With a new focus for federal universal service programs on broadband and the NTIA BTOP funding for broadband adoption projects, recent years have been “exciting times” for those interested in broadband policy aimed at stimulating adoption. While most of the recent programs are still too new to be evaluated rigorously, lessons from older academic study can inform our expectations and lend guidance toward evaluating program success. A multilevel approach is adopted to analyze how individual-level and community-level predictors interact to affect support for a specific growth management instrument. The multilevel model specification controls for respondent’s perceptions of local government’s general efficacy in managing growth and local growth rates. Results suggest that support for a specific growth management instrument increases amongst residents who generally support local government efforts to management growth and who live in high-growth communities. The purpose of this study was to determine whether the effects of the Kribi Deep Seaport project will be positive for economic development in Cameroon, and how the Port will affect Cameroon’s regional and global role. The study was conducted over a one-month period and was primarily qualitative in nature. The principal method of inquiry was interviews, which were complemented by quantitative secondary source research. Jordan is one the world's most dependent countries in foreign sources for energy production in the world. 96% percent of its energy comes from imports from neighboring countries, while exploitation of domestic resources is practically insignificant. Of the primary imports, crude oil and products are by far the most important resource, with natural gas in second place. This dependency is very problematic for both the Jordanian regime and the society it governs in two main ways. Endemic land insecurity is a critical aspect of the negative peace presently felt by the Acoli sub-region in the wake of two decades of conflict,2 as well over two thousand instances of land disputes have been recorded in the region since the cessation of hostilities in 2006.3 This study examines the dynamics of land conflicts in Nwoya district, Northern Uganda. The proponents of “big bang” reforms argue that the latter will bring about a fundamental shift in people’s expectations about the future by altering the existing structure of the economy. Detractors say that the resulting dislocation to the economy and uncertainty will do more harm than good. The capacity of the state to implement so many sectoral and micro-economic reforms simultaneously is limited and therefore the risks of failure are high. While the short term measures to reduce recurrent expenditure are necessary conditions for fiscal sustainability, the long term imperative is to increase revenue. Thus, efforts should be made by the fiscal authorities in Nigeria to pursue the policy of balancing of expenditure with revenue improvements. The issues of the underperformance of the capital budget should be reversed before savings from cuts in recurrent expenditure can be diverted to the financing of capital expenditure. Indicators of economic recovery depicted continued progress in the major metropolitan areas of the Mountain West in the fourth quarter of 2012. The region’s employment recovery gained momentum, and solid home-price increases in the region contributed to the nation‘s broader housing recovery. Such inroads bode well for further advances in 2013. At the same time, the region’s output recovery slowed and unemployment refused to budge.

In an effort to prevent social polarization within the East Providence community amongst various social groups, we are recommending that the project target multiple census tracts in East Providence and the east side area of Providence. These census tracts are comprised of high-income and low-income families and individuals of all ages. Specifically, there are seniors who live within the neighborhood who might take advantage of expanded opportunities if they felt the area was safe and accessible.

The Trade Related Intellectual Property Agreement (TRIPS) has had a profound effect on industrialization and innovation, as well as access to medicines in cases of public health crisis such as HIV/AIDS. However, compliance with TRIPS has varied in developing countries, despite heightened international pressure. For instance, Brazil has pursued a coherent approach to its HIV/AIDS health crisis, while India has failed to take care of its HIV patients despite late compliance with the TRIPS agreement and the presence of business firms that produce the generic medicines for HIV/AIDS. In 1959, the Minnesota Department of Highways (MHD), renamed the Minnesota Department of Transportation (MnDOT) in 1976, commenced the construction of Interstate 35W proceeding North from Richfield through South Minneapolis to Lake Street (the Richfield-Minneapolis segment) which razed more than 50 square blocks of homes and businesses. The segment of this vast project built between Stevens Avenue South and Second Avenue South, completed in 1967, was part of the National System of Interstate and Defense Highways enacted by Congress in 1956. The Risk Reduction Management Centre (RRMC) Replication Project, an initiative of the United Nations Development Program (UNDP), aims to take a Cuban best practice in disaster risk reduction and adapt it to the local context of five other Caribbean countries. This project differs from most development projects in that the individuals and institutions providing the assistance (in this case technical training and know-how) are themselves from a developing country (Cuba). This model, wherein developing countries provide resources, information, and training to other developing countries, is known as South-South Cooperation (SSC).

More particularly, the region faces a pressing crisis of water security, where rapid urbanization has outpaced water sector development. This thesis addresses the water infrastructure reform in El Alto and La Paz, Bolivia, focusing on strategies to better promote water access for the peri-urban poor. Fossil Fuel Subsidies: Impacts And Reform Strategies, Jennifer E. Good

This thesis uses cross-country panel regressions to identify the effects of fossil-fuel subsidies for both oil importers and oil exporters on GDP growth, industry growth, crowding out of government expenditures in education, health, and infrastructure, government debt, carbon dioxide emissions, inequality and poverty. Fossil-fuel subsidies are found to be associated with lower levels of growth and industry growth, less government expenditure on health and education, poorer infrastructure quality, more government debt, and higher rates of carbon dioxide emissions. No relationship is found between fossil fuel subsidies and poverty and inequality. These results confirm the arguments of those that argue that …

The major metropolitan areas of the Intermountain West finally put the housing bust behind them in the third quarter of 2012 and in most places made solid progress. House prices rose in all 10 major metropolitan markets in the months from June to September for the first time since the recession began. Likewise, output growth accelerated and the unemployment rate continued to fall. Unfortunately none of this prevented the region’s already feeble jobs recovery from slowing.

Utah has become an unlikely leader in regional planning through a voluntary partnership of key leaders, agencies, local government, and the general public. Given that regional planning efforts around the nation have generally evoked strong reactions from residents concerned about losing local control, the success of Envision Utah—the organization that emerged as a key driver of regional planning in Utah—in building a consensus around regional growth management holds lessons for other regions.

One rationale for large public investments in clean energy technology points to concerns that have not been addressed by other policies, most notably greenhouse gas emissions and energy security. Another inspiration for clean energy policy suggests that strategic government investments would increase domestic firms' market share of a growing industry and thus help domestic firms and workers. This lecture examines the economic case for clean energy policy in the United States and addresses the issues state and local governments confront in building a clean energy industry.
