The DoD can exploit weaknesses in Chinese military attempts at political warfare, or “enemy disintegration,” most recently observed in PLA media on the subject of the pandemic. Technological revolutions affecting state power are either open or closed. The precursor to the digital age is not the twentieth century, with state-controlled programs yielding nuclear weapons, but the late nineteenth century, when tinkerers invented the radio, airplane, and high explosives—all crucial to subsequent wars. To avoid strategic surprise, the US government must take a broader view of how today’s open innovation is changing society and adapt.

US security force assistance missions to Arab partner states have had limited success, due in part to a tendency to impose American doctrine, which embodies American cultural values and norms, on Arab armed forces. Accordingly, US security force assistance missions should train Arab partners to fight in a manner better suited to their own cultural preferences and operational requirements.

The US military has a historical precedence for dealing with a pandemic while simultaneously conducting large-scale combat operations. Two twentieth-century examples assess the extent to which the military adapted operations following an influenza outbreak, and make clear military and civilian leaders must balance strategic objectives when facing threat multipliers such as COVID-19.

The lessons of counterinsurgency have deeper implications for cyber conflict than previous research has identified. This paper evaluates the various ways cities have or are attempting to address e-scooter usage equity concerns, with a focus on Atlanta, Georgia as compared to Austin, Texas; Charlotte, North Carolina; Los Angeles, California; and Portland, Oregon. The cities were evaluated by the laws in effect at the time of coding, which occurred during the project period of October through December 2019. Public transportation systems are essential components of urban infrastructure, providing connectivity that contributes to the quality of life for urban dwellers. Particularly important for low-income populations, public transportation systems enhance access to jobs, markets, services, education, healthcare, recreation, and social networks. While low-income populations and minorities make up a disproportionately high share of transit ridership, theories such as spatial mismatch, social construction framework, and Critical Race Theory maintain that public transportation systems may not provide equitable connectivity to all riders. We utilize GIS and regression models to examine the relationship between transit connectivity and poverty, asking whether connectivity is evenly …

Built heritage in Singapore is safeguarded through two legal regimes, one relating to national monuments declared under the Preservation of Monuments Act (Chapter 239, 2011 Revised Edition), and the other relating to conservation areas declared under the Planning Act (Cap 232, 1998 Rev Ed). In contrast, no particular legal protection exists for intangible cultural heritage. Considering examples such as tomb inscriptions and rituals for honouring the deceased at Bukit Brown Cemetery, this article explores how built heritage can be secured and enriched by giving greater recognition and protection in international and domestic law to the intangible cultural heritage associated with …

Singapore is one of the most rational and unsentimental places on earth. Its government prides itself on its pragmatic approach to policy-making, and is not afraid to slaughter sacred cows if they have to. This is perhaps most dramatically demonstrated by the radical modernization of Singapore’s built environment through its various Master Plans and public housing programmes. This massive physical transformation is perhaps modern Singapore’s most visible sign of progress. The present article delves deeper into four academic contributions written by the emeritus professor Julian Conrad Juergensmeyer, Ben F. Johnson Jr. Chair in Law and Director, Center for the Comparative Study of Metropolitan Growth. Co-authoring relevant publications on spatial issues from different perspectives, we identify four valuable insights accumulated along four decades dedicated to industrial co-operation, planning costs, land use and infrastructure development. All of them combined can make what we denominate an urban developmental mind. Brazil has strong legal support for the protection of environmental areas. In addition to the fact that rural properties are required to leave a part, called the “legal reserve” (20% in the south of the country) untouched, there is also strong protection within urban areas. It turns out that population growth and ruralurban migration have caused a rise in new environmental issues, many of them affecting vulnerable populations.
